AN ORDINANCE REGULATING THE USE OF CEMENTS AND GLUES
FOR THE PURPOSE OF INDUCING INTOXICATION
The City Council of the City of National City,
California, does ordain as follows:
Section 1. Intoxication from Cements and Glues.
It shall be unlawful for any person to inhale, breathe or
possess any compound liquid, chemical or any substance
containing organic solvents used for products known as
glue, adhesive cement, mucilage, dope or any other material
or substance or combination thereof, with the intent of be-
coming intoxicated, elated, dazed, paralyzed, irrational or
in any manner changing, distorting or disturbing the eyesight,
thinking process, balance or coordination of such person.
For the purposes of this part, any such condition so induced
shall be deemed "intoxicated condition." The provisions of
this section shall not pertain to any person who inhales,
breathes, drinks or possesses such material or substance
pursuant to the direction or prescription of any doctor,
physician, surgeon, dentist, or pediatrist authorized to
so direct or prescribe.
