CREATION OF A RECREATION COMMISSION FOR THE CITY OF NATIONAL CITY AND I'KF:SCKITTING THE DUTIES (IF TIIE MEMKEHS THEREOF. Ti115 ('ITY COCNCII. OP TIIE CITY OF NATIONAL CITY DOES ORDAIN AS' FOLLOWS SECTION 1. That a Recreation J)epartment un- der the management of a Recreation Commission consisting of five mem- bers Is hereby established for the City .t National City. The members of the Commission shall be residents of National CIt3' and shall serve for a period of three Years. The first Commission to he aplwlnted hereunder shall. at its firs: meeting, so classify its members by lot that two shall serve for one year. two shall serve for two years and one shall serve for three years. At the cxplra don of each of the terms so Imo ld,:d for. a successor shall he appointed by the City Council for a term of three years. Tho members of the Recreation Commission shall hold at bast one meeting in eat h calendar month. the ,;ate and time of each such meeting to be fixed by the members. SECTION II. That immediately after the erca- tlon of the Recreation Cnnunlasl nn the members thereof shall serve and organize. They shall elect one of their mcmb, rs Chairman and provide for and elect such other officers its may be necessary. The Chairman and other officers shall .scrag for a term of one year unlces re-elected. The Recreation (4ncrnIssion .shall hate the power to adopt by -Lacs and such rules and regulations as It may re- Qufrc to facilitate iL work. SECTION 111. That the P,ccreation Commission shall submit annually. on or before the 15t h Jay of May. a recommended budget to the City Manager. Said budget should not only provide for sear:tlional activities for the ,ensu- ing year but should also contain es- timates and recourmenda tions for such long term capital nittlats as may he necessary to provide for an orderly and coordinated growth of reereaatlnn- al dcvelopu lent within the City. SI•X'TION TV. Other duties of the Recreation Conunisslon 1. To act in an advisory capacity .to the City Council In all matters pertaining to public reer ration in the City of National City: 2. To act in an advisory Cap:tdlty and to aid the Director of Recreation in making plans for and the actual conduct of recreational act iv ties within the City; 3. To interpret the cotrtnunity rec- reational program to public offlebtls and to the general citizenship In terms of need and results and toward the end that the reercationa l program receives adequate moral and financial support from public and private sour- 4. To aid and advise the City Council and the Civil Service Com- mission in the selection of properly qualified personnel for the conduct of the recreational program: Ti. TO work with the Director of Itecreatlon In an advisory capacity for the establishment of general pol- icies In carry out the purposes for which the Recreation Department is established: 0. To consider and pass judgment upon the recommendations coming from any source outside. the Rccrea- tlon Department —especially if such suggestions involve utattcrs of gener- al policy: 7. To report fully. through the City Council. to the public all of the ac- 4ivities of the Recreation Department at least once each year and al such other times as tnay be requested by the City Council. 8. To make such investigations or surveys in the general field of rec- reation development or conduct of recreation In the City of National City as may be required by the City Council or as may be deemed advis- able by the Recreation Commission, and to fully report Its findings and recommendations to the City Conn- ( II. 9.
