ORDINANCE NO. 1198
AN ORDINANCE AMENDING
ORDINANCE NO. 962, ZONING
ORDINANCE OF THE CITY OF
NATIONAL CITY, CAL(FOR NIA
(General Restaurants, including
on -sale alcoholic beverages. as
a permissible use in the C-2-A,
Special Limited Commercial
Zone)
WHEREAS, pursuant to the
terms and provisions of the
Government Code of California,
proceedings were duly initiated
for the amendment of the Na-
tional City Zoning Ordinance
No. 962, and
WHEREAS, pursuant to due
and legal notice, hearings were
held by the City Planning Com-
mission of said City and also by
the City Council of said City,
and all persons interested were
given an opportunity to appear
and be heard before said Plan-
ning Commission and said City
Council, and
WHEREAS, the City Planning
Commission of National City
has regularly and duly certified
to the City Council its report
and has recommended such
amendment, and
WHEREAS, the City Council
has approved the recommenda-
8ibg of the City PIanning Com-
mission;
NOW, THEREFORE, THE
CITY COUNCIL OF THE CITY
OF NATIONAL CITY, CALIFOR-
NIA, DOES ORDAIN AS FOL-
LOWS:
SECTION 1. All protests, If
any, against said rezoning and
said amendments to Ordinance
No. 962 and each of them be
and hereby are denied and over-
ruled.
SECTION 2. There is hereby
added to Section 8, Sub -Section
K of Ordinance No. 962, a new
paragraph 16 which shall read
as follows:
16. Restaurants, including on -
sale alcoholic beverages, pro-
vided:
a. All food and beverages
shall be served only within a
dining room encompassed with-
in a building or an enclosed
patio.
b. Full meal facilities shall
be available. Drive-in restau-
rants and restaurants serving
primarily food "to go" shall not
be permitted.
c. No restaurant shall be
permitted on any parcel of land
without the approval of the lo-
cation and plans by the City
Council, upon recommendation
of the Planning Commission. In
approving the location and
plans, the Planning Commission
shall take into consideration the
provisions of off-street park-
ing, potential and/or existing
traffic hazards with relation to
abutting streets, aesthetic ap-
pearance of the property and
structures. The City Council
may approve, modify or disap-
prove the plans and location
depending upon the evidence
provided by the Planning Com-
mission, applicant and staff.
d. In approval of the plans,
on any surface of the structure
visible to the public, the Plan-
ning Commission shall take
under consideration the use of
decorative materials; i.e., new or
used glass, stone, wood, brick
and decorative masonry, to en-
hance the aesthetic appearance
of the building or structure.
e. All signs shall be ap-
proved by the Planning Commis-
sion.

the City Council of the City of
National City, California, this
16th day of July, 1968, by the
following vote, to -wit:
