ORDINANCE NO. 1460
AN URGENCY ORDINANCE PROVIDING FOR HELICOPTER
LANDING PERMITS
WHEREAS, the law enforcement agencies, Federal
State and local, need the use of helicopters for the enforce-
ment of laws, including narcotic control laws, in vicinities
proximate to the border between the United States of America
and the Republic of Mexico, and
WHEREAS, the City of National City is close to
and central to law enforcement efforts to control the importation
of narcotic contraband into the United States from the Republic
of Mexico, and
WHEREAS, the use of helicopters is a necessary part
of law enforcement to control the unlawful importation of
narcotics into the United States, and
WHEREAS, there is a present urgent need to provide
for the operation of helicopter flight facilities by law
enforcement agencies of the federal government, State of
California, the County of San Diego, and the City of National
City, because of National City's proximity to major narcotic
importation routes, and
WHEREAS, the present City zoning ordinance does not
provide for sufficient helicopter landing facilities within
the City to provide adequate aerial surveillance for law
enforcement agencies operating in the South Bay areas, and
WHEREAS, an urgent need for increased police
surveillance of narcotic importation activities exists;
NOW, THEREFORE, BE IT ORDAINED that the City
Council of the City of National City shall grant such
helicopter facility operating permits to law enforcement
agencies of the United States of America, the State of
California, the County of San Diego, and the City of National
City, in any zone within the City as are necessary for the
enforcement of the criminal laws of the land.
BE IT FURTHER ORDAINED that such helicopter permits
be granted upon the recommendation of the Police Department,
the Fire Department and the Planning Department of the City
of National City, which reports shall provide standards for
the protection of the public health, safety and welfare as
the same may be affected by the operation of such helicopter
landing facilities.
BE IT FURTHER ORDAINED that this Ordinance be adopted
as an Urgency Ordinance because there exists a present need
for expanded law enforcement facilities involving the use
of helicopter flights which are now prohibited by City
Ordinance and this Ordinance is adopted as a measure in the
furtherance of the protection of the public health, safety,
and welfare.

Government Code.

dispensed with by a vote of not less than a majority of the members
elected to the Council.

and correct copy of Ordinance No. 1460of the City of National
City, passed and adopted by the Council of said City on April
1, 1975..
