AN ORDINANCE AMENDING
ORDINANCE NO. 962, ZONING
ORDINANCE OF THE CITY OF
NATIONAL CITY, CALIFORNIA, TO
ESTABLISH DEVELOPMENT
STANDARD AND REQUIREMENTS
FOR SIGNS WITHIN THE CITY
WHEREAS, pursuant to the terms and
provisions of the Government Code of
California, proceedings were duly
initiated for the amendment of Ordinance
No. 962, Zoning Ordinance of the City of
National City, and
WHEREAS, pursuant to due and legal
notice, hearings were held by the City
Planning Commission of said City and
also by the City Council of said City and all
persons interested were given opportunity
to appear and be heard before said
Planning Commission and said City
Council, and
WHEREAS, the City Planning
Commission of the City of National City
' has legally and duly certified to the City
Council its report and has recommended
such amendments, and
WHEREAS, the City Council has
approved the recommendation of the City
Planning Commission;
NOW THEREFORE THE CITY
COUNCIL OF THE CITY OF NATIONAL
CITY, CALIFORNIA, DOES ORDAIN AS
FOLLOWS:
I SECTION 1. All protests, if any,
against said amendments to Ordinance
No. 962 and each of them be and hereby
are denied and overruled.
SECTION 2. The following regulations
shall apply to all zones. When conflicting
regulations exist in the Zoning Ordinance
or any amendment to said Zoning
Ordinance, the regulations established by
this ordinance shall apply.
SECTION 3. There is hereby added to
Section 10 of Ordinance 962 an additional
sub -paragraph N:

1. Purposeand Intent
To aid identification of properties,
land uses, and enterprises.
To improve traffic safety by reducing
sign or advertising distractions,
obstructions, and hazards.
To enhance the general appearance of
the urbanenvironment and to protect the
natural beauty of the City's open space.
2. Design nd Maintenance Standards
The
a. design of all signs and outdoor
edvertisi g shall reasonably comply with
the design guidelines described in the
attached "Appendix A — Standards for
On-Premise Signs" which is incorporated
herein. It shall be the duty of the Panning
Commission to interpret these guidelines
in the manner prescribed in Ordinance
No. 962, Section 13.
Alt signs and advertising structures
shall comply with the Uniform Building
Code as dopted by the City of National
City. Electrical energized components

b. All signs and sign structures shall
be maintained in a state of safe condition
and good repair. All signs shall be 'face
washed' t least once a year. Broken
faces andburned-out lamps shall be

date of notification from the City.
c. In the event a use of any site or
building is vacated, terminated or
abandoned, for any reason for a period of

more than 120 consecutive days, the owner
or person in possession of the property
shall be responsible for removal of all
signs on the property, building or wall, or
• having the copy thereon painted out,
,.timediately upon notice from the City.
3. Signs Permitted in All Zones
a. Traffic, memorial, historical,
commemorative and other signs, flags or
plaques maintained by a governmental
agency.
b. Temporary on -site construction
signs denoting information such as the
architect, engineer, contractor, leasing
agent, etc., having the following
specifications:
(1) Maximum area, residential
projects, 20 square feet.
(2) Maximum area, other projects, 50
.square feet.
(3) Must be removed prior to final
inspection of the project.
c. Real estate signs, advertising the
sale, rental, or lease of the premises on
which the sign is displayed, with the
following specifications:
(1) 50 square feet maximum area
per street frontage.
(2) Unlighted only.
d. Subdivision signs — temporary
signs pertaining to the advertising of
subdivision housing developments within
the City, subject to the following
requirements:
(1) Maximum time period of 1 year.
(2) Maximum area — 100 square
feet per sign.
(3) Maximum of two off -premise
signs.
(4) Shall contain only information
limited to the name and location of the
subdivision and brief directional
instructions.
(5) No sign shall be located within
required setback areas.
(6) No sign shall be located within
660' of any freeway, if it is designed to be
viewed from the freeway.
(7) Unlighted only, neither
reflective or fluorescent.
e. Identification signs — one
identification sign not exceeding 100
square feet or 2 signs not exceeding 50
square feet each shall be permitted for
multiple dwellings, clubs, lodges, and
similar uses.
f. Name Plate, not exceeding 2 square
feet in area, with the name and/or address
of the occupant.
g. Political signs, subject to the
following specifications:
(1) No such sign shall be placed on
public property or structures.
(2) No such sign shall be located
within 660' of a freeway, if designed to be
viewed from the freeway.
(3) All such signs must be removed
within 2 weeks after the election.
•h. Directional signs, having a
maximum size of 4 square feet per sign,
designed to guide or direct pedestrian or
vehicular traffic.
Signs advertising special events
such as grand openings, sales, holidays,
carnivals, etc., provided they are
removed within 5 days after the event
ends.
I• Advertising on bus benches will be
allowed only subject to City Council
approval.
k. Other signs which the Planning
Commission determines to be within the
intent of this section.
4. Signs Permitted in Specific Zones
a. Advertising flags, banners, and
bunting when used for advertising or
display purposes shall be prohibited. A
new business may utilize flags, banners,
and bunting for the first 30 days, subject to
renewal. Other business and Real Estate
uses may utilize flags, banners, and
bunting for a period of ninety days,
subject to renewal by Planning
Commission.
b. Permanent on -site advertising
signs constructed on or along, or painted
on the face of a building and projecting not
more than 18" from the building are
permitted in the Commercial and
Manufacturing Zones, subject to the
following specifications:
(1) Limited to one sign per occupant
per street frontage.
(2) Sign area on the primary
frontage shall not exceed 30% of the area
of the building face or 4 square feet of sign
for each lineal foot of building face,
whichever is greater.
(3) Sign area on a secondary street
frontage shall not exceed 2 square feet per
lineal foot of frontage.
c. On -site pole -mounted or free-
standing signs are permitted in the
Commercial and Manufacturing Zones,
subject to the following requirements:
(1) A pole sign or free standing sign
shall be limited to one per access to
property and may include cluster signs to
identify business therein.
(2) Total area shall not exceed 4
square feet per lineal foot of primary
property frontage.
(3) Total area shall not exceed 2
square feet per lineal foot of property on
secondary frontage.
(4) Sign structures shall not be
placed within the required setback area,
except that signs may protrude or
overhang a maximum of 1/2 of the
setback.
d. On -site roof mounted signs may
be permitted in ell Commercial and
Manufacturing Zones only if it can be
determined by the Planning Commission
hat no other form of sign arrangement
can effectively serve 'to advertise on
premise goods, services, persons, o
business and provided that the maximum
total area shall not exceed 30% of the fron
building face of the building upon which
the sign is located. A roof mounted sign
shall not protect outward over the face of
the building.
e. In the C-2 Limited Commercial
zone there may be 2 signs per occupant,
the combined total area of which shall not
exceed 100 square feet.
f. Small permanent sign — any
permanent on -premise sign measuring
less than 25 square feet and not elsewhere
described it this ordinance shall be
considered a small permanent sign which
shall only be permitted in Commercial
and Manufacturing zones as follows:
(1) Small permanent signs shall be
permitted in windows or along the face of
a building.
(2) The total area of small
permanent signs and small temporary
shall not exceed 25% of the frontage area
of the ground floor.
g. Revolving signs — signs which
revolve shall be restricted to those which
rotate 360 degrees and no more than 8
revolutions per minute — shall be
permitted in the Commercial ano
Manufacturing zones.
h. Churches may display one wall
identification sign not to exceed twenty
(20) square feet in area, and one free
standing, changeable copy, directory sign
not to exceed six (6) feet in height and
twenty (20) square feet in area, provided,
however, that said signs are
architecturally related to the structure to
which they are appurtenant and any
illumination of said signs is achieved only
through the use of non -flashing, indirect or
internal lighting reflecting only upon
those properties on which light source is
located.
i. Small temporary window signs —
any sign which is less than 25 square feet
in area and which is not permanently
fixed in location or which has a message
which changes with a frequency of less
than 90 days — shall be permitted in the
Commercial and Manufacturing zones.
Such signs may be displayed in windows
or on display boards, provided the total
area of such signs shall not exceed 25% of
the area of the building face upon which
the signs are mounted. Temporary signs
shall not be fastened directly to the
exterior wall or face of any building.
j. A projecting or double -face sign
which projects beyond the building face
and which uses a building wall as its main
source of support may be permitted in all
Commercial (except C-2, Limited
Commercial) and Manufacturing zones,
subject to the following conditions:
1) Projecting signs shall not
project over public ROADWAYS or into
any public alley.
(2) The maximum height of
projecting signs shall be 12', provided that
any such sign may project above any eave
or parapet of less than 12' in height but
may not project inward over any such
eave or parapet.
3) The maximum area of a
projecting sign shall be 32 square feet.
4) Projecting signs may project
over STREET PARKWAYS AND
required setback areas a maximum of 1/2
of the STREET PARKWAY OR setback
width, BUT IN NO CASE SHALL SUCH
PROJECTION EXCEED THAT
ALLOWED FOR MARQUEE SIGNS AS
SET FORTH IN APPENDIX A. FOR THE
PURPOSE OF THIS REGULATION,
STREET PARKWAY IS DEFINED AS
THAT PART OF THE PUBLIC STREET
RIGHT-OF-WAY LYING BETWEEN
THE FRONT PROPERTY LINE AND
THE EDGE OF THE ROADWAY.
5) No more than one projecting
sign shall be placed on a street frontage
per premises.
6) A projecting sign shall
permitted only in lieu of a free-standin
marquee sign and may not be utilize
addition to a free-standing or marquee
sign.
7) Projecting signs shall be
supported so as to appear to be an
architectural and integral part of the
building. The sign shall appear to be free
of any extra bracing, angle iron, guy
wires, cables, et.
k. Changeable copy signs sh
allowed only when they are a func
and incidental part of a permitted sign.
5 Signs Prohibited in All Zones
e. Signs which obstruct any window,
door or other opening used as a means of
regular ingress and egress, or for
required legal light and ventilation; or
fire escapes and other openings for
emergency access and escape.
r b. Signs placed on public property or
within the public street right-of-way.
t c. Signs, bills, or posters on vacant or
unimproved land unless the sign
exclusively specifies the sale, lease,
transfer or approved conditional use of the
vacant land.
d. Signs which, because of intensity of
illumination or location, interfere with the
proper operation of or cause confusion to
the operator of a motor vehicle on public
streets.
e. Mural type signs painted on exterior
of buildings.
f. Animated and flashing signs shall be
limited as follows:
1) Flashing signs shall be limited to
illumination 'equivalent to incandescent
bulbs of sixty watts maximum and shall
not flash more than 60 times per minute.
"Chasers" are prohibited.
2) Animated signs are permitted
provided that high intensity neon tubes
and "flashing", as described herein, are
prohibited thereon.
3) Signs with rotating "beacon" type
lighting elements are prohibited.
g. Permanent display of flags,
banners, bunting, etc. except as specified
elsewhere in this ordinance.
h. Off -premise signs, including
billboards, but excepting temporary
subdivision directional signs, shall not be
constructed in any zone. An off -premise
sign is any sign which advertises or
identifies any business, profession,
commodity, service, or any other use
conducted, sold, offered, or manufactured
elsewhere than on the premises where the
sign is displayed.
i. Except as otherwise permitted by
this ordinance, temporary signs — any
sign not permanently fixed in location —
shall be prohibited.
6. Nonconforming Signs
a. Nonconforming signs shall be
removed or made conforming when the
business or property changes occupancy
or ownership.
b. Existing off -premise signs and
billboards shall be removed within 5 years
of the effecti'e date of this ordinance or
when the property on which the sign is
located changes ownership, whichever
occurs first.
7. Permits Required
All signs and outdoor advertising
including, but not limited to, painted wall
signs, temporary signs, banners, flags,
bunting, etc. shall require the issuance of
a Building Permit by the City. If, in the
opinion of the Building official, any such
permit would allow a sign that would be
hazardous, offensive to the public interest,
damaging to the reasonable use of
adjoining property, or not in keeping with
the design criteria outlined in Section 2 of
this ordinance, he shall deny such
permits. This action may be appealed
pursuant to the provisions of Ordinance
No. 962.

APPENDIX A .
STANDARDS FOR ON -PREMISE SIGNS
These standards are excerpts from the "Guideline Standards for
On -Premise Signs" prepared by the California Electric Sign
Association. These guidelines pertain only to on -premise signs.
GENERAL PROVISIONS
The key word is: PROPORTION
No matter what you may call it —beauty, eye appeal, good taste,
or architectural compatibility, limiting the size of advertising
displays does not insure any of these. Proper proportions - the
relationship of graphic elements to each other - are necessary
to good design, whether it be a matter of clothing, art, archi-
tecture, or a sign. Relative size, not overall size, is the
factor in determining guidelines which will satisfactorily in-
fluence attractive appearance.
1. Marquee signs may be placed on, attached to, or constructed
in a marquee. For purposes of determining height, projection
and clearance, tables as specified in the Uniform Building
Code' for marquees shall govern.
2. Copy area of a building facade facing shall not exceed 40
percent of the background facing to which it is applied.

3. Background area of wall, signs shall not exceed 30 percent of
the building facade or 4 square feet per lineal foot of the
elevation upon which they are placed, whichever is greater.
4. Copy area of multiple copy signs not to exceed 40% of back-
ground to which applied. (Multiple copy sign is one which
advertises other than the name of the business and the
principal product or service.)

5. Principal identification sign is a sign which identifies
only the name of the business and the principal product or
service. These signs are not subject to any limitation of
copy area to background.
6. In computing background area in square feet, standard mathe-
matical formulas for known or common shapes will be used.
In the case of irregular shapes, straight lines drawn closest
to the extremities of the shape will be used. On signs with
more than one face, only that face or faces visible from any
one direction at one time will be counted.

7. In computing copy area, straight lines drawn closest to copy
extremities encompassing individual letters or words shall
be used.

8. The supporting members of a roof sign shall appear to be
free of any extra bracing, angle iron, guy wires, cables,

integral part of the building. Supporting columns of round,
square or shaped steel members may be erected if required

ON PREMISE SIGN
A sign which carries only
advertisements strictly
incidental to a lawful use of
the premises on which it is
located, including signs or
sign devices indicating the
business transacted at,
services rendered, goods sold
or produced on the premises,
name of the business, name
of the person, firm or
corporation occupying the
premises.
PROJECTING
DOUBLE-FACED
BUILDING SIGN
A double faced sign which
projects more than 12" over
public property, and which
uses a building wall as its
main source of support.
REVOLVING SIGN
A sign which revolves 360°
but does not exceed 8 rpm.
ROOF SIGN
A sign erected upon or above
a roof or parapet wall of a
building and which is wholly
or partially supported by said
building.
SIGN
Any sign or device and all
parts thereof which are used
to advertise products, goods,
services or otherwise
promote the sale of objects
or identify objects for sale.
SIGN STRUCTURE
Any structure which supports
or is capable of supporting
any sign as defined in this
code. A sign structure may
be a single pole or may or
may not be an integral part
of the building.
TEMPORARY SIGN
,•`., A sign which is intended to
advertise community or
civic projects, construction
projects, real estate for sale
'or lease, or other special
events on a temporary basis.
UNDER MARQUEE SIGN
A lighted or unlighted display
attached to the underside of
a marquee protruding over
public or private sidewalks or
right-of-way.
UNIFORM BUILDING
CODE
The current edition of the
Uniform Building Code as has
been officially adopted by
the municipality and becomes
related to these guidelines
as regarding construction
standards, approved
materials, and projection
standards unless otherwise
specified herein.
UNIFORM SIGN CODE
The current edition of the
Uniform Sign Code as
published by the International
Council of Building Officials.
WALL SIGN
A sign which isin any manner
affixed to any exterior wall
of a building or structure
and which projects not more
than 18" from the building or
structure wall and which
does not extend more than
6' above the parapet, eaves
or building facade of the
building on which it is located.
ZONING OR LAND USE
Shall mean the land use
district established by the
authorized legislative body.
