ORDINANCE TO AMEND THE
ZONING ORDINANCE TO ES-
TABLISH THE CRITERIA FOR
THE CONTROL OF SERVICE
STATIONS
SECTION I. DEFINITIONS.
1. Automobile Service Station
is a retail place of business en-
gaged in the sale of motor fuels
and in suppling goods and ser-
vices generalliy required in the
operation and maintenance of
automotive vehicles and the ful-
filling of motorist needs. These
may include sale of petroleum
products; sale and servicing of
tires, batteries, automotive ac-
cessories and replacement items;
washing and lubrication services;
the performance of minor auto-
motive maintenance and repair;
and the supplying of other inci-
dental customer services and
products. Major automotive re-
pairs, painting and body and fen-
der works are excluded except
where such uses are otherwise
permitted.
2. Utility Trailer is any trailer
normally used with a passenger
vehicle and shall not weigh over
six thousand (6,000) pounds as
limited by the California State
Division of Motor Vehicles.
SECTION II.
Automobile Service Stations
may be permitted in the com-
mercial, manufacturing and in-
dustrial zones but only in such
locations in the zones and under
such conditions and methods of
operation, as in the opinion of
the City Council, will protect the
public health, safety and general
welfare. No automobile service
station shall be permitted on any
parcel of land without the issu-
ance of a Planned Commercial
Development Permit under the
provisions of Ordinance No. 1077
of the City of National City. The
City Council may approve, dis-
approve or modify the plans or
location depending upon the evi-
dence provided by the Planning
Commission, applicant and staff
as hereinafter provided.
Automobile Service Stations
shall comply with the following
provisions in addition to zone
provisions and conditions im-
posed in a Planned Commercial
Development Permit:
1. Location. The site shall have
a minimum of one hundred (100)
feet of frontage on a dedicated
strert.
2. Site Area. The minimum site
area shall be fifteen thousand
square feet (15,000 sq ft).
3. Pump Islands. All pump is-
lands shall be completely covered
with the same design and the
same materials as the station
building.
4. Utility Trailers. Utility trail-
ers not exceeding ten (10) in
number, may be stored for rent
on service station sites in the
commercial zones; provided, how-
ever, said utility trailers shall
not occupy any area which is in
excess of two thousand (2,000)
square feet of site area and shall
be located at the rear of the site.
5. Paving. All open area not
included within the landscaping,
driveways, and/or other areas
under control by the Fire De-
partment of the City of National
City shall be paved with two (2)
inches of asphalt.
6. Lighting. All lighting shall
be directed away from adjoining
properties.
7. Outside operation. Opera-
tions outside permanent struc-
tures shall be limited to the dis-
pensing of motor fuels; servicing
of tires, batteries and/or auto-
mobile accessories, and detaching
and attaching utility trailers.
There shall be no outside storage
or display of merchandise except
when the service station is open
for business; provided, however,
that all merchandise is displayed
in racks or cases which are de-
signed for the purpose of dis-
playing merchandise for sale;
and further provided, that the lo-
cation of the outdoor display of
merchandise must be reflected in
the plot plan submitted with the
application under this section.
Any outdoor display of merchan-
dise can thereafter be had only
at approved locations.
8. Metal Buildings. Metal build-
ings shall be of metal panels
with factory applied baked
enamel finished exterior s u r-
face, or other exterior finish
which, the Planning Commission
finds, is as aesthetic as the fac-
tory applied baked enamel fin-
ish.
9. Aesthetic materials. A 11
building fronts shall incorporate
and present a finished parapet
and/or combination facia gutter.
Finished soffits shall be required.
A minimum of thirty percent
(30%) of the fronts of all ser-
vice station structures, except-
ing pump islands, shall be con-
structed of, or surfaced with
new glass and/or new or used
stones, wood, brick, decorative
masonry, and/or decorative ma-
terials which the Planning Com-
mission finds are as aesthetic as
those materials listed.
10. Landscaping. Five percent
(5%) of the gross site area shall
be devoted to landscaping in-
cluding such objects as pools
and/or fountains. Landscaping
may consist of any harmonious
combination of shrubs, trees,
flowers, or ground cover which
in the opinion of the City Fores-
ter is a type suitable for the
growing conditions existing in
National City. Pools and/or foun-
tains shall not be included with-
in the required five percent
(5%) requirement.
11. Parkway Landscaping. All
portions of the parkways adja-
cent to the service station site,
not included within the drive-
ways and/or sidewalk areas shall
be landscaped with any harmon-
ious combination of shrubs, trees,
flowers or other ground cover
which in the opinion of the City
Forester is a type suitable for
the growing conditions existing
in National City; provided, how-
ever, that where applicable the
entire area may be devoted to a
sidewalk and be constructed of
cement.
12. Landscape Maintenance.
All required landscape areas, in-
cluding the parkway areas, shall
be provided with permanent wa-
tering system and all such areas
shall be permanently maintained
in a growing and healthy con-
dition. Permitting any portion of
the required landscape to die, or
become deteriorated and not re-
placed, shall constitute prima

facia evidence of a violation of
the Zoning Ordinance of the City
of National City.
13. Gasoline Pumps as an ac-
cessory use. This ordinance shall
have no effect on the installation
and operation of a gasoline
pump or pumps, or lube oil drums
which are used solely to service
the motorized equipment of com-
mercial, manufacturing and/or
industrial use of the land upon
which said pump or drum is in-
stalled; provided, however, that
said pump or drum shall not
be installed or operated on any
parcel of land not included with-
in the land of the permissible
use.
14. More Restrictive Zone Re-
quirements. Nothing in this or-
dinance shall be construed to
effect the Hotel -Motel Recrea-
tion Zones for which separate
regulations are provided. In any
zone where the regulations are
more restrictive, the more re-
strictive regulations shall pre-
vail.
