Health and Safety Code, State of
California (cited as the Community
Redevelopment Law) provides for the
undertaking of community redevelop-
ment projects; and
WHEREAS, it is provided in said Law
that the Redevelopment Plan for the
respective project area be approved by
the governing body of the locality in
which the project is situated; and
WHEREAS, it is desirable and in the
public interest that the Redevelopment
Agency of the City of National City
(herein called the "Redevelopment
Agency") undertake and carry out the
redevelopment project (herein coiled
the "Project") identified as the
"Bonita Center Redevelopment Project"
and located at the southeast quadrant
of the intersection of Interstate Free-
way 805 and State Highway Route 54
and encompassing an area generally
bounded by 1-805 on the west, Route
54 on the north, Sweetwater Road on
the northeast, Bonita Mesa Road on
the extreme southeast, and irregular
property lines connecting these bound-
aries, all in or adjacent to the City of
National City, State of California
(hereinafter called the "Locality");
and
WHEREAS, the Redevelopment
Agency has made detailed studies of
the location, physical condition of the
property, land use, environmental in-
fluences, and social, cultural, and
economic conditions of the Project area
and has determined that the area is a
blighted area and that it is detrimental
and ❑ menace to the safety, health,
and welfare of the inhabitants and
users thereof and of the locality at
large and of the people of the State
because of deteriorated conditions,
faulty planning and inadequate public
improvements, depreciated values and
tax receipts, and lack of full utiliza-
tion of area, and the members of this
Governing Body have been fully apprised
by the Redevelopment Agency and are
aware of these facts and conditions;
and
WHEREAS, there has been prepared
and referred to the City Council of the
Locality (herein called the "Governing
Body") for review and approval a
Redevelopment Plan for the Project area
dated September, 1974 and consisting
of 25 pages and 4 exhibits, supported
by the following supplementary
material, data, and recommendations,
which material, data and recommenda-
tions are not a part of the Redevelop-
ment Plan: (1) a report dated August
28, 1974 from the Redevelopment
Agency containing the information re-
quired by Section 33352 of the Cali-
fornia Community Redevelopment Law,
which report includes the reasons for
the selection of the project area, a
description of the physical, social and
economic conditions in the area a
financing plan, a relocation program,
the Preliminary Plan, a report and
recommendation of the Planning Com-
mission, a report on the public ex-
posure of the Project and Redevelopment
Plan, a report that the Preliminary
Plan and the Final Environmental
Impact Report were submitted to the
Planning Departments of the City of
National City, City of Chula Vista and
County of San Diego, and a certifica-
tion that an Environmental Impact
Report has been completed and ap-
proved for the project, and (2) copies
of the Final Environmental Impact
Report for the Bonita Center Redevelop-
ment Project as approved by the
Redevelopment Agency of the City of
Notional City on July 2, 1974; and
d^� WHEREAS, the Project Area, which is
predominantly non-residential in char-
acter, is to be redeveloped for pre-
dominantly nonresidential uses under
the Redevelopment Plan; and
WHEREAS, a general plan hos been
prepared and is recognized and used as
a guide for the general development of
the locality as a whole; and
WHEREAS, the Planning Commission
of the City of National City, which is
the duly designated and acting official
planning body for the locality, has
approved a Preliminary Plan, as re-
quired by the California Community
Redevelopment Law for the Project
area and has certified that the Pre-
liminary Plan conforms to the general
plan for the locality as a whole, and
the Redevelopment Plan is based upon
the Preliminary Plan; and
WHEREAS, the Redevelopment Agency
of the City of Nationol City provided
a copy of the proposed Redevelopment
Plan to the Planning Commission of
the City of National City as required
by the California Community Re -

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
APPROVING THE REDEVELOPMENT PLAN AND THE FEASIBILITY OF RELOCATION
FOR THE BONITA CENTER REDEVELOPMENT PROJECT
development Law; and
WHEREAS, the Planning Commission
of the City of National City has re-
viewed the Redevelopment Plan and
recommends that it be adopted; and
WHEREAS, the Redevelopment Plan
for the Project area prescribes certain
land uses for the Project area and will
require, among other things, the estab-
lishment of new street patterns, the
location and relocation of sewer mains,
grading of the site, provision for storm
drainage systems, underground utility
systems, and other public facilities,
and other public action; and
WHEREAS, the Redevelopment Agency
has studied the present zoning of the
Project and believes there will be no
displocement of persons, individuals or
businesses as a result of the project,
the Community Redevelopment Law
nevertheless seems to require that the
City Council make certain findings
regarding the feasibility of a relocation
program for the project; THEREFORE,
the Redevelopment Agency has pre-
pared a Relocation Program for the
project; and
WHEREAS, the Redevelopment Agency
has submitted the Relocation Program
which contains an analysis of the pos-
sible scope of displacement; and
WHEREAS, the members of the Gov-
erning Body have general knowledge of
the conditions prevailing in the Project
area and of the availability of proper
housing in the locality for the reloca-
tion of families, individuals and persons
that may be displaced from the Project
area and, in the light of such knowl-
edge of local housing conditions, have
carefully considered and reviewed such
proposals for relocation; and
WHEREAS, the City Council is
cognizant of the laws of the State of
California regarding prohibition of
discrimination because of race, creed,
color, religion, sex, national origin or
ancestry; and
WHEREAS, the City Council of the
City of National City also serves as
the Governing Body of the Redevelop-
ment Agency of the City of National
City; and
WHEREAS, the City Council and the
Redevelopment Agency of the City of
National City set a time and place for
a joint public hearing on the Re-
development Plan and the Relocation
Program for the Bonita Center Re-
development Project on September 3,
1974, at 7:45 p.m., in the Council
Chambers of the Civic Center, 1243
National Avenue, National City, Cali-
fornia, and caused to be published a
Notice of such hearing in the National
City Star -News, a newspaper of general
circulation, once each week for four
successive weeks prior to the date of
said hearing, a copy of said notice and
an affidavit of publication of same are
on file with the City Clerk and the
Redevelopment Agency; and
WHEREAS, copies of the notice of
said public hearing were mailed to the
last known assessee of each parcel of
land in the project area as well as to
the governing body of each taxing
agency which levies taxes upon
property in the project area. The Notice
was mailed by certified mail with
return receipt requested to the last
known address of each assessee as
shown on the last equalized assessment
roll of the County of San Diego, and
also mailed to the business address of
the governing body of each taxing
agency which levies taxes upon property
in the Project area; and
WHEREAS, each assessee whose
property would be subject to acquisi-
tion by purchase or condemnation
under the Redevelopment Plan was sent
a statement to that effect attached to
his notice of the public hearing. In
addition to the statement, a map cf
all properties which would be subject
to acquisition by purchase or condem-
nation under the Redevelopment Plan
were moiled to assessees with the
notices of hearing; and
WHEREAS, the governing body of
each taxing agency which levies taxes
upon property in the project area was
sent a statement attached to the notice
of public hearing that if the Redevelop-
ment Plan is adopted, property taxes
resulting from increases in valuation
above the assessed value as shown on
the last equalized assessment roll
could be allocated to the Redevelop-
ment Agency for redevelopment pur-
poses rather than being paid into the
treasury of the taxing agency; and
WHEREAS, said public hearing was
duly held at the time and place fixed
therefor in said notice; and
WHEREAS, the Council has considered
all aspects of said Redevelopment Plan
and Relocation Program, considered all
written communications concerning said
Plan and provided an opportunity for
all persons and organizations to be
heard, and received and considered all
evidence and testimony presented for
or against all aspects of the Redevelop-
ment Plan and Relocation Program;
and
WHEREAS, the Redevelopment Plan
and Relocation Program have been on
file in the Office of the City Clerk in
the Civic Center and in the office of
the Redevelopment Agency, 1243 Na-
tional Avenue, National City, Cali-
fornia, for public inspection during the
period of notice given for said public
hearing;
NOW, THEREFORE, BE IT ORDAINED
by the Council of the City of National
City as follows:
SECTION 1: It is hereby found and
determined that the Project area is a
blighted area, within the meaning of
the California Community Redevelop-
ment Low, and that redevelopment of
same is necessory to effectuate the
public purposes declared in said Corn-
munity Redevelopment Law. The carry-
ing out of the Redevelopment Plan
would promote the public peace, health,
safety, and welfare of the community
and would effectuate the purposes and
policy of the California Community
Redevelopment Law and qualifies as an
eligible Project area under the Califor-
nia Community Redevelopment Low.
SECTION 2: That the Redevelopment
Plan for the Project, having been duly
reviewed and considered, is hereby
adopted and approved, and the City
Clerk be and is hereby directed to file
said copy of the Redevelopment Plan
with the minutes of this meeting. Said
Redevelopment Plan is hereby incor-
porated as part of this Ordinance by
this reference thereto and made a part
hereof as if fully set out at length
herein. The approved Plan is the of-
ficial Redevelopment Plan of the
Project and all written and oral ob-
jections to the Plan are hereby over-
ruled.
SECTION 3: It is hereby found and
determined that the objectives of the
Redevelopment Plan cannot be achieved
through more extensive rehabilitation
of the Project area. The Redevelopment
Plan would redevelop the area in con-
formity with the California Community
Redevelopment Law and in the interests
of the public peace, health, safety and
welfare.
SECTION 4: That it is hereby found
and determined that the Redevelopment
Plan for the Project area conforms to
the general plan of the locality.
SECTION 5: It is hereby found and
determined that the adoption and car-
rying out of the Redevelopment Plan is
economically sound and feasible.
SECTION 6: That the redevelopment
of the Project area for predominantly
nonresidential uses is necessary for the
proper development of the community.
SECTION 7: That it is hereby found
and determined that the Redevelopment
Plan for the Project area will afford
maximum opportunity, consistent with
the sound needs of the locality as a
whole, for the redevelopment of the
area by private enterprise. The con-
demnation of real property is hereby
found and determined to be necessary
to the execution of the Redevelopment
Plan and adequate provisions have been
made for payment for property to be
acquired as providedby law.
SECTION 8: That it is hereby found
and determined that the Redevelopment
Plan gives due consideration to the pro-
vision of adequate parks and recrea-
tional areas and facilities, as may be
desirble for neighborhood improvement,
with special consideration for the
health, safety, and welfare of children
residing in the general vicinity of the
site covered by the Plan.
SECTION 9: The City Council of the
City of National City hereby certifies
that it has reviewed the Environmental
Impact Report for the Bonita Center
Redevelopment Project and is aware of
the contents of said report.
SECTION 10: That it is hereby found
and determined that the program for
the proper relocation of families, in-
dividuals and persons displaced
carrying out the Project in d
safe, and sanitary dwellings in
formity with acceptable standar
feasible and can be reasonably and
timely effected to permit the proper
prosecution and completion of the
Project; and that such dwellings
dwelling units ore provided or te
provided, available or to be made
available to such displaced fam
individuals and persons are' at least
equal in number to the number of

displaced families, individuals and
persons, are not generally less desirable
in regard to public utilities and public
and commercial facilities than the
dwellings of the displaced families,
individuals or persons in the Project
area, are available at rents or prices
within the financial means of the
displaced families, individuals or per-
sons, and are reasonably accessible to
their places of employment. In addition,
the Council of the City of National
City is satisfied permanent housing
facilities will be available within three
years from the time occupants of the
project area are displaced and that
pending the development of such fa-
cilities there will be available to such
displaced occupants adequate tem-
porary housing facilities at rents com-
parable to those in the community at
the time of their displacement.
SECTION 11: That, in order to
implement and facilitate the effectua-
tion of the Redevelopment Plan hereby
approved, it is found and determined
that certain official action must be
token by this Body with reference,
among other things to changes in
zoning, the vacating and removal of
streets, alleys, and other public ways,
the establishment of new street pot -
terns, the location and relocation of
sewer and water mains and other public
facilities, and other public action, and,
accordingly, this Body hereby (a)
pledges its cooperation in helping to
carry out the Redevelopment Plan,
including the expenditure of money to
effetuate the Plan; (b) requests the
various officials, departments, boards,
and agencies of the locality having
administrative responsibilities in the
premises likewise to cooperate to such
end and to exercise their respective
functions and powers in a manner
consistent with the Redevelopment Plan;
and (c) stands ready to consider and
take appropriate action upon proposals
and measures designed to effectuate
the Redevelopment Plan, and hereby
declares its intention to undertake and
complete any proceedings necessary to
be carried out by the community under
the provisions of the Plan.
SECTION 12: Any and all objections,
both written and oral presented prior
to and during the joint public hearing
on the Redevelopment Plan are hereby
overruled.
PASSED AND ADOPTED by the City
Council of the City of National City,
California, this 10th day of September,
