O j NITLBER 678 AND PROV...D_=:G FOR THE R GULT-C=, OF THE ULE OF BIC°-CL:::S IN "C.='_E CITY OF NATIONAL AL C1TY2 CAi.IFOR'; IA Tne City Council of the 'ity of National City does ordain as follows: Section 1-it is hereby declared to be a misdemeanor for any person to violate any of the terms or provisions of this ordinance, or to use a bicycle in and upon any street, alley, park or other public place in the City of National City, or upon any path or lane set aside for the exclusive use of bicycles within .aid City, without complying in all respects with the terms and ::rovisions of this Ordinance. Section 2-It is Hereby declared to be a :misdemeanor for any parent or guardia_, of any chile or of anyone who has the custody or control of any child in the City of National City to knowingly per:Lit such child to use a bicycle in the City of _rational City in violation of the terms and ,provisions of this Ordinance. Section 3-A bicycle is defin-d as a two wheeled vehicle pro- pelled wholly by muscular power. Section 4-Tne Chief of Police of the City of National City is hereby authorized and directed to issue, upon written application, a bicycle license which shall be effective during the period of such time such licensee retains title to such bicycle, but, in no event longer than 13 (ten) years, wnicn license when i::_ued shall entitle the licensee to operate sucn bicycle upon the stre.:ts, alleys and public highways in the City of National City in accordance with traffic regulations. Section 5-Tne City of National amity shall provide metallic license plates and seals together s:ith regisrration cards, said metallic license plates and r gistration cards :;Hall have number:°s stamped thereon; such metallic license plates shall be stamped in numerical order and the letters i:,.C.P.L. sta :pep thereon; _uch :r.ecaliic license plates Mall be suitable for attachment upon the frames of :icycles and it shall be the duty of the Chief of Police to attacn one such metallic license elate to the frame of each oicycle, and issue a corr•espondin registration card to the licensee upon payment of the license fees herein provided. Such metallic license plate shall remain attached during tne existence of such license. Tne Chief of Police shall also keep a record of the date of issue of each license, to whom issued, Ord te number t,ereof. Section 6-It shall be the duty of every person who sells or transfers ownership of any bicycle, to report such sale or transfer by returning to tne Chief of Police the rgistra- tion card issued to such person as licensee ther of, tor2:etner witn the name an,- address of the person to whom said bic cle was sold, or transferred, and such report shall be made within five (5) days of tne date of said sale or transfer. Section 7-Every person engaged in tiie business of buying or selling of new or secondhand bicycles in the City of National City shall file witn the Chief of Police a monthly report, diving the name and address of the person from whom or to whom a bicycle is purcnased or sold, the description thereof, the frame number thereof, and the number of tne license plate, if an, attached to said bicycle. Section 8-It shall be unlawful for any person to wilfully or malicbusly remove, destroy, mutilate or alter the number of any bicycle frame licensed pursuant to this Article.
