AN ORDINANCE OF THE CITY OF
PATIONAL CITY, CALIFORNIA ADOPTING BY
REFERENCE THE SAN DIEGO COUNTY PLUMBING CODE
The City Council of the City of National City, California does
ordain as follows:
Section 1. The City Council of the City of National City hereby
finds and determines that there is now on file in the office of the City
Clerk of said city as Document Number 29701 three copies of Division 3 of
Title 5 of the San Diego County Code, which said division is known as the
County Plumbing Code. That excepting such portions as are hereinafter
deleted, modified or amended said San Diego County Plumbing Code be and
the same hereby is adopted by reference pursuant to the provisions of the
Government Code of California after conducting the hearings required by
Section 50022.3 of said Government Code.
Section 2. That Section 53.101. of said code is hereby amended and
shall read as follows:
TITLE. This division shall be known as the City of National City
Plumbing Code.
Section 3. That Section 53.213.2 of said code is hereby amended and
shall read as follows:
"Building Inspector" means the Chief Building Inspector of the Building
Department of the City of National City.
Section 4. That Section 53.224 of said code is hereby amended and
shall read as follows:
'Department" means the Building Department of the City of National
City.
Section 5. That Section 53.229 of said code is hereby amended and
shall read as follows:
"Director" means the Chief Building Inspector of the City of National
City.
Section 6. That Section 53.259 of said code is hereby amended and
shall read:
"LIQUID ',PASTE" is the discharge from any fixture, appliance, commercial
establishment engaged in the business of washing cars, swimming pool, or any
appurtenance in connection with a plumbing system which does not receive
fecal matter.
Section 7. That Section 53.262 of said code is hereby amended and
shall read as follows:
Lot' means any building site or parcel of ground with a minimum street
frontage width of 50 feet and a minimum square footage of 5,000 square feet,
abutting upon a dedicated street or parcel of ground which has been dedicated
for street purposes provided, however, that any lot shown upon a subdivision
map recorded prior to December 8, 1959 shall constitute a building site.
Section 8. That Section 53.301 of said code is hereby amended and
shall read as follows:
ESTABLISHMENT OF BOARD. There is hereby established in the City of
National City a Board of Plumber Examiners, hereinafter referred to as
the Board.
Section 9. That Section 53.302 of said code is hereby amended and
shall read as follows:
MEMBERSHIP. The membership of the Board shall be as follows:
(a) One member of the City Council appointed by the City Council.
(b) The Chief Building Inspector who shall be the Chairman of the Board.
(c) One contracting plumber appointed by the City Council.
(d) One journeyman plumber appointed by the City Council.
(e) One professional engineer or architect appointed by the City Council.
The appointed mambers shall hold office until the 31st day of December
of the year in which they are appointed and until their successors are
appointed and shall have qualified.
Section 10. That Section 53.304 of said code is hereby amended and
shall read as follows:
COMPENSATION OF MEMBERS. The members of the Board shall serve without
compensation.
Section 11. That Section 53.305 of said code is hereby amended and
shall read as follows::
DUTIES OF BOARD. The Board shall examine journeyman plumbers as here-
inafter prescribed in this division. It may approve materials, types of
fittings, fixtures, and installations as provided in this division.
Section 12. That Section 53.402 of said code is hereby amended and
shall read as follows:
RESPONSIBILITY. This division shall not be construed to relieve from,
or lessen the responsibility of any party owning, operating, controlling,

or installing any plumbing installation, fixtures, device, or materials,
for damage to persons or property caused by any defect therein; nor shall
the City of National City or any officer or employee thereof enforcing this
division be held as assuming any such liability by reason of the inspection
authorized herein, or certificate of inspection issued in accordance with
the provisions of this division.
Section 13. That Section 53.501 of said code is hereby amended and
shall read as follows:
CERTIFICATE OF COMPETENCY. It shall be unlawful for any person to work
or labor as a plumber on work requiring a plumbing permit unless he is the
holder of a valid Certificate of Competency issued by the Board of Plumber
Examiners authorizing him to work as a plumber, however, in lieu of such
certificate, the Building Inspector may accept a valid Certificate of
Competency issued by the Building Inspection Division of the City of San
Diego or the Building Inspection Division of the County of San Diego.
Section 14. That Section 53.511 of said code shall be amended and
shall read as follows=
SPECIAL HOMEOWNERS CERTIFICATE. An owner, or a member of his immediate
family, may obtain a Special Homeowner's Certificate for a single family
dwelling once every two (2) years after a satisfactory examination by the
Building Inspector authorizing him to install plumbing work and fixtures as
provided in Section 53.603. The fee for such examination shall be $5.00.
Section 15. That Section 53.606 of said code is hereby amended and
shall read as follows:
FEES. The following fees shall be paid to the office of the City
Treasurer before the issuance of a plumbing permit:
For each permit for plumbing exclusive of gas and water piping and
fixtures, a basic fee of $4.00
(a) Add to basic fee for each waste outlet
to receive a plumbing fixture .50
(b) Add to basic fee for each waste outlet to any
soil or waste line other than a plumbing fixture .50
(c) Add to basic fee for each of the following
unless waste outlet therefor is included in the
same permit and paid under subsection (a)
of this section:
(1) Waste food disposer .50
(2) Water softener requiring a waste outlet .50

Clothes washing machine requiring
a waste outlet .50
(4) Any other fixture, appliance, or
device which requires connection
to the soil or waste system .50
(d) Add to basic fee for each water heater .50

The United States, The State of California, counties, cities, school
districts and other public agencies shall be exempt from the payment of
fees prescribed by this section.
Section 16. That Section 53.615 and Section 53.616 of said code are
hereby deleted.
Section 17. SEPTIC TANKS, CESSPOOLS, AND SUBSURFACE DISPOSAL SYSTEMS.
A. GENERAL REQUIREMENTS.
1. DISPOSAL OF SEWAGE.
It shall be unlawful for any person, firm, or corporation to
cause or permit the disposal of sewage, human excrement, or other liquid
wastes in any place or manner except through and by means of an approved
plumbing system installed and maintained in accordance with the previsions
of this ordinance.
2. PLUM.BING AND ➢RAINAGE SYSTEMS TO CONNECT TO PUBLIC SEWER.
The plumbing and drainage system of every building hereinafter constructed
shall be connected to the public sewer system. If the Building Inspector
determines upon investigation that the public sewer system is not available
to serve a building, he may authorize the installation of a subsurface
disposal system as set forth in this section.
3. PERMIT FOR SUBSURFACE DRAINAGE SYSTEM AND INSPECTION THEREOF.
Before any person, firm, or corporation shall install any portion of a:
subsurface disposal system in the City of National City, an application

shall be filed in writing for a permit, together with a diagram clearly
indicating the nature of all proposed work. In addition, the following
information shall appear thereon:
(a) Street and house number of premises where work is to be installed.
(b) The name and address of owner.
(c) The name, address, and license number of contractor performing work.
(d) The size and type of subsurface disposal system and number of
persons it is designed to serve.
Before a permit is issued, an inspection fee shall be paid as set forth
in Section 14 of this ordinance. The Building Inspector may require the
applicant for a permit. to submit a report prepared by an engineer licensed
by the State of California showing that soil percolation tests have been
made by such engineer on the site of the proposed subsurface sewage disposal
system and including therewith the results of such tests.
As soon as the work is installed and ready to receive the cover, the
contractor shall notify the Building Inspector that such work is ready for
inspection. As soon thereafter as practical, the Building Inspector shall
cause an inspection to be made, and if any faulty or defective construction
work is found, the contractor shall be notified of the changes necessary to
be made in order that such shall conform to the provisions of this section.
If such work is found to be correctly installed and approved by the Building
Inspector, he shall post an inspection card in a conspicuous place upon the
premises, noting thereon the date and approval of the work together with his
Signature,
4. TYPE OF SUBSURFACE DISPOSAL SYSTEM REQUIRED. Any subsurface
sewage system hereafter constructed or installed in the City of National
City shall consist of a septic tank with effluent discharging into a dis-
tribution box connected to a subsurface tile system of at least two (2)
lateral absorption lines each of which lines shall not exceed one hundred
twenty five (125) feet in length. All portions of subsurface disposal
systems shall be at least ten (10) feet from any building foundation line
and not less than five (5) feet from any property line. The Building Inspector
may, upon investigation, approve the direct connection of the septic tank
to a properly installed cess pool or cess pools.

5. MINIMUM REQUIREMENTS FOR SEPTIC TANKS FOR ONE -FAMILY AND
TWO-FAMILY RESIDENCES OR SMALL INSTITUTICNS OR INDUSTRIES
WHERE USED BY NOT MORE THAN TEN (10) PERSONS. Any septic
tank hereafter constructed or installed in the City shall meet the
following minimum specifications:
(a) Such tank shall have an inside depth of at least five (5) feet
with a liquid depth of at least four (4) feet. The length of
the tank shall not exceed three (3) times the width of such tank
and shall have a liquid capacity of not less than 960 gallons.
Such tank shall have at least two compartments and a manhole of
adequate size shall be installed in each compartment.
(b) The inlet and outlet of such tank shall have a vertical four inch
(4') tee extending two feet (2') below and six inches (6") above
the liquid level of the tank. The top branch of said inlet vertical
tee shall be capped.
(c) Such tank shall be watertight and shall be constructed of concrete,
concrete block or tile. The top of such tank shall be constructed
of reinforced concrete at least four inches (4') thick. When
such tank is constructed of concrete the walls and bottom of the
tank shall be at least six inches (6') thick and shall be ade.
quately reinforced with steel or other approved material. The
concrete used for such tanks shall contain one part cement, two
parts sharp sand and four parts crushed rock or gravel. Where brick,
concrete block, or tile is used in the construction of such tank,
the inside shall be plastered with Portland cement mortar composed
of one part cement and three parts sand. The side walls of such
tank shall be adequately reinforced with steel or other approved
material so as to withstand any inside or outside pressure.
(d) The line from such septic tank to the distribution box shall be
constructed of watertight bell and spigot pipe.
(e) Prefabricated concrete septic tanks may be installed only after
special approval has been issued by the Board of Plumber Examiners.
All such prefabricated tanks shall be installed in accordance with
provisions of this section and the manufacturer's recommendations.

6. MINIMUM P.EQUIREMENTS FOR DISTRIBUTION BOX. Any distribution
box hereafter constructed or installed in the city shall meet the following
minimum specifications:
(a) Such distribution box shall be watertight and shall be constructed
of the same materials authorized for the construction of a septic
tank.
(b) The outlets from such distribution box shall have exactly the
same elevation. The inlet to such distribution box shall be one
inch (1") above the elevation of the outlet.
(c) Such distribution box shall be connected to a subsurface tile
system consisting of at least two (2) lateral absorption lines;
provided that one or more cesspools may be substituted for or
used in conjunction with lateral absorption lines when approved
by the Building Inspector.
All lines leading from the distribution box to the lateral absorp-
tion lines or cesspools shall be constructed with watertight joints.
7. MINIMUM REQUIREMENTS FOR DISPOSAL LINES. Any subsurface tile
system hereafter constructed or installed in the City for the purpose of
disposing of the effluent from a septic tank shall meet the following
minimum specifications:
(a) Such tile system shall consist of at least two (2) lateral absorp-
tion lines totaling at least two hundred feet (200') in length;
provided, however, each line shall not exceed one hundred twenty-
five feet (125') in length. Where it is practical each line shall
be one hundred twenty-five feet (125') in length.
(b) Lateral absorption lines shall be constructed of tile pipe spaced
one -quarter inch (e) apart so as to provide open joints. The
upper one-half (*) of each open joint shall be covered with tar
paper or copper screen.
(c) Each lateral absorption line shall be placed in a trench at least
eighteen inches (18") wide, which trench shall contain at least
thirteen inches (13") of rock or gravel grading not less than one
inch (1"), with at least four inches (4') of such rcck or gravel
beneath the bottom of the line and four inches (4') of such rock
or gravel over the top of the line.

(d) Lateral absorption lines shall have a grade of two inches (2')
per one hundred feet (100') with not more than fifty percent (50%)
variation either way.
(e) Lateral absorption lines shall be not more than thirty inches (30")
below the surface of the ground.
(f) Every lateral absorption line shall be at least ten feet (10')
from every other lateral absorption line. Where it is necessary
to use ells or wyes on any lateral absorption line, at least ten
feet (10') of closed -joint tile shall be inserted at each such
fitting so as to space the absorption lines at least ten feet
(10') apart.
8. MINIMUM REQUIREMENTS FOR CESSPOOLS. Any cesspool hereafter
constructed or installed in the city shall meet the following minimum
specifications:
(a) Such cesspool shall be not less than three feet (3') inside dia-
meter and shall be constructed to a depth where the side wall area
of the cesspool will have sufficient porosity to provide adequate
drainage as determined by the Building Inspector.
(b) Such cesspool shall be either rectangular or round. In the case
of a rectangular shape, such cesspool shall be constructed of
brick, concrete block, and/or two inch (2") redwood plank securely
braced with four inch by four inch (4 x 4") redwood timber. In
the case of a round shape, such cesspool shall be constructed of
brick, concrete block and/or one inch (1") redwood boards of
full thickness with supporting two inch by three inch (2'' x 3'")
redwood timbers placed every five feet (5') so as to form a
securely braced octagon shape.
(c) The top of such cesspool shall be covered with a concrete slab
or cover constructed of concrete reinforced with steel or other
approved material, which slab or cover shall extend not less than
eighteen inches (18") beyond the outside of the side walls of
the cesspool.
9. MINIMUM STANDARDS APPLICABLE TO SYSTEMS SERVING ONE -FAMILY
RESIDENCES OR SMALL INSTITUTIONS OR INDUSTRIES WHERE USED BY NOT MORE THAN

boxes, tile lines and cesspools, as set forth in this ordinance, are the
minimum standards for subsurface sewage disposal system or unit serving a
one -family or two-family residence or small institution or industry having
sanitary facilities used by not more than ten (10) persons.
10. SPECIAL APPROVAL REQUIRED FOR SYSTEMS SERVING MULTIPLE
DWELLINGS OR INDUSTRIES WHERE USED BY MORE THAN TEN (10) PERSONS. Every
applicant for a permit to install or construct a subsurface sewage disposal
system or unit to serve residences, institutions or industries, other than
a.one-family or two-family residence or a small institution or industry
having sanitary facilities used by more than ten (10) persons, shall submit
to the B uild.ing Inspector for approval the detailed plans and specifications
of the proposed subsurface sewage disposal system.
Section 18. INSPECTION AND CONDEMNATION OF BUILDINGS.
A. CONDEMNATION OF BUILDING. When any building or premises have
been inspected or caused to be inspected by the Building Inspector and the
plumbing or sewage disposal unit or system of such building or premises is
found to be defective or unsanitary, notice to that effect shall be served
upon the tenant occupying the premises if there be a tenant, or the owner
or his agent, and the said notice shall specify the character of repairs
and alterations to be made in order to eliminate the defective or insanitary
condition. If such repairs and alterations, as specified in said notice
are not commenced in good faith within five (5) days from the date of the
service of such notice, and completed within the time specified therein,
the Building Inspector may condemn the said building or premises as being
insanitary and unfit for human habitation, and its occupancy thereafter
is prohibited.
B. NOTICE THAT BUILDING HAS BEEN CONDEMNED. When any building
or premises have been condemned by the Building Inspector, the occupant
shall immediately vacate the premises until such time as all repair and
alterations required by the Building Inspector shall have been made. When
a building or premises have been condemned for any cause, the Building
Inspector shall place or cause to be placed thereon a placard reading as

BUILDING INSPECTOR
That Chapter 21 of said code is hereby deleted
PENALTY. Any person who violates or who omits, neglects,
or refuses to comply with any of the provisions of this Ordinance, or who
maintains in service any plumbing system installed, constructed, altered,
or repaired in violation of this Ordinance, shall be deemed guilty of a
misdemeanor, and upon conviction thereof shall be punished by a fine of
not less than $5.00 nor more than $500.00 or by imprisonment in the County
Jail for a period not longer than six months, or by both such fine and im-
prisonment. Upon proof of conviction in a court of competent jurisdiction
of any person holding a certificate under the terms and provisions of this
division for the violation of any of the terms and provisions of this
Ordinance, the Board of Plumber Examiners shall thereupon have the power
to suspend or revoke the certificate of such person so convicted for a
period of time net exceeding one year.
