AN ORDINANCE AMENDING ORDINANCE NO. 962, ZONING ORDINANCE
OF THE CITY OF NATIONAL CITY
(4th Street to North City Limits Bordering Both Sides of
Highland Avenue)
WHEREAS, pursuant to the terms and provisions of the
Government Code of California, proceedings were duly initiated
for the amendment of the National City Zoning Ordinance No. 962,

WHEREAS, pursuant to due and legal notice, hearings
were held by the City Planning Commission of said City and
also by the City Council of said City, and all persons interested
were given an opportunity to appear and be heard before said
Planning Commission and said City Council, and
WHEREAS, the City Planning Commission of National
City has regularly and duly certified to the City Council its
report and has recommended such amendments;
NOW, THEREFORE, the City Council of the City of
National City does ordain as follows:
SECTION 1. All protests, if any, against said
amendments to Ordinance No. 962 and each of them be and hereby
are denied and overruled.
SECTION 2. Section 8, Sub -section C of Ordinance
No. 962, a new paragraph 2 is hereby added to read as follows:
2. Within the C-3-B, General Commercial Zone, on
any parcel of land containing a minimum of 15,000 square feet
lying within the following described lands, there may be stores
for the conduct of limited wholesale business for storage,
packaging of goods, wares or merchandise subject to the follow-
ing:
a. All wholesale uses, locations and plans shall
be approved by Resolution of the City Council, upon recom-
mendation of the Planning Commission.
b. All wholesale products shall be pre -
manufactured and pre -assembled.
c. All wholesale business shall be conducted
within a structure, and said structure shall be maintained
in good repair at all times, Windows of existing structures
shall not be covered with any material other than paint.
d. The required 5 foot setback shall be perm-
anently landscaped.
e. The Planning Commission shall consider such
uses, plans and location in an endeavor to provide that such
developments shall be so designed and constructed that they
will be harmonious and compatible with the surrounding area.
To this end the Planning Commission may require any changes
in the plans of such proposed buildings, structures and other
improvements as it may deem to be necessary to accomplish the
purpose of this Section, and shall not approve any plans un-
til it is satisfied that such purposes will be accomplished
thereby. No building permit or business license shall be
issued for any such uses unless such plans and location have
been approved.
3. This section shall apply to all those properties
zoned C-3-B, General Commercial Zone, described as follows:
a. Beginning at a point on the Westerly line
of Lot 69 of a portion of the Ex Mission Lands of San Diego ac-
cording to the map thereof No. 283 filed in the office of the
County Recorder of San Diego County, California, March 9, 1878,
said point being 40 feet Northerly of the Southwest Corner of
said Lot 69; thence Northerly along the center line of North
Highland Avenue to the intersection with the center line of
Delta Street Easterly of North Highland Avenue as said Delta
Street is indicated on the map of Scott Subdivision Unit No.
1 according to the map thereof No. 3114 filed in said County
Recorder's Office, July 26, 1954; thence Easterly along said
center line of Delta Street to the Northerly prolongation of
the Wcsterly line of Lot 1 of said Scott Subdivision Unit No.
1; thence Southerly along said Northerly prolongation and
along said Westerly line of Lot 1 to the Southwesterly corner
thereof; thence Easterly along the Southerly line of said Lot
1 a distance of 66 feet to the Northwesterly corner of Lot 15
of Bucky Subdivision according to the map thereof filed in said
County Recorder's office, March 12, 1964, thence Southerly a-
long the Westerly line of said Lot 15 and its Southerly prolong-
ation to the Northerly line of Lot 1 of said Bucky Subdivision;
thence Westerly along the Northerly line of said Lot 1 of Bucky
Subdivision to the Northwest corner thereof; thence Southerly
along the Westerly line of said Lot 1 to the Southwest corner
thereof; thence Easterly along the Southerly boundary of said
Bucky Subdivision to the intersection with the Southwesterly
boundary of that certain parcel of land conveyed to PORTER E.
PETERSON and HETTIE M. PETERSON by Deed dated June 23, 1958, and
recorded in said County Recorder's office in Book 7149 at Page
228 of official Records; thence Southeasterly, Northeasterly,
and Southeasterly along said Southwesterly boundary of said
PETERSON'S land to the Southerly boundary thereof; thence Westerly
along the Northerly boundary of that certain parcel of land con-
veyed to JOHN K. VENARD, also known as J. K. VENARD and EMILIA
C. VENARD by Deed dated December 22, 1952, and recorded in said
County Recorder's office in Book 4721 at Page 299 of Official
Records, to the Northwesterly corner thereof; thence Southeasterly
along the Southwesterly boundary of said VELVER'S land to a point
40 feet Northerly of the Southerly line of/Lot 69 of said Ex
Mission Lands of San Diego; thence Westerly along a line parallel
with and 40 feet Northerly of the Southerly line of said Lot 69
to the point of beginning.
b. Beginning at the Northwest corner of Lot 5
of Homeland Park according to the map thereof No. 1907 filed
in the office of the County Recorder of San Diego County, Calif-
ornia, April 23, 1926; thence Easterly along the Northerly line
of Lots 5 and 6 to the Northeasterly corner of Lot 6; thence
Northerly along the Easterly line of Lot 7 of said Homeland
Park to the Westerly prolongation of the Northerly line of the
Southerly 188.83 feet of the West Half of 20 Acre Lot 1, Quarter
Section 131, Rancho de la Nacion according to the map thereof
by Morrill No. 166 filed in said County Recorder's office, May
11, 1869; thence Easterly along said Westerly prolongation and
the Northerly line of said Southerly 188.83 feet a distance of
222 feet; thence Southerly, parallel with the Westerly line of
said West Half of 20 Acre Lot 1, to the Southerly line of said
20 Acre Lot 1; thence Easterly along said Southerly line to a
point 200 feet Easterly of the Westerly line of 20 Acre Lot 2,
Quarter Section 131, Rancho de la Nacion according to said Map
No. 166; thence Southerly, parallel with said Westerly line of
20 Acre Lot 2, a distance of 165 feet; thence Easterly, parallel
with the Northerly line of said 20 Acre Lot 2, a distance of
130 feet; thence Southerly, parallelwith said Westerly line of
20 Acre Lot 2, a distance of 165 feet to the center of the West
Half of said 20 Acre Lot 2, being also the Northeast corner of
Third Street and "I" Avenue, vacated and closed to public use;
thence Westerly along the Northerly line of said Third Street
a distance of 90 feet; thence Southerly along a line parallel
with and 50 feet Easterly of the Easterly line of Block 8,
Frank A. Kimball's Subdivision, according to the map thereof
No. 98, filed in said County Recorder's office, September 20,
1886, to the Northerly line of Lot 14 of said Block 8; thence
Westerly along the Northerly line of Lots 14 and 7 of said
Block 8 and the Westerly prolongation thereof to the Westerly
line of 20 Acre Lot 2 of said Quarter Section 131; thence
Northerly along said Westerly line to a point on said Westerly
line distant 165 feet Southerly of the Northeast corner of 10
Acre Lot 13, Quarter Section 155, Rancho de la Nacion according
to said Map No. 166; thence Westerly along the Southerly line
of the Northerly 165 feet and its Easterly prolongation a dis-
tance of 165 feet; thence Northerly along a line parallel with
and 165 feet Westerly of the Easterly lines of 10 Acre Lots 13
and 14, Quarter Section 155, to the Northerly line of said 10
Acre Lot 14; thence Easterly along said Northerly line of 10
Acre Lot 14 to the intersection with the Southerly prolongation
of the Westerly line of Lot 5 of said Homeland Park; thence
Northerly along said Westerly line and its Southerly prolonga-
tion to the Northwest corner of said Lot 5 and the point of
beginning.
