HomeMy WebLinkAboutCC ORD 1969-1230 Amends § 305 of Ord. 1209, industrial waste (Repealed by 1289)1230 ORDINANCE NO. 1230 AN ORDINANCE OF' THE CITY OF NATIONAL CITY, CALIFORNIA, AMENDING ORDINANCE NO. 1209 ESTAB- LISHING PROCEDURES FOR THE INSPECTION, ANALYSIS AND DISPOSAL OF INDUS- TRIAL LIQUID WASTES The City Council of the City of National City, California, does ordain as follows: SECTION 1. That Section 305 of City Ordinance 1209 is here- by amended to read as follows: Section 305 INDUSTRIAL WASTES 1. General (a) Wastes detrimental to the public sewer system or detrimental to the proper func- tioning of sewage treatment fa- cilities shall be treated and dis- posed of as found necessary and directed by the Administrative Authority. (b) Sewage or other wastes from a plumbing system which may be deleterious to surface or subsurface waters shall not be discharged into the ground or into any waterway unless it has first been rendered innocu- ous through subjection to treatment of a form approved by the Administrative Au- thority. (c) The following materials shall not be discharged into the public sewer system: (i) Gasoline, cleaning sol- vent, fuel oil, or other flam- mable compounds which, due to explosions of such liquids or their vapors, may cause dam- age to the sewer system. (ii) Ashes, sand, soil, rocks or other inorganic compounds which add excessive solid load- ings on the sewer system which cause unnecessary cleaning and maintenance. (iii) Tar, plastics, and other water insoluble viscous ma- terials which do not break down by bacterial action and which add to the solid loading upon the sewer system. (iv) Mineral Oils, lubri- cating oils, grease, and other materials which do not decom- pose in the normal course of sludge digestion, and which im- pose potential fire hazards to the sewer system. (v) Feathers, hair, rags and other materials which cause excessive maintenance throughout the sewer system. (vi) Metal, broken glass, wood shavings, sawdust, and other materials which may plug up sewer lines, pumps, and appurtenant equipment. (vii) Garbage in pieces larger than 14 inch diameter. (viii) Any wastes which con- tain or result in the production of toxic, corrosive, explosive, or malodorous gases. (ix) Sea water or salt brines which contain more than 10 per- cent salt. (x) Acid or basic solutions for which the pH is not less than 5.5 or greater than 9.0. (xi) Liquids and solids which are radioactive. (xii) Liquids or solids having a temperature in excess of 140° F. (xiii) Wastes having a bio- chemical oxygen demand in ex- cess of 400 ppm. (xiv) Liquids having sus- pended solids in excess of 500 ppm. 2. Tests and Inspections (a) The Administrative Au- thority or other duly authorized employees or agents of the City shall be permitted to enter onto all properties at any reasonable hour for the purpose of (a) determination of the size, depth, location, and condition of any sewer or drain connection; (b) determination of the location, use and discharge connections of interceptors, and plumbing fixtures; and (c) inspection, observation, measurement, sampling, and testing of the quality and characteristics of sewage or other waters or wastes being discharged into the public sewer system. (b) Where warranted, in- stallation of an appropriate manhole or manholes for pur- poses of sampling the final industrial waste discharge may be required by the Administra- tive Authority. (c) Whenever an analysis of the sewage and wastes from any plant, building, or premises of an industrial or commercial character confirms the presence of any substance, liquid, gas or solids in sufficient quantity or condition which would cause a public nuisance or hazard to life, or would be deleterious to the plumbing system, public sewage system or to the waters receiving the discharge of the sewerage system, the owner of said property shall pay to the City of National City the cost of each such sewage and waste analysis. A written notice shall be served upon the property owner by the Administrative Authority which shall state the nature of the violation, and shall provide a reasonable time limit for the satisfactory correction thereof. The owner shall, within the period of time stated in such notice, permanently cease all violation. (d) The authoritative source for the chemical and bacteri- ological analysis shall be "Standard Methods for the Examination of Water and Sew- age", latest edition, as ap- proved by the Joint Committee of the Public Health Associa- tion, Federation of Sewage and Industrial Waste Association and the American Water Works Association. 3. Permit Required Any person, firm, corporation, or governmental agency de- siring to discharge industrial wastes into the public sewage system shall obtain a permit to discharge said wastes into said public sewage system from the Administrative Authority.
