ORDINANCE NO. 1209
AN ORDINANCE OF THE CITY
OF NATIONAL CITY, CALIFOR-
NIA, ADOPTING, BY REFER-
ENCE, THE UNIFORM PLUMB-
ING CODE, 1967 EDITION, AND
APPENDIX A.. B., C., D., F.. AND
G.. DECLARING AND ESTAB-
LISHING REGULATIONS FOR
THE INSTALLATION, MAINTE-
NANCE, AND ALTERATION OF
PLUMBING SYSTEMS WITHIN
THE CITY OF NATIONAL CITY%
(PROVIDING PENALTIES FOR
THE VIOLATION THEREOF:
AND REPEALING ORDINANCE
NO. 1147 AND ALL OTHER OR-
DINANCES AND PARTS OF OR-
DINANCES IN CONFLICT
HEREWITH.
The City Council of the City of
National City, California, does
ordain as follows:
Section 1. That Ordinance No.
1147 of the City of National City,
and all other ordinances and
parts of ordinances in conflict
with.- this ordinance are hereby
repealed.
Section 2. The City Council
of the City of National City,
for the purpose of prescrib-
ing regulations for the pro-
tection of the public health
and safety and the qualifications
and registration of persons en-
gaged in the business of plumb-
ing, hereby adopts that certain
code known as the Uniform
Plumbing Code and Appendix
A., B., C., D., F., and G., there-
to, prepared by the Internation-
al Association of Plumbing and
Mechanical Officials, being par-
ticularly the 1967 Edition there-
of, save and except those por-
tions as are hereinafter deleted,
modified, or amended, of which
code not less than three (3)
copies have been and now are
filed in the office of the Clerk
of the City of National City;
and the same are hereby adopt-
ed and incorporated as fully set
out at length herein, and from
the date on which this ordinance
shall take effect, the provisions
thereof shall be controlling with-
in the limits of the City of Na-
tional City.
Section 3. That Section 1.1
of the Uniform Plumbing Code
adopted by this ordinance is
hereby amended and shall read
as follows:
1.1 ADMINISTRATIVE AU-
THORITY AND ASSISTANTS.
"Administrative Authority" as
used in this code means the Di-
rector of Building and Housing
or his authorized representatives.
1.2 ASSISTANTS. The term
"assistants" as used in tilis
code means deputy inspectors
or other persons authorized to
act for the Director of Building
and Housing.
1.7 The granting of a permit
or the approval of plans and
specifications shall not be deem-
ed or construed to be a permit
for, or an approval of, any vio-
lation of any of the provisions
of this code. No permit presum-
ing to give authority to violate
or cancel the provisions of this
code shall be valid.
The granting of a permit, or
approval of plans, shall not pre-
vent the Administrative Author-
ity from requiring the correc-
tion of errors in plans and spec-
ifications previously approved,
preventing construction opera-
tions being carried on thereaf-
ter when in violation of this
code or any other ordinance, or
from revoking any Certificate of
Approval when issued in error.
Every permit issued by the Ad-
ministrative Authority under the
provisions of this code shall ex-
pire if the work authorized by
such permit is not commenced
within sixty (60) days from the
date of issuance of such permit,
or if the work authorized by
such permit is suspended or
abandoned at any time after the
work is commenced for a period
of sixty (60) days. Expired per-
mits must be renewed before
commencing or renewing of the
work.
Section 6. That Section 1.10 of
the code adopted by this ordi-
nance is hereby amended to read
as follows:
1.10 (a) TO WHOM PERMITS
MAY BE ISSUED. (a) Except
as hereinafter provided, permits
provided for by the Uniform
Plumbing Code shall only be is-
sued to a Plumbing Contractor
currently licensed by the State
of California.
(b) Except as hereinafter pro-
vided, permits provided for by
the Uniform Plumbing Code shall
only be issued to a Sewer Dis-
posal currently licensed by the
State of California.
(c) A property owner or a
member of his immediate family
may obtain a Special Home-
owner's Plumbing Permit to in-
stall any plumbing work and
fixtures in, on, or about any
residential building, including
the usual accessory buildings,
located upon his own property,
provided. that no such resident-
ial building shall contain more
than two (2) dwelling units, and
that such owner shall purchase
all material and shall personal-
ly perform all labor in connec-
tion therewith. The Administra-
tive Authority shall give the
owner a test to verify his abil-
ity to perform such work. All
work shall comply with mini-
mum plumbing standards of the
City of National City.
Section 7. That Section 1.15
is hereby added to the Uniform
Plumbing Code adopted by this
ordinance to read as follows:
1.15 RE -INSPECTIONS. When
It shall be necessary to make an
extra inspection trip due to an
applicant giving an incorrect ad-
dress or wrong location in ob-
taining a permit required by
this code, or due to faulty or
defective installation, an addi-
tional fee in the amount of five
dollars ($5.00) be charged for
each additional inspection.
This section shall be inter-
preted as requiring re -inspection
fees when it, is apparent that
the inspector is being used to
provide supervision of the work
rather than for the performance
of his proper inspection duties.
In all instances where rein-
spection fees have been assessed,
no additional inspection of the
work will be performed until the
required fees have been paid.
Section 8. Section 2.4, 2.9, and
2,10 of the code adopted by this
ordinance are deleted.
Section 9. Section 2.12 is add-
ed to ° the Uniform Plumbing
Code adopted by this ordinance
to read as follows:
2.12 CERTIFICATE OF QUAL-
IFICATION IN LIEU OF EXAM-
INATION. The Administrative
Authority may, at his discretion,.
waive the requirements - of an
examination and accept, in lieu
thereof, a valid Certificate of
Qualification issued by the ap-
propriate authority of a city
within the County of San Diego,
or from the County of San Diego
Department of Building Inspec-
tian.
Section 10. Section 323 of the
Uniform Plumbing Code adopted
by this ordinance 'is deleted.
Section 11. Section 401 of the
codeadopted by this ordinance
is amended to read as follows:
401 (a) Drainage pipe shall be
cast Iron, lead, copper, brass or
other approved material bearing
a smooth and approved uniform
bore.
(b) Drainage fittings shall be
of cast iron, lead, copper, brass
or other approved materials hav-
iaig a smooth interior waterway
of the diameter of the piping
served, and all such fittings shall
conform to the type of pipe
used.
(1) Fittings on screwed pipe
shall be of a recessed type.
Burred ends shall be reamed to
the full bore of the pipe.
(2) The threads of drainage
fittings shall be topped so as
to allow one fourth inch (?a")
per foot grade.
Section 12. Section 405 (a) of
the Uniform Plumbing Code
adopted by this ordinance is
amended to read as follows:
405 (a) Changes in direction
of drainage piping shall be made
by the appropriate use of ap-
proved fittings and shall be of
the angles represented by a one -
sixteenth (1/16) bend, one -eighth
(1/8) bend, one -sixth (1/6) bend,
or one -fifth (1/5) bend, or ap-
proved fittings of equivalent
sweep.
Section 13. Section 406 (g) of
the Uniform Plumbing Code
adopted by this ordinance is
amended to read as follows:
406 (g) Each cleanout in pip-
ing two inches (2") or less in
size shall be installed so that
there is a minimum clearance of
twelve inches (12") in front of
the cleanout. Cleanouts in pip-
ing larger than two inches (2")
shall have minimum clearance
of eighteen inches (18") in front
of the cleanout. Cleanouts in
underfloor piping shall be ex-
tended to, or above the finished
floor, or shall extend outside the
building when there is less than
eighteen inches (18") vertical
and thitty inches (30") horizon-
tal clearance from the mean or
access to such cleanout. Any
cleanout that terminates within
five feet (5') of any exterior
mall shall be extended through
the wall and made accessible.
No underfloor cleanout in any
residential occupancy shall be
located more than twenty feet
(20') from an access door, trap
door, or crawl hole.
Section 14. Section 406 (i) of
the Uniform Plumbing Code
adopted by this ordinance is
amended to read as follows:
406 (i) An approved type of
cleanout fitting, acceptable to
the Administrative Authority,
installed outside of a building at
the lower end of a building drain
and extended accessibly four in-
ches (4") above finished grade
and adjacent to the foundation
may be substituted for an upper
terminal cleanout. A maximum
extension of twenty-four inches
(24") will be allowed on a single
riser. For depths requiring a
riser in excess of twenty-four
inches (24") and approved two-
way riser cleanout shall be used.
Section 15. The footnote to
Table 4-3 of the Uniform Plumb-
ing Code adopted by this ordi-
nance is amended to read as fol-
lows:
Table 4-3 NOTE: The diameter
of an individual vent shall be
not less than one and onetfourth
inches (1-1/4"), nor less than
one-half (1/2) the diameter of
the drain to which it is con-
nected. Fixture unit load val-
ues for drainage and vent pip-
ing shall be computed from
Table Nos. 4-1 and 4-2.
Section 16. Section 504 (b) of
the Uniform Plumbing Code
adopted by this ordinance is
amended to read as follows:
504 (b) A vent may exceed
one-third (1/3) of the maximum
horizontal length as limited by
Table 4-3, provided the vent is
increased one pipe size for its
entire length.
Section 17. Section 608 ,of the
code adopted by this ordinance
is amended to read as ,follows:
608 APPLIANCES. Appliances,
devices, equipment, or other ap-
paratus not regularly classed as
plumbing' fixtures, but which are
equipped with pumps, drips or
drainage outlets, may be drain-
ed by indirect waste pipes dis-
charging into an approved -type
open receptor. No dishwashing
machine shall he directly con-
nected to- a drainage system.
Section 18, Section 614 (c) of '
the code adopted by this ordi.
Hance is amended to read as fol-
lows:
614 (c) The unit load on the -
common vent serving two (2)
fixtures shall be the sum of the
unit values of such fixtures.
EXCEPTION: A waste food
disposer may be installed in a
two -compartment sink in resi-
dential occupancy. One of the
sink compartments may be con-
nected to the inlet side of a
trappering food waste disposer
by means of a continuous waste.
Said continuous waste connection
shall be below the waste out-
let of the grinder and shall be
entirely above the water seal of
the .trap and shall be installed
in the most direct method with
a minimum of fittings and shall
be immediately over the trap
inlet. This section shall apply
to both existing and new struc-
tures as an alternate.
Section 19. Section 615 of the
code adopted by this ordinance
is amended to read as follows:
615 SPECIAL VENTING FOR
ISLAND FIXTURES
(a) ISLAND FIXTURE VENTS:
Foot vents may be installed
where fixtures are located in the
center of rooms, or away from
walls or partitions, and where
continuous venting would be im-
practical.
(b) REQUIREMENT'S; Where
footing is permitted, the hori-
zontal section of the waste serv-
ing fixtures on such system shall
be one pipe size larger than
required in Table 4-3. The ver-
tical portion of the pipe serving
the foot -vented fixture shall
extend to a point at least four
inches (4") above the flood rim
of the fixture served. The pipe
shall then be returned down-
ward to the horizontal waste line
and connected thereto. The
waste opening for the fixture
trap connection shall be install-
ed in the vertical line closest to
the end of the horizontal waste
line. A vertical relief vent, ex-
tending independently through
the roof or intersective the vent-
ing system shall be placed in
the horizontal line on the sew-
er side of the foot vent. No oth-
er fixture shall be connected to
any portion of the waste line
between the fixtures being
served and the relief vent.
(c) LIMITATION: Foot vent-
ing shall be limited to not more
than two sinks or similar fix-
tures on any one foot venting
system.
Section 20. Section 702 (c) of
the Uniform Plumbing Code
adopted by this ordinance is
amended to read as follows:
702 (c) A trap arm may change
direction without the use of a
cleanout when such change of
direction is accomplished by the
use of not more than one (1)
forty-five (45) degree fitting.
Section 21. Section 911 is add-
ed to the TJniform Plumbing
Code adopted by this ordinance
'to read as follows:
911 PUBLIC TOILET ROOM
REQUIREMENTS. Every toilet
room for the use of the pub-
lic at a public gathering place,
or in food handling establish-
n ents, stores, shops, factories,
canneries, or other commercial
or industrial establishments, or
schools, shall have a tile, sealed
cement or other approved non -
absorbent floor and shall be
equipped with a properly in-
stalled floor drain. The floor
drain shall be supplied with
water from the nearest wash
basin, drinking fountain, or by
some other approved method;
connections shall be made to the
house side of the trap. If the
wash basin or drinking foun-
tain is more than ten feet (10')
from the floor drain, the fixture
shall be properly trapped and
vented, otherwise, it need not be
vented.
Section 22. Section 1004 (e)
is added to the Uniform Plumb-
ing Code adopted by this ordi-
nance to read as follows:
1004 (e) No galvanized steel
or galvanized wrought iron wat-
er piping shall be installed in or
on the ground under any build-
ing or structure.
Section 23. Section 1107 (f)
is added to the :Uniform Plumb-
ing Code adopted by this ,ordi-
nance to read as follows:
1107 (f) PROPERTY LINE
CLEANOUTS. A cleanout shall
be installed in each building
sewer line at the point of con-
nection with the public sewer, at
the property line. The cleanout
shall be installed at grade, as
close to the property line as pos-
sible, but not more than three
feet (3') inside the property line.
Property line cleanouts shall
be extended through finished
concrete slabs, decks, paved
areas, or driveways so that the
entire top of the cleanout plug
is in plain view.
EXCEPTION: Property line
cleanouts may be installed up
to twelve inches (12") below
finished grade of the property,
provided, such cleanout is made
readily accessible with a meter
box and removable cover. Such
covers, when located in drive-
ways, shall be suported on con-
crete and shall be made of cast
iron.
Section 24. Section 1108 of
the Uniform Plumbing Code
adopted by this ordinance is
amended to read as follows:
1108. Water service pipes, or
any underground water pipes,
shall not be run or laid in the
same trench with any building
sewer or drainage piping, except
as provided in this section.
1. The bottom of the water
piping at all points shall be
at least twelve inches (12")
above the top of the sewer
piping.
2. The water piping shall
rest on a solid shelf at one
side of the common trench.
Section 25. Section 1206 (c) of
the Uniform Plumbing Code
adopted by this ordinance is
amended to read as follows:
1206 (c) The Administrative
Authority shall make the fol-
lowing inspections, and either
approve that portion of the work
as completed, or shall notify
the permit holder wherein the
same fails to comply with this
code.
1. ROUGH PIPING INSPEC-
TION: This inspection shall be
made after all gas piping au-
thorized by the permit has been
installed, and before such piping
has been covered or concealed,
or any fixture or appliance has
been attached thereto. This in-
spection shall include a deter-
mination that the gas piping
size, material, and installation
meet the requirements of this
code. This inspection shall in-
clude an air pressure test, at
which time the gas piping shall
stand a pressure of not less than
ten (10) pounds per square inch
gauge pressure. The gas piping
shall hold the required pressure
for a length of time satisfactory
to the Administrative Authority,
but in no case for less than
fifteen (15) minutes, with no
perceptible drop in pressures.
Welded pipe and piping two
and one-half inches (2-1/2") or
larger in diameter, carrying gas
pressures in excess of fourteen
inches (14") water column pres-
sure, shall be tested in accord-
ance with Subsection (c). All
necessary apparatus for conduct-
ing tests shall be furnished by
the permit holder.
0. RECORDING GAUGE TEST:
When recording gauge tests are
required they shall be made at
pre-ssures of not less than sixty
(60) pounds per square inch.
The tests shall continue for a
period of time acceptable to the
inspector. Recording gauge tests
shall be started and comple-ted
in the presence of the inspector.
Charts shall be identified in a
manner acceptable to the De-
partment of Building and Hous-
ing, and shall contain, but not
be limited to, the following in-
formation:
(1) Date and time test was
started,
(11) Name of the permittee
and permit number,
(111) Date and time test was
completed,
(1V) Identity of plumbing con-
tractor and journeyman
responsible •for the test,
(V) Identity of the Inspector.
Section 26. Section 1310 (a) of
the Uniform Plumbing Code
adopted by this ordinance is
amended to read as follows:
1310 PROTECTION FROM
DAMAGE. (a) Water heaters
generating a glow, spark or
flame capable of igniting Ham -
able vapors may be installed in
a residential garage provided the
pilots, burners, or heating ele-
ments and switches of such
heaters stand on a platform the
surface of which is at least
eighteen inches (18") from the
finished floor.
Section 27. Appendix C of the
Uniform Plumbing Code adopted
by this ordinance is amended to
read as follows:
Appendix C: MINIMUM
PLUMBING FACILITIES. To
"theatres, auditoriums" a d d
"public parks, every place of
amusement or public assembly,
stadium, athletic field, church,
or establishment where alcoholic
beverages are sold for on -prem-
ises consumption."
Section 28. Footnote. 11 is
added to Appendix C'of the Uni-
form Plumbing Code adopted by
this ordinance to read as follows:
Footnote 11. Where there are
two or more places of business
in a single building, common
rest rooms, one for each sex,
may be provided. The entrances
for such rest rooms shall open
on a common hallway.
EXCEPTION: In food handling
establishments, the ratio of
plumbing fixtures shall be de-
termined from Appendix C. un-
der "Office or Public Buildings"
Section 29 Penalty. A violation
of any part of this ordinance
shall be a misdemeanor, punish-
able by imprisonment for six
months and, or, a fine of $500.00.
Section 30 Severability. - If
any section, subsection, sentence,
clause, phrase, or portion of this
ordinance is for any reason held
to be invalid or unconstitutional
by the decision of any court of
competent jurisdiction, such de-
cision shall not affect the valid-
ity of the remaining portions of
this ordinance. The City Coun-
cil hereby declares that it would
have adopted this code and each
section, subsection, sentence,
clause, phrase, or portion there-
of irrespective of the fact that
any one or more sections, sub-
sections, clauses, phrases, or por-
tions be declared invalid or un-
constitutional.
