AN ORDINANCE OF THE CITY OF NATIONAL CITY, CALIFORNIA, ADOPTING
THE NATIONAL ELECTRIC CODE, 1962 EDITION, PROVIDING FOR THE IS-
SUANCE OF PERMITS AND COLLECTION OF FEES THEREFOR: PROVIDING
PENALTIES FOR THE VIOLATION THEREOF: AND REPEALING ORDINANCES
NO. 688, NO. 927, NO. 931, AND ALL OTHER ORDINANCES AND PARTS
OF ORDINANCES OF SAID CITY IN CONFLICT THEREWITH.
The City Council of the City of National City, Calif-
ornia, does Ordain as follows:
SECTION 1. That Ordinance No. 688, Ordinance No. 927,
and Ordinance No. 931, of the City of National City, and all
other Ordinances or parts of Ordinances in conflict with this
Ordinance are hereby repealed.
SECTION 2. There is hereby adopted by the City Coun-
cil of the City of National City for the purpose of prescribing
regulations governing the installation, repair, operation, and
maintenance of all electric wiring and electrical apparatus
within the City of National City; that certain code known as the
National Electric Code prepared by the National Fire Protection
Association being particularly the 1962 Edition thereof and the
whole thereof, save and except such portions as are herein after
deleted, added, modified, or amended, or which code not less
than three (3) copies have been and are now filed in the office
of the City Clerk of the City of National City and the same are
hereby adopted and incorporated as fully as if set out at length
herein, and from the date on which this Ordinance shall take ef-
fect, the provisions thereof shall be controlling within the
limits of the City of National City.
SECTION 3. Section 90-7 of the Electric Code adopted
by this Ordinance is hereby deleted. A new section is hereby
added to read as follows:
Section 90-7.
(a) It shall be the duty of the Chief Building
Inspector to enforce the provisions of this code. He shall,
upon application, grant permits for the installation or alter-
ation of electrical wiring, devices, appliances, and equipment
and shall make inspections of all new electrical installations
and re -inspection of all electrical installations. He shall
keep complete records of all permits issued., inspections, and
re -inspections made and other official work performed in accor-
dance with the provisions of this code. The Chief Building
Inspector may delegate any of his powers or duties to any of
his assistants.
(b) The Chief Building Inspector shall have the
right during reasonable hours or at any time when extreme danger
exists to enter any building in the discharge of his official
duties or for the purpose of making an inspection, re -inspection,
or test of the installation of electrical wiring, devices, ap-
pliances, and equipment contained therein. The Chief Building
Inspector shall have the authority to cut or disconnect any
wire in cases of emergencies where necessary to safety of life
or property or where such wire may interfere with the work of
the Fire Department. The Chief Building Inspector is hereby
authorized to disconnect or order discontinuance of electrical
service to any electrical wiring, device, appliance, or equip-
ment found to be dangerous to life or property because they are
defective or defectively installed.
(c) The language used in this code and in the Nation-
al Electric Code, which is made a part of this code by reference,
is intended to convey the common and accepted meaning familiar
to the electrical industry. The Chief Building Inspector is
hereby authorized to determine the intent and meaning of any
provision of this code.
(d) This code shall not be construed to relieve
from or lessen the responsibility of any party owning, operating,
controlling, or installing any electrical wiring, electrical
device, or electr ical materials for damage to person or prop-
erty caused by any defect therein, nor shall the City of
National City or any officer or employee thereof enforcing this
code be held as assuming any such liability by reason of the
inspections authorized herein, or certificate of inspection
issued in accordance with the provisions of this article.
SECTION 4. A new section is hereby added to Article
110 of the Electric Code adopted by this Ordinance to read as
follows:
Section 110-21.
It is unlawful for any person, either as owner, archi-
tect, contractor, artisan, or otherwise to do or knowingly to
cause or permit to be done any electrical wiring in such manner
that the same shall not conform to all of the provisions of this
code.
SECTION 5. A new section is hereby added to Article
110 of the Electric Code adopted by this Ordinance to read as
follows:
Section 110-22.
(a) No electric wiring, devices, appliances or equip-
ment shall be installed within or on any building, structure or
premises nor shall any alteration or addition be made in any
such existing wiring, devices, appliances or equipment without
first securing a permit therefor from the Building Inspection
Division except as stated in Section 6.
(b) Permits shall be obtained before or at the time
work is started, except in cases where emergency or urgent
necessity can be shown to exist provided a permit is obtained
within twenty-four (24) hours, exclusive of Saturdays, Sundays,
and holidays.
(c) A separate permit must be obtained for construc-
tion pole or where a temporary meter is required for construc-
tion purposes.
(d) A separate permit shall be required for each
building or structure which stands alone.
(e) Permits for privately -owned conduits or other
materials in public places and in and across streets and alleys
may be issued. only after approval has been granted for the in-
stallation by the City Engineer. All work shall be done in ac-
cordance with this code and special regulations as may be set
forth by the City Engineer.
(f) Except as provided in Section 7 permits shall
only be issued to contractors licensed by the State of Californ-
ia and the City of National City to engage in the business or
act in the capacity of a contractor, relating to electrical
installation, and to persons holding a valid master electrician
certificate of competency for work performed only on the property
of his employer.
SECTION 6. A new section is hereby added to Article
110 of the Electric Code adopted by this Ordinance to read as
follows:
Section 110-23.
(a) No permit shall be required for minor repair
work such as repairing flush or snap switches, replacing fuses,
repairing lamp sockets and receptacles, when such work is done
in accordance with the provisions of this code.
(b) No permit shall be required for the replacement
of lamps or the connection of portable appliances to suitable
receptacles which have been permanently installed.
(c) No permit shall be required for the installation,
alteration or repair of wiring, devices, appliances or equip-
ment for the operation of signals or the transmission of intel-
ligence (not including the control of lighting or appliance
circuits) where such wiring, devices, appliances or equipment
operate at a voltage not exceeding 25 volts between conductors
and do not include generating or transforming equipment capable
of supplying more than 50 watts of energy.
(d) No permit shall be required for the installation,
alteration or repair of electric wiring, devices, appliances and
equipment installed by or for a public service corporation for
the use of such a corporation in the generation, transmission,
distribution or metering of electrical energy, or for the use of
such a corporation in the operation of signals of the transmis-
sion of intelligence.
(e) No permit shall be required for the installation
of temporary wiring for testing electrical apparatus or equip-
ment.
SECTION 7. A new section is hereby added to Article
110 of the Electric Code adopted by this Ordinance to read as
follows:
Section 110-24.
An owner or a member of his immediate family may upon
the passing of a competency examination, administered by the
Chief Building Inspector, obtain a special owners permit to do
electrical wiring work for his own single family residence once
every two years. A nonrefundable fee of five (5) dollars shall
be paid by the owner for the taking of this examination. In
addition to the examination fee, the owner shall pay the regular
permit fees for the work to be done as specified in Section 10
and shall be subject to all other requirements of this code.
A special owners permit as outlined above is valid only for the
owners own single family residence and does not permit him or her
to do electrical work elsewhere than in his own single family
residence.
SECTION 8. A new section is hereby added to Article 110
of the Electric Code adopted by this Ordinance to read as follows:
Section 110-25.
(a) If the Chief Building Inspector finds that the
safety of life and property will not be jeopardized, he may issue
permits for temporary electrical installations for use during the
construction of buildings or for carnivals, conventions, festivals,
fairs, the holding of religious services, temporary lighting of
street, etc. Permission to use such temporary installations shall
not be granted for a greater length of time than ninety (90) days
except that a permit for a temporary installation to be used for
the construction of a building may be issued for the period of
construction. Should such temporary lighting be over the street
area, or other public property the proper authority for such use
of the street must first be obtained. All such temporary in-
stallations shall be made in a manner as nearly as practicable
in conformance with the requirements of this code for permanent
work provided that the Chief Building Inspector may permit de-
viations which will not cause hazard to life and property and
further provided that whenever such hazards are deemed by the Chief
Building Inspector to exist, he may at once rescind or cancel the
permit covering such installation and disconnect or order the
disconnection of all energy to such equipment.
(b) A permit for a thirty (30) day period for the
temporary use of electric current for light, heat or power
purposes on any permanent system of wiring, pending completion
and final approval thereof, may be issued on recommendations
of the Chief Building Inspector. Such permits shall be re-
vocable by the Chief Building Inspector for any violation of
this code.
SECTION 9. A new section is hereby added to Article
110 of the Electric Code adopted by this Ordinance to read as
follows:
Section 110-26.
(a) If the work authorized by a permit is not com-
menced within a period of sixty (60) days after issuance, or
if the work authorized by a permit is suspended or abandoned
at any time after the work is commenced for a period of sixty
(60) days, the permit shall become void.
(b) Permits shall expire one (1) year after the
date of issuance unless the permit is issued for a longer
period of time.
(c) Permits for a period longer than one (1) year
must be requested at the time of application for the original
permit. Said permits will be issued for the period of time
determined by the Chief Building Inspector to be reasonably
necessary to complete the work for which a permit is requested.
(d) An expired permit may be renewed upon payment of
a fee to cover the unfinished work according to the fee schedule
in Section 10 of this Ordinance.
(e) Should any person to whom a permit has been
issued quit an installation, for any reason, he shall notify
the Inspection Division within 48 hours and request an inspec-
tion of work installed. No person shall resume work on an in -
completed installation until such installation shall have been
approved by the Inspection Division and necessary permit obtained.
(f) The permit when issued shall be for such instal-
lation as is described in the application and no deviation shall
be made from the installation so described without the written
approval of the Chief Building Inspector.
(g) Application for a permit, describing the work
to be done, shall be made in writing to the Chief Building
Inspector. The application shall be accompanied by such plans,
specifications, and schedules as may be necessary to determine
whether the installation as described will be in conformity
with the requirements of this code. If it shall be found that
the installation as described will in general conform with the
requirements of this code, a permit for such installation shall
be issued; provided, however, that the issuance of the permit
shall not be taken as permission to violate any of the require-
ments of this code.
(h) Applications for permits for electrical instal-
lations where the service capacity exceeds one hundred and
fifty (150) amperes shall be accompanied by two (2) sets of
electrical line drawings and load and distribution calculations
panel
showing service panel and branch/capacities and locations, ser-
vice switch and branch switch capacities, conduit and feeder
sizes.
SECTION 10, A new section is hereby added to Article
110 of the Electric Code adopted by this Ordinance to read as
follows:
Section 110-27.
(a) The fees prescribed in this Section must be
paid to the City of National City for each electrical instal-
lation for which a permit is required by this Ordinance and
must be paid before any such permit is issued, except as here-
inafter provided.
(b) Whenever it shall be necessary to make an extra
inspection trip because the applicant for any permit gives an
incorrect address or wrong location in obtaining a permit
required by this code, a fee of one dollar ($1.00) shall be
paid for correcting the address or location given in such permit.

(d) In addition to any other penalty provided in
this code for violations thereof, any person who has done any
electrical work without a permit as required by this code, or
who has caused any such work to be done without a permit, shall
pay a fee of ten dollars ($10.00) in addition to the regular
permit fee for inspection of such work.
(e) Upon completion of the work which has been
authorized by issuance of any permit, it shall be the duty of
the person installing the same to notify the Building Inspection
Division who shall inspect the installation within 48 hours,
exclusive of Saturdays, Sundays, and holidays, of the time such
notice is given or as soon thereafter as practicable.
(f) Where the Chief Building Inspector finds the
installation to be in conformity with the provisions of this
code, he shall issue to the person making the installation a
certificate of approval, authorizing the use of the installa-
tion and connection to the source of supply, and shall give
notice of such authorization to the electrical utility furn-
ishing the electric service.
(g) If upon inspection the installation is not
found to be fully in conformity with the provisions of this
code, the Chief Building Inspector shall at once notify the
person making the installation, stating the defects which have
been found to exist.

other reasonable time as permitted by the Chief Building In-
spector.
(h) When a certificate of approval is issued auth-
orizing the connection and use of temporary work, such cer-
tificate shall be issued to expire at a time to be stated there-
in and shall be revocable by the Chief Building Inspector for
cause.
(i) A preliminary certificate of approval may be
issued authorizing the connection and use of certain specific
portions of an incompleted installation; such certificate shall
be revocable at the discretion of the Chief Building Inspector.
(j) When any part of a wiring installation is to be
hidden from view by the permanent placement of parts of the
building, the person installing the wiring shall notify the
Building Inspection Division and such parts of the wiring in-
stallation shall not be concealed until they have been inspec-
ted and approved by the Chief Building Inspector, provided that
on large installations, where the concealment of parts of the
wiring proceeds continuously the person installing the wiring
shall give the Chief Building Inspector due notice and inspec-
tions shall be made periodically during the progress of the
work. The Chief Building Inspector shall have the power to
remove, or require the removal of any obstruction that prevents
proper inspection of any electrical equipment.
(k) Whenever it shall be necessary to make an extra
inspection trip in addition to those made pursuant to the permit,
due to faulty or defective installation or due to the work not
being ready for inspection when the inspection is called for by
the permit applicant, an additional fee of five dollars ($5.00)
may be charged for each additional inspection.
SECTION 11. Section 200-6(c) of the Electrical Code
adopted by this Ordinance, is hereby amended to read as follows:
"(c) Where, on a 4-wire delta -connected secondary,
the midpoint of one phase is grounded to supply lighting and
similar loads, that phase conductor having the higher voltage to
ground shall be permanently identified throughout the system by
use of a yellow colored conductor and this color shall not be
used for any other purpose in general wiring for power and
light. Such conductors of No. 4 and larger shall be completely
painted, to show a yellow color, in those locations in a system,
where it is possible for such conductors to be exposed. This
requirement shall be applicable also to bus bars located in
switchboards, busways and other similar locations."
SECTION 12. Section 215-5 of the Electric Code
adopted by this Ordinance is hereby amended to read as follows:
"A common neutral shall not be employed for more than
one set of conductors, each set of feeder conductors shall have
a potential difference between any two ungrounded conductors."
SECTION 13. Section 230-24(a) of the Electric Code
adopted by this Ordinance is hereby amended to read as follows:
"Conductors shall have a clearance of not less than
eight feet (8') from the highest point of roofs over which they
pass."
SECTION 14. Sections 230-47, 48, 49, and 50 of the
Electrical Code adopted by this Ordinance are hereby deleted
in their entirety.
SECTION 15. Section 230-70(g) of the Electric Code
adopted by this Ordinance is hereby amended to read as follows:
"A service switch shall be provided for each set of
service entrance conductors. It shall be located at the near-
est readily accessible point to the entrance of the service
entrance conductors.
"Exception: Service entrance conductors of less than
300 volts may supply more than one individual service switch
provided:
"(a) All service switches shall be grouped at the
nearest readily accessible point of entrance and shall be
accessible at all times to all consumers.
"(b) Not more than one service switch of this group
is for the same class of service for the same consumer.
"(c) Where the number of service switches at the
same location exceeds six, the entire current shall be
taken through one main disconnecting means.
"(d) The service run shall be continuous to the
last service switch and cutout or to the bus on the
switchboard, but taps may be made to the individual ser-
vice switches."
SECTION 16. Article 320 of the Electrical Code adop-
ted by this Ordinance is hereby deleted in its entirety.
SECTION 17. A new section is hereby added to Article
334 of the Electrical Code adopted by this Ordinance to read
as follows:
Section 334-14.
Metal clad cables shall not be used. for extensions
in excess of six (6) feet, and shall be exposed at all times.
SECTION 18. Section 336-3 of the Electrical Code
adopted by this Ordinance is hereby amended to read as follows:
Section 336-3. The use of non-metallic sheathed
cable shall be limited to both exposed and concealed work in
one (1) and two (2) family buildings.
SECTION 19. Section 348-4 of the Electrical Code
adopted by this Ordinance is hereby amended by adding the fol-
lowing:
"In portions of dairies, laundries, canneries, and
other wet locations, and in locations where walls are frequently
washed, the entire tubing system, including all boxes and fit-
tings used therewith, shall be so installed andejuipped as to
prevent water from entering the tubing, and the tubing shall be
mounted so that there is at leaat one -quarter inch air space
between the tubing and the wall or other supporting surface.
Electrical metallic tubing shall not be used in underground
installations nor be in contact with the earth."
SECTION 20. A new section is hereby added to Article
300 of the Electric Code adopted by this Ordinance to read as
follows:
Section 300-24.
Previously used materials shall not be re -used in
any work without the written approval obtained in advance from
the Chief Building Inspector.
SECTION 21. A new section is hereby added to Article
300 of the Electric Code adopted by this Ordinance to read as
follows:
Section 300-25.
(a) Each store in a store building, each apartment
in an apartment house or building, each flat in a flat build-
ing and each building used as a dwelling shall be so wired
that each store, apartment, flat or dwelling shall have sep-
arate lighting and/or power distribution panels. Such panels
shall not serve other portions of the building. Hotels, motels,
hotel apartments and similar types of buildings may be wired
from one or more distribution panels.
(b) A complete schedule of circuits showing the
number, kind and capacity of each outlet on each circuit shall
be posted on each job before the rough inspection is called for.
(c) All conductors shall be enclosed in conduit
raceway except that non-metallic wiring may be used only in
single family or duplex dwellings located outside of Fire Zone
No. 1.
SECTION 22. Section 347-13 of the Electrical Code
adopted by this Ordinance is hereby amended to read as follows:
"Galvanized heavy wall metal elbows shall be used to
turn up fiber or asbestos -cement conduit above ground level.
Approved fittings shall be used when connecting metal conduits
to non-metallic conduits.
"Non-ferrous conduit installed underground shall use
a galvanized heavy wall steel elbow in all 90 degree turns.
Such steel elbows shall be painted with an asphaltic base
preparation or equivalent protective coating against corrosion."
SECTION 23. A new section is hereby added to Article
725 of the Electric Code adopted by this Ordinance to read. as
follows:
Section 725-8.
No electric fence may be constructed, operated, or
maintained within the City of National City.
SECTION 24. A new section is hereby added to Article
110 of the Electric Code adopted by this Ordinance to read as
follows:
Section 110-28.
If for any reason any section, sub -section, sentence,
clause, or phrase of this Ordinance shall be held unconsti-
tutional, such decision shall not affect the validity of the
remaining portions of this Ordinance. The Council of the
City of National City hereby declares that it would have passed.
this Ordinance and each section, sentence, clause or phrase
thereof, irrespective of the fact that any one or more sections,
sub -sections, sentences, clauses or phrases be declared uncon-
stitutional.
If any provision of this Ordinance orapplication
thereof to any person or circumstance is held invalid, such
invalidity shall not affect other provisions or applications
of this Ordinance which can be given effect without the invalid
provision or application, and to this end the provisions of
this Ordinance are declared to be severable.
SECTION 25. A new section is hereby added to
Article 110 of the Electric Code adopted by this Ordinance to
read as follows:
Section 110-29.
Any person, firm, or corporation violating any of
the provisions of this Code shall be deemed guilty of a mis-
demeanor, and shall be guilty of a separate offense for each
and every day or portion hereof during which any violation
of any of the provisions of this Code is committed, continued,
or permitted, and upon conviction of any such violation such
person shall be punishable by a fine of not more than $500.00,
or by imprisonment for not more than 180 days, or by both such
fine and. imprisonment.
