HomeMy WebLinkAboutCC ORD 1960-966 Amends § 6(c) of, and adds § 13 to, Ord. 803, subdivisions; repeals Ord. 873 (Title 17)ORDINANCE NO. 966 AN ORDINANCE AMENDING SUBDIVISION ORDINANCE NO. 803 OF NATIONAL CITY The City Council of the City of National City, California does ordain as follows: Section 1. Paragraph (c) of Section 6 of Ordinance No. 803 is hereby amended to read as follows: (c) Markers and monuments. (1) The exterior boundaries of a subdivision shall be indicated and marked by a two inch inside diameter galvanized iron pipe 24 inches in length set flush with the ground or by a concrete monument 6" x 6" x 18" at all angle points and points of curve and at all intersections of said boundaries with lines of streets, alleys and City owned easements. (2) Right of way lines of streets, alleys and City owned easements shall be indicated and marked by a one inch inside diameter galvanized iron pipe 24 inches in length set flush in the ground at all angle points, points of curve and intersections with right of way lines of other streets, alleys and City owned easements, or by a lead and tack offset monument set in concrete sidewalk a distance from each of said points as detailed on the final map. (3) The center lines of streets and alleys shall be indicated and marked by a railroad spike set flush with the pavement or by straddler marks on a manhole ring at all angle points, points of curve, and at all intersec- tions with other street, alley and City owned easement center lines or boundary lines. (4) Lot lines shall be marked by one of the three following methods: (a) by a three -fourths inch diameter steel pipe or pin at all angle points, points of curve and lot corners, or (b) by a 2" x 2' x 12" redwood stake at all angle points, points of curve and lot corners, or (c) by a lead and tack offset monument set in concrete sidewalk at a point which is on the prolongation of the lot line intersecting such con- crete sidewalk and is a distance from each angle point, point of curve and lot corner as detailed on the final map. In the event the lot line prolongation does not intersect a concrete sidewalk within five feet of any angle point, point of curve or lot corner, such lead and tack offset monument may be set in con- crete sidewalk as approved by the City Engineer and as detailed on the final map. (5) All monuments, except center line monuments, shall be tagged with the registered Civil Engineer's or Licensed Surveyor's tag. (6) The certificate on the final subdivision map shall expressly identify and locate all monuments and markers. The Engineer or Surveyor shall furnish the City a complete set of ties for all center line points. Reference points shall be lead and tack monuments set in concrete curb. The Engineer or Surveyor shall also certify that all monu- ments and markers in the subdivision have been set and ties furnished. Section 2. Section 13 is hereby added to Ordinance No. 803 to read as follows: Section 13. Filing fees. A. The Planning Commission shall not take any action on any tentative map untij the subdivider has paid the sum of $75.00 to the City Treasury. Said sum of $75.00 is hereby found to be a reasonable charge for the services of the City Engineer in inspecting and checking a tentative map and no portion of any fee so paid shall ever be refundable. 8. Any subdivider submitting a final map to the City Engineer for approval shall immediately become liable to the City of National City for the actual cost to the City of checking the final map, checking the improvement plans, and inspecting the improvements, including necessary laboratory tests; the cost to the City shall be deemed to be the sum of $5.00 per hour for personal services of city employees, and for out of pocket expense for items not performed by city employees. The City Engineer shall take no action upon any final map until a sum equal to 3% of the City Engineer's estimate of the cost of improvements is deposited in the City Treasury. Said sum shall be in the nature of a deposit only and as an advance against the obligation of the subdivider to pay the City as provided herein. Should the City's costs exceed the sum so de- posited, the balance due the City shall be paid prior to the final acceptance of the subdivision improvements by the City Council; should the sum so deposited exceed the City's costs, the excess shall be refunded to the subdivider. Section 3. Ordinance No. 873 is hereby repealed.
