AN ORDINANCE PURSUANT TO THE LAND USE CODE
OF THE CITY OF NATIONAL CITY, CALIFORNIA
(ZC-11-76, to rezone the properties shown on attached Exhibits B,
C, D, E, F, G, H, I, J, L, M, N, P, Q, R, and T to conform with
the General Plan)
WHEREAS, the Government Code of California requires that the City
Zoning Map be consistent with the General Plan, and
WHEREAS, pursuant to the terms and provisions of the Government Code
of California, proceedings were duly initiated for the rezoning of those
parcels of real property hereinafter described, and for the amendment of the
Land Use Code of the City of National City, and
WHEREAS, pursuant to due and legal notice, hearings were held by the
City Planning Commission of said City and also by the City Council of said
City, and all persons interested were given opportunity to appear and be
heard before said Planning Commission and said City Council, and
WHEREAS, the City Planning Commission of National City has legally
and duly certified to the City Council its report and has recommended such
rezoning and such amendment;
NOW, THEREFORE, the City Council of the City of National City,
California, does ordain as follows:
SECTION 1. All protests, if any, against said rezoning and said
amendment to the Land Use Code, and each of them, be and hereby are denied
and overruled.
SECTION 2. That the below described real properties are rezoned as
indicated in each lettered paragraph. Each lettered paragraph has a corres-
ponding exhibit map which is identified by the same letter. Certain areas
have been deleted from this action for future rehearings and therefore the
lettered paragraphs and exhibits are not fully alphabetical. The exhibit maps
are lettered B, C,,, E, F, G, H, I, J, L, M, N, P, Q, R, and T, and copies of
each exhibit have been and are now on file in the office of the Clerk of the
City of National City as Document Numbers 58784 , 58785 , 58786

, and the same are hereby adopted and incorporated as fully as if
set out at length herein;

B. To rezone from RM-1-PD to IP the properties bounded by East
5th Street on the north, "V" Avenue on the west, the prolonga-
tion of the centerline of 6th Street on the south, and a line
parallel to and 257 feet east of "V" Avenue on the east.
C. To rezone from RT to IP the properties bounded by a line parallel
to and 257 feet east of "V" Avenue on the west, East 5th Street
on the north, Euclid Avenue on the east and East 6th Street and
its easterly prolongationon the south, excepting therefrom the
property known as the Paradise Valley Medical Center be'pg lots
5, 6, 10, 11 and 12 of Block 2, Sanitarium Place Tract,7excepting
therefrom the King property, known as Assessor's Parcel 557-072-02.
D. To rezone from RM-1 to CBD the property bounded by "L" Avenue
and the prolongation of the centerline of "L" Avenue on the west,
East 14th Street and the prolongation of the centerline of East
14th Street on the south, "N" Avenue and the prolongation of the
centerline of "N" Avenue on the east, and on the north by a line
parallel to 16th Street and distant approximately 1300 feet north
therefrom excepting therefrom the northerly 330 feet of the
easterly 330 feet.
E. To rezone from CT-PD to CBD-PD the properties bounded by Palm
Avenue on the west, East 12th Street on the north, Freeway I-805
on the east, and the prolongation of East 14th Street on the
south, excluding the properties at 1735 and 1740 East Plaza
Boulevard and 1736 and 1802 East 12th Street.
F. To rezone from CT-PD to CBD-PD the properties:
1. Bounded by East 12th Street on the north, East 14th Street
on the south, Freeway I-805 on the west, and by a line
parallel to Lanoitan Avenue and distant westerly 995 feet
therefrom, on the east.
2. Bounded by East Plaza Boulevard and East 12th Street on the
south, the prolongation of llth Street on the north, on the
east by a line parallel to Euclid Avenue and distant westerly
therefrom 160 feet and on the west by a line parallel to
Euclid Avenue and distant westerly therefrom 660 feet.
3. The Rogers property, known as Assessor's Parcels 557-380-14
and 558-091-01, are exempted from this zone change.
G. To rezone from CT-PD to CBD-PD-OS the city -owned property, in-
cluding drainage easement, having 550 feet of frontage on the
south side of Plaza Boulevard, commencing 420 feet east of the
centerline of Grove Street and extending to a maximum depth of
250 feet, containing approximately 1.8 acres, more properly
described as Assessor's Parcel Nos. 557-380-40, 558-090-07, 18,
19 and 22.
H. To rezone from RT to CL-PD the city -owned property bounded by the
prolongation of Lanoitan Avenue on the east, the prolongation of
Euclid Avenue on the west, a line parallel to and 165 feet north
of the centerline of East 13th Street on the south, and a line
165 feet north of and parallel to the south line on the north.
I. To rezone from RT-OS to CL the property bounded on the north by
a line parallel to and 139 feet south of the centerline of Plaza
Boulevard, the prolongation of the centerline of Lanoitan Avenue
on the west, abutting the Palmer Way School playground on the
south and east. This property is more properly described as
Assessor's Parcel No. 558-110-04.

J. To rezone from RT to RM-1-PD the property having 110 feet of
frontage on the south side of East 14th Street beginning
155 feet east of the centerline of Grove Street with a depth
of 470 feet; and the property having 55 feet of frontage on
the north side of East 16th Street beginning 195 feet west of
the centerline of Orange Street with a depth of 130 feet; and
the property bounded on the south by a line parallel to and
130 feet north of the centerline of East 16th Street, on the
west by a line parallel to and 300 feet east of the centerline
of Grove Street, and on the north by a line parallel to and
distant 30 feet north of the previously described south line,
and on the east by a line parallel to and 55 feet east of the
west line of said property.
L. To rezone from CL to RT the properties at 2404 and 2414-2418
Granger Avenue and to amend the residential density map desig-
nation of 10 dwelling units/acre to 15 dwelling units/acre.
M. To rezone from RM-1 TO CBD the properties on the west side of
"I" Avenue and the northerly prolongation thereof, bounded on
the south by a line 440 feet south of the centerline of 28th
Street, on the north by a line parallel to and 865 feet north
of the centerline of 28th Street and on the west by an irregular
line parallel to "I" Avenue and approximately 165 feet westerly
therefrom, known as 2500 through 2926 "I" Avenue, bounded on the
north by a line parallel to and 865 feet north of the centerline
of 28th Street, on the south by a line parallel to and 475 feet
south of the centerline of 28th Street, on the east by "I"
Avenue and the prolongation of "I" Avenue and west to a maximum
depth of 165 feet from the centerline of "I" Avenue, exempting'
therefrom the Harwell property, known as Assessor's Parcel
563-080-20.
N. To rezone from ML to CBD, the property bounded on the south by
the Route 54 freeway right-of-way, the Chula Vista City boundary
line on the east, Highland Avenue on the west, and a line
parallel to and 240 feet south of the centerline of 30th Street
on the north. Existing FP and FW zones would not be changed.
P. To rezone from CL to RS-2 the property at the northeast corner
of Shelby Drive and 32nd Street and fronting on Shelby Drive
for 120 feet and having a maximum depth of 15 feet.
Q.
To rezone from CL to RM-1 the property at 3051 Baker Place and
the adjoining vacant parcel on the south, more properly described
as Assessor's Parcel Nos. 564-160-22 and 564-170-06 and 07.
R. To rezone from CL to RMH the property at 3131 Valley Road (that
part of Bonita Paradise Mobile Home Club within the City of
National City).
T. To rezone from CSC-FP-RD-PD to CSC-FP-RD-PD-OS (adds open space
overlay) to part of the flood plain area on the western edge of
Bonita Golf Course.
