HomeMy WebLinkAboutCC ORD 1965-1119 Amends §§ 9 and 10 of, and adds § 4.32 to Ord. 962, zoning (Repealed by 1503)ORDINANCE ro. 1119 AN ORDINANCE AMENDING ORDINANCE NO. 962, ZONING ORDINANCE OF THE CITY OF NATIONAL CITY, CALIFORNIA WHEREAS, pursuant to the terms and provisions of the Government Code of California, proceedings were duly initiated for the re -zoning of those certain parcels of real property hereinafter described, and for the amendment of the National City Zoning Ordinance No. 962, and WHEREAS, pursuant to due and. legal notice, hearings were held by the City Planning Commission of said. City and also by the City Council of said City, and all persons inter- ested were given an opportunity to appear and be heard before said Planning Commission and said. City Council, and WHEREAS, the City Planning Commission of National City has regularly and duly certified to the City Council its report; NOW, THEREFORE, the City Council of the City of National City, California, does ordain as follows: SECTION 1. All protests, if any, against said es- tablishment of zoning, and each of them, be and hereby are denied and overruled. SECTION 2. All protests, if any, against said amend- ment of zoning requirements, and each of them, be and hereby are denied. and overruled. SECTION 3. There is hereby added to Section 10, of Ordinance No. 962, a new Paragraph Q which shall read as follows: Q. APPROVAL OF PLANS, SETBACK, AND LANDSCAPING IN WHOLESALE COMMERCIAL ZONES. 1. In the C-4, Wholesale Commercial Zone, no lands adjacent to a residential or C-2-PD usage, across a lot line, alley or street, shall be used for any purpose or development until the plans for such usage and/or develop- ment have been approved by the City Council, upon recommendation of the Planning Commission, as to proposed usage, location of structures and landscaping. 2. In the C-4, Wholesale Commercial Zones, a five foot setback shall be maintained on all properties abutting upon a dedicated. street; provided, however, that the perimeter of all property where it is adjacent to a residential or C-2-P-D, Limited Commercial Planned Development Zone or usage, across a lot line, alley, or street, shall be permanently screened. from adjoining properties by a fence, wall, or landscaping, approved by the City Planning Commission and City Council, all contained. within a. strip of land five feet wide adjacent to or opposite the residential or Planned Commercial usage and/or zone. Said. fence, wall or landscaping, as approved by the City Planning Commission and City Council, shall be not less than four feet nor more than six feet in height. All setbacks required shall be planted with grass, trees, shrubs or other ground coverage approved by the City Planning Commission to form a buffer, and shall be planted. and maintained by the developer, occupant or owner, and shall contain an adequate watering system. SECTION 4. There is hereby added. to Section 9, sub- section A of Ordinance No. 962, new paragraphs 8, 9, 10, 11, and. 12 which shall read as follows: 8. A four foot setback shall be maintained on all properties abutting upon a dedicated street in the Manufacturing and. Industrial Zones; provided, however, that a ten foot set- back shall be maintained from Highland. Avenue. The entire four foot setback shall be permanently landscaped; shall be planted with grass, or trees, or shrubs, or other suitable around cover- age, and shall be planted and maintained. by the developer and owner. Such landscaped. area shall also contain a watering system adequate to maintain the landscaping. 9. Any portion of the building in the Manufactur- ing and Industrial Zones abutting upon the landscaped. area designated. as the front yard of the lot, shall be constructed. of stucco, plaster, brick, frame or other material approved by the Planning Commission. 10. The storage of materials, supplies or products outside of a permanent structure, in the Manufacturing and. In- dustrial Zones, unless the area is enclosed within a solid fence or wall adequate to conceal such facilities from adjacent prop- erties, is prohibited. 11. The storage of all materials or wastes which might cause fumes or dust or which constitute a. fire hazard or may be edible by or otherwise attractive to insects or rodents unless said materials or wastes are stored outdoors in closed containers, is prohibited. 12. The storage of materials or wastes upon any lot in the Manufacturing or Industrial Zones in such form or manner that they may be transferred off said. lot by natural causes or forces, is prohibited.. SECTION 5. Section 4.32 is hereby added to Ordinance No. 962 and. shall read as follows: SECTION 4.32. That notwithstanding anything to the contrary in Section 4 of this Ordinance, there is hereby estab- lished and. adopted.: A. A C--2-P-D, Limited. Commercial Planned Development Zone for all that certain property shown as Parcel 6 on National City Engineering Drawing No. 188-L on file in the Engineering Department (Southeast corner 24th Street and B Avenue).
