The City Council of the City of Na-
tional City, California, does ordain as
follows:
SECTION 1. That Ordinance No. 1284
of the City of National City, and all
other ordinances and parts of or-
dinances in conflict with this Ordinance
are hereby repealed.
SECTION 2. The City Council of the
City of National City, for the purpose
of prescribing regulations for the pro-
tection of the public health and safety,
hereby adopts that certain code known
as the Uniform Plumbing Code and
Appendix A, B, C, D, and F thereto,
as copyrighted 1973 by the Interna-
tional Association of Plumbing and
Mechanical Officials, being particularly
the 1973 Edition thereof, save and
except those portions as are herein
after deleted, modified, or amended, of
which code not less than three (3)
copies have been and now are filed in
the office of the Clerk of the City of
National City; and the same are hereby
adopted and incorporated as if fully
set out at length herein, and from the
date on which this Ordinance shall
take effect, the provisions thereof shall
be controlling within the limits of the
City of National City.
SECTION 3. There is hereby adopted
a PART to be numbered PART ONE:
ADMINISTRATION consisting of sub-
sections 1.0 thru 1.17, said subsections
to be a PART hereof, said PART to
read as follows:
PART ONE
ADMINISTRATION
Section 1.0 APPLICATION AND
SCOPE. The provisions of this Code
shall apply to all new construction,
relocated buildings, and to any altera-
tions, repairs, or reconstruction except
as provided for otherwise in this Code.
Section 1.1 ADMINISTRATIVE AU-
THORITY AND ASSISTANTS. Whenever
the term "Administrative Authority" is
used in this Code it shall be construed
to mean the Director of Building and
Housing or his authorized representa-
tive. The Director of Building and
Housing may delegate any of his
powers or duties to any of his as-
sistants.
Section 1.2 DUTIES OF DIRECTOR OF
BUILDING AND HOUSING. It shall be
the duty of the Director of Building
and Housing to enforce the provisions
of this Code. He shall, upon applica-
tion, grant permits for the installation
or alteration of plumbing installations,
devices, appliances, and equipment and
shall make inspections of all new
plumbing installations and reinspection
of all plumbing installations, all as
provided in this Code. He shall keep
complete records of all permits issued,
inspections, and re -inspections made
and other official work performed in
accordance with the provisions of this
Code.
Section 1.3 AUTHORITY OF DI-
RECTOR OF BUILDING AND HOUSING.
The Director of Building and Housing
shall have the right during reasonable
hours or at any time when extreme
danger exists to enter any building in
the discharge of his official duties or
the purpose of making an inspection,
re -inspection, or test of the plumbing
installations, devices, fixtures, appli-
ances and equipment contained therein.
The Director of Building and Housing
is hereby authorized to disconnect or
order discontinuance or renlolval of
plumbing installations fixtures, devices,
appliances, or equipment found to be
dangerous to life or property because
they are defective or defectively in-
stalled.
Section 1.4 DANGEROUS AND IN-
SANITARY CONSTRUCTION.
(a) Any portion of a plumbing sys-
tem found by the Administrative Au-
thority to be insanitary as defined
herein is hereby declared to be a
nuisance.
(b) Whenever brought to the at-
tention of the department having
jurisdiction that any insanitary condi-
tions exist or that any construction or

VIOLATION THEREOF AND REPEALING ORDINANCE NO. 1284 AND ALL OTHER
ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH
work regulated by this Code is danger-
ous, unsafe, insanitary, a nuisance or a
menace to life, health, or property or
otherwise in violation of this Code, the
said department may request an in-
vestigation by the Administrative Au-
thority who, upon determining such in-
formation to be fact, shall order any
person, firm or corporation using or
maintaining any such condition or re-
sponsible for the use or maintenance
thereof to discontinue the use or
maintenance thereof or to repair, alter,
change, remove or demolish same as
he may consider necessary for proper
protection of life, health or property
and in the case of any gas piping or
appliance is made safe to life, health
or property.
Every such order shall be in writing,
addressed to the owner, agent or person
responsible for the premises in which
such condition exists and shall specify
the date or time for compliance with
such order.
(c) Refusal, failure or neglect to
comply with any such notice or order
shall be considered a violation of this
Code.
(d) When any plumbing system is
maintained in violation of this Code
and in violation of any notice issued
pursuant to the provisions of this sec-
tion or where a nuisance exists in any
building or on a lot on which a build-
ing is situated, the Administrative
Authority shall institute any appro-
priate action or proceeding in any
court of competent jurisdiction to pre-
vent, restrain, correct, or abate the
violation or nuisance.
Section 1.5 RESPONSIBII_ITY. This
Code shall not be construed to relieve
from, or lessen the responsibility of
any party owning, operating, con-
trolling, or installing any plumbing in-
stallation, fixtures, device, or materials,
for damage to person or property
caused by any defect therein; nor shall
the City of National City or any officer
or employee thereof enforcing this
Code be held as assuming any such
liability by reason of the inspections
authorized herein, or certificate of
inspection issued in accordance with
the provisions of this Code.
Section 1.6 PROHIBITIONS. It is un-
lawful for any person, either as owner,
architect, contractor, artisan, or other-
wise, to do or knowingly to cause to
permit to be done or to maintain any
plumbing in such manner that the
same shall not conform to all of the
provisions of this Code.
Section 1.7 AUTHORITY TO CON-
DEMN PROPERTY. When any building
or premises has been inspected by the
Department of Building and Housing
and the plumbing is found to be defec-
tive or in violation of this Code, notice
to that effect shall be served upon the
owner, or his agent, and the said notice
shall specify the characterof repairs
and alterations or improvements to be
made. If such repairs, and alterations,
as specified in said notice, are not
commenced in good faith within the
time specified in such notice, the Di-
rector of Building and Housing may
declare such building or premises to be
an unsafe building and a public nui-
sance and proceed with the abatement
thereof in accordance with procedures
established in Chapter 11 of the Uni-
form Housing Code.
Section 1.8 PERMITS REQUIRED.
(a) No plumbing system or part
thereof regulated by this Code shall be
installed within or on any building,
structure, or premises, nor shall any
alteration, addition or replacement, be
made in any such existing plumbing
system unless a permit therefor has
first been issued by the Department of
Building and Housing except as stated
in Section 1.10.
(b) Permits shall be obtained before
or at the time work is started, except
in cases where emergency or urgent
necessity can be shown to exist, pro-
vided a permit is obtained within
twenty-four (24) hours, exclusive of

Saturdays, Sundays and holidays.
(c) There shall be one permit for
each building in which rough work for
a plumbing fixture or fixtures is in-
stalled, except in the case of any un-
occupied accessory building or a garage
that is part of the plumbing system of
a single family dwelling.
(d) Except as provided in Section
1.9, permits shall be issued only to
Contractors licensed by the State of
California entitled to engage in the
business or act in the capacity of a
contractor relating to plumbing;
Section 1.9 HOMEOWNERS PERMIT.
A property owner or member of his
immediate family may obtain a Home-
owner's Plumbing Permit to install any
plumbing work and fixtures in, on, or
about any residential building, located
upon his own property, provided, how-
ever, that such residential building
shall contain no more than two (2)
dwelling units, and that such owner
shall personaly purchase all material
and shall personally perform all labor in
connection with such plumbing work.
Prior to the issuance of a Home-
owner's Plumbing Permit, the applicant
for such permit shall pass an examina-
tion to verify his ability to perform
such work. An examination fee in the
amount of five dollars ($5.00) shall be
paid to the City Treasurer by the ap-
plicant.
All plumbing work installed by au-
htority of a Homeowner's Plumbing
Permit shall comply with the standards
set forth in this Code and related City
and California State regulations.
Section 1.10 WORK NOT REQUIRING
PERMIT. No permit shall be required
in the case of any repair work as fol-
lows: The stopping of leaks in drains,
soil, waste or vent pipe, provided how-
ever, that should any drainpipe, soil,
waste or vent pipe be or become de-
fective, and it becomes necessary to
remove and replace the same with new
material in any part or parts, the
same shall be considered as new work
and a permit shall be procured and
inspection made as hereinbefore pro-
vided. No permit shall be required for
the clearing of stoppages, or the repair
of leaks in soil, waste or vent pipes,
valves, fixtures or replacement of
exposed traps in existing plumbing
systems serving lavatories sinks, laun-
dry trays and/or similar fixtures.
Section 1.11 EXPIRATION OF PER-
MIT.
(a) If the work authorized by a
permit is not commenced within a
period of sixty (60) days the permit
shall become void.
(b) An expired permit may be re-
newed upon payment of a fee to cover
the unfinished work according to the
fee schedule in Section 1.14.
Section 1.12 INCOMPLETED IN-
STALLATIONS. Should any person to
whom a permit has been issued quit an
installation, the Department shall be so
notified in writing by either the per-
mitee, owner or his authorized repre-
sentative and request an inspection on
work installed. Such notice shall be
made within forty-eight (48) hours.
NO person shall resume work on any
incompleted installation until such in-
stallation has been released by the De-
partment and a new permit obtained.
A copy of the written notice must
accompany the application for the new
permit.
Section 1.13. APPLICATION FOR
PERMIT. Application for a permit, de-
scribing the work to be done, shall be
made in writing to the Director of
Building and Housing. The application
shall be accompanied by such plans,
specifications, and schedules as may
be necessary to determine whether the
installation as described will be in
conformity with the requirements of
this Code. If it shall be found that the
installation as described will in general
conform with the requirements of this
Code, a permit for such installation
shall be issued upon payment of the
required fee as hereinafter fixed; pro-
vided, however, that the issuance of
the permit shall not be taken as per-
mission to violate any of the require-
ments of this Code.
Section 1.14 PERMIT FEES RE-
QUIRED. Each application for a plumb-
ing permit shall be submitted in
writing, shall state the location of the
work proposed to be installed and the
amount and kind of plumbing in con-
nection therewith. Each such applica-
tion shall be signed by the person
qualified to obtain such permit and
shall be accompanied by a permit fee
in accordance with the schedule of
fees hereinafter established.
SCHEDULE OF FEES
For issuing each permit
(not refundable) $5.00
In addition:
For each plumbing fixture or trap
including water, drainage and
vent piping and backflow pro-
tection therefor (except replace-
ment of exposed traps or waste
food grinders, in existing plumb-
ing systems serving lavatories,
sinks, laundry trays and similar
fixtures) $1.50
For each building sewer $5.00
For each moved building plumbing
system, including existing fixtures
which are not relocated, replaced
or altered. (Not including house
sewer) $5.50
For each water heater and/or
vent (water heaters being replaced
in same location exempted) $1.50
For capping or disconnecting and
removal of house sewer on the
site from which a building has
been relocated or removed $1.50
For each waste food grinder or
disposal unit $1.50
A food waste disposer installed
at time of original sink installa-
tion shall be considered as part
of the sink. Dishwashers discharg-
ing into a food waste disposer or
separate trap shall require a
separate fee.
For each industrail waste inter-
ceptor or device $1.00
For each grease interceptor $ .80
For installation, alteration or
repair of water piping and/or
water treating equipment $1.50
For each lawn sprinkler system
on any one meter, including back -
flow protection devices therefor $2.00
For vacuum breakers or back
flow protective devices on tanks,
vats, etc., or for installation
on unprotected plumbing fixtures,
including necessary water piping
one (1) to five (5) $2.00
Over five (5) each $ .30
For installation, alteration, or
repair of gas piping $1.50
For each outlet in a gas piping
system in excess of five (5) $ .30
Section 1.15 PENALTY FEE. Any per
son who shall commence any plumbing
work for which a permit is required by
this Code without first having obtained
a permit therefor shall, if subsequently
permitted to obtain a permit, pay
double the permit fee fixed by this
section for such work, provided how-
ever, that this provision shall not apply
to emergency work when it shall be
proved to the satisfaction of the Ad-
ministrative Authority that such work
was urgently necessary and that it was
not practical to obtain a permit there-
for before the commencement of the
work. In all such cases a permit must
be obtained as soon as it is practical
to do so, and if there be an unreason-
able delay in obtaining such permit, a
double fee as herein provided shall be
charged.
Section 1.16 INSPECTION OF WORK
(al All plumbing and drainage sys-
tems shall be inspected by the Admini-
strative Authority to insure compliance
with all requirements of this Code.
(b( It shall be the duty of the per-
son doing the work authorized by the
permit to notify the Administrative
Authority orally or in writing that said
work is ready for inspecion. Such no-
tification shall be given not less than
twenty-four (24) hours before the
work is to be inspected.
• (c) It shall be the duty of the per-
son doing the work authorized by the
permit to make sure that the work
will stand the tests prescribed elsewhere
in this Code before giving the above
notification.
Section 1.17 REINSPECTION FEES
Whenever it shall be necessary to
make an extra inspection at a job site
due to an applicant giving an in-
correct address or wrong location in
obtaining a permit required by this
Code, or due to faulty or defective in-
stallation, an additional fee in the
amount of ten dollars ($10.00) shall
be charged for each such additional
inspection.
This section shall be interpreted as
requiring the payment of reinspection
fees only when it becomes apparent to
the Administrative Authority that the
inspection staff is being used to pro-
vide on-the-job supervision of the work,
rather than the performance of inspec-
tional, services provided for in this
Code.
In all instances where it has been
necessary to assess reinspection fees,
no additional inspection of the work
will be performed until such reinspec-
tion fees have been paid to the City
Treasurer.
SECTION 4. Section 608 of the Uni-
form Plumbing Code is hereby revised
to read as follows:
APPLIANCES. Appliances, devices,
equipment or other apparatus not
regularly classified as plumbing fix-
tures, which are equipped with pumps,
drips or drainage outlets, may be
drained by indirect waste pipes dis-
charging into an open receptor.
No dishwashing machine shall be di-
rectly connected to a drainage system
or food waste disposer without the use
of an approved dishwasher air-gep
fitting on the discharge side of the
dishwashing machine.
SECTION 5. Section 912 is hereby
added to the Uniform Plumbing Code
to read as follows:
TOILET ROOM REQUIREMENTS.
(a) DRAINS. Every toilet room in
food handling establishments or those
normally accessible to the public and
in commercial and industrial establis
ments, except toilets for private us
shall be epuipped wtih an approve
floor drain. This drain shall be sup
plied with water from the neares
lavatory, drinking fountain, or by som
other approved method; connection
shall be made to the house side of th
trap. Such lavatory or drinking foun
fain shall be trapped and vented i
more than ten feet (10') from th
floor drain; otherwise they need not b
vented.
(b) ACCESS. Where there are tw
(2) or more places of business withi
a single building, with the exception o
food handling establishments, commo
restrooms, are for each sex, may b
provided. The entrances for such rest
rooms shall open on a common acces
way.
SECTION 6. Section 1206 (c) (1
the Uniform Plumbing Code is her
revised to read as follows:
ROUGH PIPING INSPECTION. This
inspection shall include an air pressure
test, at which time the gas piping shall
stand a pressure of not less than ten
(10) pounds per square inch you
pressure, and shall hold this pre
for a length of time satisfactor
the Administrative Authority, but
no case for less than fifteen (15)
minutes, with no perceptible drop in
pressure. Welded piping, piping two and
one-half inches (2-1/2") or larger,
or piping carrying gas at pressures in
excess of fourteen inches (14") water
column pressure, shall be tested with a
recording gauge. All necessary ap-
paratus for conducting tests shall be
furnished by the permit holder. When
recording gauge tests are required,
they shall be made at pressures not
less than sixty pounds (60 Ibs) per
square inch. The tests shall continue
for a period of time acceptable to the
inspector. Recording guage tests shall
be started and completed in the
presence of the inspector.
Charts shall be identified in a man-
ner acceptable to the Building Inspec-
tion Department and shall contain,
but not be limited to, the following
information:
(1) Date and time test was started;
(2) Name of permitee and permit
number; (3) Date and time test was
completed; (4) Identification of
plumbing contractor and journeyman
responsible for the test; and (5)
Identification of the inspector.
SECTION 7. Section 1206 (c) 2 of
the Uniform Plumbing Code is hereby
deleted.
