Expiration (a) If the work authorized by a permit is not commenced within a period of sixty (60) days after issuance or if the work authorized by a permit is suspended or abandoned at any time after the work is com- menced for a period of sixty (60) days, the permit shall become void. (b) Permits shall expire one (1) year after the date of issu- ance unless the permit is issued for a longer period of time. (c) Permits for a period longer than one (1) year must be requested at the time of ap- plication for the original per- mit. Said permits will be issued for a period of time determined by the Director of Building and Housing to be reasonably neces- sary to complete the work for which a permit is requested. (d) An expired permit may be renewed upon payment of a fee to cover the unfinished work according to the fee schedule in Section 6 of this Ordinance. 5. Incontpleted Installations Should any person to whom a permit has been issued quit an installation, for any reason, he shall notify the Department of Building and Housing within forty-eight (48) hours and re- quest an inspection of work in- stalled. No person shall resume work on an incomplete instal- lation until such installation shall have been approved by the Department of Building and Housing and necessary permit obtained. 6. Scope of Permit The permit when issued shall be for such installation as is described in the application and no deviation shall be made from the installation so de- scribed without the written ap- proval of the Director of Build- ing and Housing. 7. Application for Permit Application for a permit, de- scribing the work to be done, shall be made in writing to the Director of Building and Hous- ing. Fee for each feeder installed, replaced, relo- cated or reinstalled in any industrial or com- mercial premises shall be as follows: (a) Size of feeder con- ductor: Not larger than No. 1 AWG .50 Not larger than No. 4/0 AWG 1.75 Not larger than 500 MCM AWG 2.50 Larger than 500 MCM AWG 4.50 (b) For the purpose of this section the term "feeder" shall be to mean any single set of electrical conductors exceeding ten (10) feet in length and used to serve more than one set of fuses or circuit breakers. 10. Fee for installing, replacing, relocating or reinstalling a switch- board or for addition to an existing switchboard shall be as follows: (a) 0-600 volts First switchboard sec- tion 4.50 Each additional switch- board section 2.50 (b) Over 600 volts First switchboard sec- tion 10.00 Each additional switch- board section 5.00 (c) For the purpose of this section, a switch- board section shall mean any portion of a complete switchboard which is assembled or connected together with an adjacent portion at the place of installa- tion. 11. In addition to any other penalty provided in this code for violations thereof, any person who has done electrical work without a permit as re- quired by this section, or who has caused any such work to be done without a permit, may be required to pay a fee of ten dol- lars ($10.00), in addi- tion to the regular per- mit fee for inspection of such work. Section 7. A new Section 90-14 is hereby added to the Code adopted by this Ordinance to read as follows: Section 90-14. Inspections. 1. Inspection of Installations (a) Upon completion of the work which has been authorized by issuance of any permit, it shall be the duty of the per- son installing the same to no- tify the Department of Building and Housing who shall inspect the installation within 48 hours, exclusive of Saturdays, Sundays and holidays, of the time such notice is given or as soon there- after as practicable. (b) If upon inspection the installation is not found to be fully in conformity with the provisions of this Code the Di- rector of Building and Housing shall at once notify the person making the installation, stating the defects which have been found to exist. All defects shall be corrected within ten (10) days after inspection and noti- fication, or within other rea- sonable time as permitted by the Director. (c) When any part of a wiring installation is to be hid- den from view by the permanent placement of parts of the build- ing, the person installing the wiring shall notify the Depart- ment of Building and Housing and such parts of the wiring in- stallation shall not be concealed until they have been inspected and approved by the Director, provided that on large installa- tions, where the concealment of parts of the wiring proceeds continuously the person install- ing the wiring shall give the Di- rector due notice and inspections shall be made periodically dur- ing the progress of the work. The Director shall have the power to remove, or require the removal of any obstruction that prevents proper inspection of any electrical equipment. Section 8. A new section 90-15 is hereby added to the Code adopted by this Ordinance to read as follows: Section 90-15. Service Con- nections. (a) It shall be unlawful for any person to make connections to the source of electrical energy or to supply electrical service to any electrical wiring, devices, appliances or equipment for which a permit is required un- less such person shall have ob- tained satisfactory evidence that such wiring, devices, appliances or equipment are in all respects in conformity with all provisions of this Ordinance. (b) It shall be unlawful for any person to make connections from the source of electrical en- ergy or to supply electric serv- ice to any electrical wiring, de- vices, appliances, or equipment which has been disconnected or ordered to be disconnected by the Director of Building and Housing or the use of which has been ordered by the Director of Building and Housing to be dis- continued until approval has been granted by him authoriz- ing the reconnection and use of such wiring, devices, appliance, or equipment. Section 9. A new Section 110-23 is hereby added to the Code adopted by this Ordinance to read as follows: Section 110-23. Materials. 1. General (a) All electrical materials, devices, appliances and equip- ment installed or used, shall be in conformity with the provi- sions of this ordinance and with approved standards for safety to life and property. (b) The manufacturer's name, trade -mark, or other iden- tification symbol shall be placed on all electrical materials, de- vices, appliances and equipment used or installed under this ar- ticle. 2. Used Materials Previously used materials shall not be re -used in any work without the written approval ob- tained in advance from the Di- rector of Building and Housing. 3. Approval of Materials Listing of labeling, as con- forming to the Standards of the Underwriter Laboratories, Inc., or the United States Bureau of Mines, shall be prima facie evi- dence of conformity with the approved standards for safety to life and property. A lighting fixture of the electric dis- charge type shall have a power factor of 0.90 or better and shall be so marked, when its rating exceeds 20 watts. Section 10. A new Section 110- 24 is hereby added to the Code adopted by this Ordinance to read as follows: Section 110-24. Temporary Wiring. 1. General (a) Temporary wiring as hereinafter provided, may be in- stalled for fairs, festivals, ex- hibitions, conventions, construc- tion or other temporary pur- poses. (b) Such wiring shall not be used for a longer period than ninety (90) days; however when used for construction purposes, the Director of Building and Housing may extend the ninety - day period when such wiring is maintained as provided in this ordinance. (c) All temporary wiring accessible to the public where installed on sidewalk, scaffolds, barricades, shall be placed in approved metallic raceways. 2. Temporary Wiring For Construction (a) Open wire feeders shall not be protected with fuses of greater capacity than the car- rying capacity of the wires. Feeders carried less than eight (8) feet above the floor or work- ing platform shall be installed in metal conduit, armored cable or approved heavy duty flexible cable and shall be properly sup- ported. (b) Feeders, sub -feeders and branch circuits not exceeding 300 volts between conductors or 150 volts between any conductor and ground may be run as open work, provided that the conduc- tors are not less than eight (8) feet above the floor. (c) The difference of poten- tial between conductors of any circuit for lighting shall not ex- ceed 150 volts and the number of receptacles on any circuit shall not exceed twelve (12). (d) Series lighting shall not be employed. (e) Open wiring shall be properly and substantially sup- ported on non-combustible, non - absorptive insulators and be kept off the floor and free and clear of contact with woodwork, metal pipes and metal portions of the building. (f) Lampholders used with open wiring shall be of the pig- tail, molded, rubber or compo- sition type. (g) Automatic cut-outs and switches shall be installed in metal cabinets and shall com- ply with the requirements for permanent installations. (h) Protective devices shall be installed on each floor where temporary lighting is used and shall apply to all lighting cir- cuits on the individual floor only. This does not apply to vertical lighting of stairs or shafts, or in buildings where only a lamp - holder is installed on each floor landing. (i) Power cords for trailers or extension cords for light, portable machines such as drills, hammers, floor scraping ma- chines, etc., shall be approved heavy-duty type. (j) All portable machines, as outlined above, shall be grounded. (k) Motors and wiring for construction purposes shall be provided with the required over- load and low voltage protection. Where the conductors are ex- posed to mechanical injury, they shall be installed in approved metal raceways. An externally operated switch or other ap- proved control device shall be readily accessible to the opera- tor. Frames of motors, control- lers, switches, etc., shall be grounded properly. (1) Permanent feeders may be used for temporary light, heat or power if run in conduit from the source of supply direct- ly to the distribution centers. Temporary polarized lamphold- ers may be connected to per- manent branch circuit wiring pending the erection of the per- manent fixtures. Section 11. A new Section 110- 25 is hereby added to the Code adopted by this Ordinance to read as follows: Section 110-25. Distribution Panels. Each store in a store build- ing, each flat in a flat building and each building used as a dwelling shall be so wired that each store, apartment, flat, or dwelling shall have separate/Th. lighting and/or power distribu- tion panels. Such panels shall- not serve other portions of the building. Hotels, motels, hotel apart- ments and similar types of build- ings may be wired from one or more distribution panels. Section 12. A new Section 110- 26 is hereby added to the Code adopted by this Ordinance to read as follows: Section 110-26. Signaling Transformers. (a) Transformers installed for the operation of door bells, chimes, annunciators and simi- lar devices, when placed in clothes closets or similar loca- tions, shall be placed on the wall or ceiling area immediately over the door. They shall be so lo- cated that contact with com- bustible materials cannot be made. (b) 'Transformers installed in an attic or beneath a build- ing or structure shall be locat- ed within two (2) feet of the access opening. Section 13. A new Section 110- 27 is hereby added to the Code adopted by this Ordinance to read as follows: Section 110-27. Low Voltage Remote Control Systems. Low voltage wiring used for remote control of lighting cir- cuits shall conform with this section. (a) All low voltage wiring shall be installed in a workman- like manner. (b) Low voltage conductors shall have insulation approved for not less than 300 volts unless such conductors are supplied by the manufacturer of the equip- ment to be installed. No con- ductor smaller than 18 AWG shall be used. (c) In calculating the size of boxes required, each relay shall be figured as requiring a minimum of three (3) cubic inches in addition to the size needed for the number of con- ductors in the box. If the relay is larger than 3 cubic inches, the size of the box shall be in- creased accordingly. (d) Low voltage switches used to operate the relays shall be of approved type and shall be secured to a plaster ring or in approved box or by some other suitable means. (e) The relays shall be ade- quately fastened to the outlet box in which it is installed and in such a manner that it may readily be removed and rein- stalled after the outlet box con- taining same is concealed with- out removing plaster or the finish of the building. (f) If desired, relays in an approved box or cabinet may be placed in attic space where' there is a minimum vertical clearance of three (3) feet and a walkway is provided. Where the clearance is less than 3 feet, relays shall be installed within one (1) foot of scuttle. (g) Where an approved as- sembly consisting of relay, trans- former and converter and/or cur- rent limiting transformer is used, it may be installed in an attic having not less than a minimum vertical clearance of three (3) feet and where a walk- way is provided. Where the clearance is less than 3 feet, such assembly and/or current limiting transformer shall be installed within one (1) foot of scuttle. (h) Transformers of the non -current limiting type and secondary fuses shall be locat- ed at the electric service en- trance or in some other readily accessible location (not in attic space). (i) Relays shall not be in- stalled in fluorescent fixtures or recessed fixtures unless such fixtures are approved by some recognized testing laboratory, with relays installed. (j) Insulated staples shall be used to fasten low voltage conductors in place. Section 14. A new Section 110- 28 is hereby added to the Code adopted by this Ordinance to read as follows: Section 110-28. Wiring in Existing and Relocated Buildings. 1. Relocated Buildings All electric wiring, electrical devices and equipment in relo- cated buildings shall comply with all the provisions of this Code for new installations. 2. The maximum num- ber of outlets on one (1) circuit shall not exceed eighty percent (80%) of the branch circuit rating. (b) All new additions to or alterations in existing electric wiring shall comply with all provisions of this Code for new installations. Section 15. A new Section 110- 29 is hereby added to the Code adopted by this Ordinance to read as follows: Section 110-29. Electric Fences. (a) As used herein, the term electric fence includes all fences which in any way use electrical energy as an addition- al deterrent or have wires charged with electricity which are not covered with adequate insulation to protect persons and animals coming in contact there- with. (b) No electric fence may be constructed, maintained or op- erated within the City of Nation- al City. Section 16. A new Section 110- 30 is hereby added to the Code adopted by this Ordinance to read as follows: Section 110-30. Special Test for Fiber or Asbestos Con- duit. When deemed necessary by the administrative authority, a test plug may be required to be drawn through each run of conduit in the presence of an inspector. Section 17. Section 200-6 (c) of the Code adopted by this Or- dinance is hereby amended to read as follows: Section 200-6 (c). Use and Identification of Grounded Conductors. Where, on a 4-wire delta connected secondary, the mid point of one phase is grounded to supply lighting and similar loads, that phase conductor hav- ing the higher voltage to ground shall be permanently identified throughout the system by use of a yellow colored conductor, and this color alone or in com- bination with another color shall not be used for any other pur- pose in general wiring for power and light. Such conductors of No. 4 and larger shall be com- pletely painted or taped to show a yellow color, in those loca- tions and any system where it is possible for such conductors to be exposed to view. This re- quirement shall be applicable also to bus bars located in switch boards, busways and other similar locations. Section 18. Section 210-4 of the Code adopted by this Ordi- nance is hereby amended to read as follows: Section 210-4. Multiwire Branch Circuits. Branch circuits recognized by this article may be installed as multiwire circuits. (a) A 3-wire single phase branch circuit serving equip- ment or devices operating at less than 150 volts shall be deemed to be the equivalent of two 2- wire branch circuits. (b) Two (2) or more branch circuits, each of which operates at less than 150 volts shall not be interconnected to serve equip- ment or devices which operate at a voltage which exceeds 150 volts. (c) The requirements of sub paragraphs (a) and (b) above shall not apply to approved wir- ing or approved equipment con- tained within one machine or similar apparatus. Section 19. Section 215-5 of the Code adopted by this Ordi- nance is hereby amended to read as follows: Section 215-5. Common Neutral Feeder. A common neutral shall not be employed for more than one set of conductors. Each set of feeder conductors shall have a potential difference between any two ungrounded conductors. Section 20. Section 220-3 of the Code adopted by this Ordi- nance is hereby amended by revising Subsection (b), and adding new Subsections (c) and (d) to read as follows: Section 220-3. Branch Cir- cuits Required. (b) For small appliance load in kitchen, pantry, family room, dining room, and break- fast room of dwelling occupan- cies, two or more 20 ampere ap- pliance branch circuits, in addi- tion to the branch circuits speci- fied in Section 220-3 (a) shall be provided for all receptacle outlets in these rooms, and such circuits shall have no other out- lets. Receptacle outlets sup- plied by at least two appliance branch circuits shall be installed in the kitchen. Not more than four (4) outlets shall be con- nected to a receptacle circuit installed for operating small portable appliances in a kitchen, laundry, pantry or dining area. The receptacle outlets re- quired by this section shall be in addition to any receptacles: (1) That are part of any appliance, or (2) Located in cabinets or cupboards, or (3) Located over 5'6" high, (4) Located under sinks, or (5) Supplied by a branch circuit rated over 20 amperes. At least one 20 ampere branch circuit shall be provided for laundry receptacle(s) re- quired in Section 210-22 (b). Receptacle outlets installed solely for the support of and the power supply for electric clocks may be installed on light- ing branch circuits. (c) There shall be at least one duplex receptacle outlet lo- cated in each bathroom serving dwelling occupancies. (d) One (1) exterior recep- tacle outlet shall be provided at the roof line for each fifty (50) feet of roof perimeter on com- mercial and industrial build- ings unless waived by the ad- ministrative authority. A single circuit shall supply a maximum of four (4) such outlets. Section 21. Section 230-32 (a) of the Code adopted by this Or- dinance is hereby amended to read as follows: Section 230-32. Protection Against Damage. (a) IN THE GROUND. Un- derground services shall be pro- tected against physical damage by being installed: (1) In ducts (2) In rigid metal conduit (3) In rigid nonmetallic con- duit if installed in accordance with Sections 347-2 and 347-3 (4) Other approved means. Section 22. Section 230-40 of the Code adopted by this Ordi- nance is hereby amended to read as follows: Section 230-40. Service En- trance Conductors. Service entrance conductors entering buildings or other structures shall be insulated. Section 23. Section 230-44 of the Code adopted by this Ordi- nance is hereby amended to read as follows: Section 230-44. Installation of Service Conductors. (a) Service entrance con- ductors extending along the ex- terior, or entering buildings shall be installed in rigid metal conduit. Except for circuits not exceeding 600 volts, conductors may be enclosed in electric me- tallic tubing, wireways, auxiliary gutters, or as busways. (b) Service entrance con- ductors not provided with over - current protection shall not ex- ceed twenty-five (25) feet meas- ured from a point from where the conductors first enter a building or structure. (c) Fittings employed on electric metallic tubing shall be of the compression or set screw type. Section 24. Sections 230-46, 230-47, 230-48, 2.30-49, 230-50 of the Code adopted by this Ordi- nance are hereby deleted. Section 25. Section 230-70 (g) of the Code adopted by this Or- dinance is hereby amended to read as follows: or Section 230-70. Service Dis- connecting Means. (g) A service switch shall be provided for each set of service entrance conductors. It shall be located at the nearest readily accessible point to the entrance of the service entrance conductors. EXCEPTION: Service en- trance conductors of less than 300 volts may supply more than one individual service switch provided: (1) All service switches shall be grouped at the nearest readily accessible point of en- trance and shall be accessible at all times to all consumers. (2) Not more than one serv- ice switch of this group is for the same class of service for the same consumer. (3) Where the number of service switches at thesame location exceeds six (6), the en- tire current shall be taken through one main fusible switch or circuit breaker. Section 26. Section 250-79 of the Code adopted by this Ordi- nance is hereby amended by adding the Subsections (c) and (d) to read as follows: Section 250-79. Bonding Jumpers. (c) All bonding jumpers No. 8 and larger, when used in serv- ice equipment operating at less than 600 volts, except free Land- ing switchboards, and h have exposed live parts, shall be insulated for the voltages encountered. (d) Bonding jumpers and grounding conductors, when in- stalled in switchboards, shall be adequately supported or secured to prevent them from coming in contact with exposed live parts. All supports shall be spaced not to exceed two (2) feet. Section 27. Article 320 of the Code being adopted by this Or- dinance is hereby deleted. Section 28. Article 334 of the Code adopted by this Ordinance is hereby deleted. Section 29. Section 336-3 (c) of the Code adopted by this Or- dinance is hereby amended to read as follows: Section 326-3. Type NM or N'TC, Nonmetallic Sheathed Cable. (c) Uses not permitted for either type NM or NMC nonme- tallic sheathed cable. These types shall not be used: (1) As service entrance ca- bles (2) In commercial or indus- trial buildings (3) Embedded in poured cement, concrete or aggregate (4) In multiple occupancy dwellings exceeding two stories in height (5) Hazardous locations (6) Wet locations. Section 30. Section 346-6 of the Code adopted by this Ordinance is hereby amended by adding Subsections (c) and (d) to read as follows: Section 346-6. Number of Conductors in Conduit. (c) Aluminum conductors installed in underground con- duits for the purpose of ground- ing equipment shall be insulated. (d) Insulated conductors in- stalled in conduits for the sole purpose of grounding equipment shall be counted with the circuit conductors when determining conduit fill in accordance with this section. Section 31. Section 847-2 of the Code adopted by this Ordinance is hereby amended by adding Subsections (g), (h), (i), (j), (k), (1), and (m) to read as follows: Section 347-2. Rigid Nonme- tallic Conduit -Use Permit- ted. (g) Under concrete floors which are in contact with the earth and located within the walls of a building if installed at a depth not less than six (6) inches beneath the bottom of the slab. (h) Under concrete slabs located outside buildings when installed at a depth not less than twelve (12) inches beneath the slab. (i) Under public property when installed at a depth de- termined by the City Engineer and not otherwise regulated by other agencies. (j) Galvanized heavy walled metal elbows shall be used to turn up conduit to non -ground level. Approved fittings shall be used when connecting metal conduits to nonmetallic conduits. (k) Nonmetallic conduit joints which are factory made or machine made in the field, need not be coated with a water- (Seal) NC 4779 !,5/25/69 proofing compound before sleeve couplings are made. (1) Direct earth types of nonmetallic conduits or ducts shall be installed in earth rea- sonably free of stones or debris which may cause damage to said conduits or ducts unless suitable means are provided to protect them from damage. (m) Nonmetallic conduit in- stalled underground shall use a galvanized heavy wall steel el- bow in all ninety degree (90°) turns having a radius of less than thirty-six (36) inches. Section 32. Violations and Penalties. A violation of any provision or the failure to comply with any of the requirements estab- lished by this Code shall consti- tute a misdemeanor. Any per- son convicted of such violation or such failure shall be punish- able by a fine of not more than Five Hundred Dollars ($500.00) or by imprisonment in the Coun- ty Jail of San Diego County for a period of not more than six (6) months or by both fine and im- prisonment. Section 33. Constitutionality. If for any reason any sec- tion, subsection, sentence, clause, or phrase of this ordinance shall be held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. The City Council of the. City of Na- tional City hereby declares that it would have passed this ordi- nance and each section, sen- tence, clause or phrase thereof, irrespective of the fact that any one or more sections, subsec- tions, sentences, clauses, or phrases be declared unconsti- tutional. If any provision of this or- dinance or application thereof to any person or circumstances is held invalid, such invalidity shall not affect other provisions or applications of this ordinance which can be given effect with- out the invalid provision or ap- plication, and to this end the provisions of this ordinance are declared to be severable.
