AN ORDINANCE AMENDING ORDINANCE NO. 962, ZONING
ORDINANCE, AND AMENDING ORDINANCE NO. 1077
WHEREAS, pursuant to the terms and provisions of
the Government Code of California, proceedings were duly
initiated for the amendment of zoning of those parcels of
land hereinafter described and for the amendment of the
National City Zoning Ordinance No. 962, and
WHEREAS, pursuant to due and legal notice, hearings
were held by the City Planning Commission of said City and
also by the City Council of said City, and all persons in-
terested were given an opportunity to appear and be heard
before said Planning Commission and said City Council, and
WHEREAS, the City Planning Commission of National
City has regularly and duly certified to the City Council its
report and has recommended such amendment, has recommended
that certain properties be rezoned as R-1-S-1;
NOW, THEREFORE, the City Council of the City of
National City does ordain as follows:
SECTION 1. All protests, if any, against said re-
zoning and said amendments to Ordinance No. 962 and each of
them be and hereby are denied and overruled.
SECTION 2. There is hereby added to Sub -Section A
of Section 4 of Ordinance No. 962 a new paragraph number 1-A.
1-A. R-1-S-1, Special Single Family Residence Zone.
SECTION 3. There is hereby added to Section 6 of
Ordinance No. 962 a new Sub -Section F, which shall read as
follows:
F. In R-1-S-1, Special Single Family Residence Zone,
there may be on each lot:
1. One (1) single family dwelling of a permanent
character placed on a permanent building site.
2. Accessory buildings, provided, however, that
the aggregate area of all such buildings shall not exceed 40%
of the rear yard area.
3. The carrying on of home occupations, if ap-
proved by the Planning Commission.
SECTION 4. There is hereby added to Section 7, Sub-
Section A of Ordinance No. 962 a new paragraph 3.
3. The minimum building area in R-1-S-1 zones shall
be 10,000 square feet of lot area having a minimum lot width
of 50 feet, provided that any residence lot located on a cul-
de-sac may have a minimum lot width of 36 feet of street fron-
tage; and further provided, that any lot shown upon the official
recorded maps of the subdivisions, containing less than the
minimum 10,000 square feet of lot area shall be deemed a legal
building site.
SECTION 5. There is hereby added to Section 7, Sub -
Section B of Ordinance No. 962, a new paragraph 2.
2. In the R-1-S-1 zones no dwelling or residence
shall be erected on said property having a total ground floor
area of the main structure, exclusive of open porches, garages,
car port, patios, exterior stairways, landings and basements,
of less than 1,200 square feet for a one-story dwelling or two
bedrooms, nor less than 1,400 square feet for a one-story dwell-
ing of three or four bedrooms, or more, nor less than 1,700
square feet for a dwelling of more than one story.
SECTION 6. There is hereby added to Section 7, Sub-
Section C of Ordinance No. 962, a new paragraph 12.
12. In the R-1-S-1 zones no dwelling shall be located
on any lot nearer to the side lot line than five feet, or nearer
to the front lot line than the setbacks as established and as
shown on the official recorded maps of the subdivisions or nearer
to the rear lot line than 20 feet.
SECTION 7. There is hereby added to .Section 7, Sub -
Section E of Ordinance No. 962, a new paragraph 1.
1. In the R-1-S-1 zones no building shall be erected,
altered, placed or permitted to remain on any lot other than
one single family dwelling, and an attached or detached private
garage or car port for not less than two cars, not to exceed
one and one-half stories, in height above street level.
SECTION 8. There is hereby added to Section 7, Sub -
Section G of Ordinance No. 962, a new paragraph 1-a.
1-a. In the R-1-S-1 zones there may be one unlighted
sign not exceeding six square feet in area bearing only official
notices or advertising the sale, lease or hire of the personal
property of the residents or the building or premises upon which
displayed.
SECTION 9. There is hereby added to Section 10, Sub -
Section A, of Ordinance No. 962, a new paragraph 6.
6. In all residential zones no structure of a tem-
porary character, trailer, basement, tent, shack, garage, car
port, barn or other outbuilding shall be used on any lot at
any time as a residence either temporarily or permanently.
SECTION 10. There is hereby added to Section 10, Sub -
Section B of Ordinance No. 962, a new paragraph 1-a.
1-a. In the R-1-S-1 zones there shall be an attached
or detached private garage or car port for not less than two
cars.
SECTION 11. That notwithstanding anything to the
contrary in Section 4 of Ordinance No. 962, there is hereby
established and adopted:
(A) An R-1-S-1, Special Single Family Residence Zone
for all that certain real property situated in the City of
National City, County of San Diego, State of California known
as the O. D. Arnold Subdivision which is more particularly des-
cribed as follows: All that portion of the Northerly Half of
Quarter Section 103 of Rancho de la Nacion, in the County of
San Diego, State of California, according to the map thereof
No. 166, made by Morrill, filed in the office of the Recorder
of San Diego County May 11, 1869, described as follows: All
of O. D. Arnold Estates Unit 1, Map 3700, Unit 2, Map 3733,
Unit 3, Map 3757 and Unit 4, Map 3758 all in the Northerly
Half of Quarter Section 103, excepting therefrom Lots 1 thru 7
in Unit 1 thereof.
SECTION 12. Section 5, Sub -Section 2 of Ordinance
No. 1077 shall be amended to read as follows:
2. In the C-2-P-D, Planned Commercial Development
Zones billboards, commercial advertising signs and emblems
are prohibited, except that after the issuance of a Planned
Development Permit, signs and emblems approved by the City
Council upon recommendation of the Planning Commission may be
permitted providing such signs or emblems display only the name
of the person, firm or corporation occupying the building or
the name of the product or service produced, sold, offered, or
supplied by the person, firm or corporation occupying the
building.
