The Clt y Council of the City of National City does ordain as fohows: ARTI CI .E I DEFINITIONS SECTION 1. Definitions of Words and 1'lhrases: (a) The following words and phases wit( n used in this ordiman e shall for the purpose cf this ordinance have the meanings respectively ascribed to them in this article. The Chief of Police shall serve as City Traffic FAT ine.r in addi'ion to his other fun, thins, and shall exercise the powers and duties with respect to traffic as provided in this ordinance. SECTION 22 Required Obedience to Traffic Ordinance. It is a mis- demeanor for any person to do any act forbidden or fa to perform any act required in this ordinance. SF,C: rION 21. Obedience to police and fire department official. No person shall wilfully fail or refuse to comply with any lawful order of a police officer or fire department official or other person authorized by law when directing traffic. SECTION 24. Persons other than Officials Shall not Direct Traffic. No person other than an officer of the police department or a person deputized by the chief of police or person authorized by law or other persons designated by resolution of the City Council shall direct or at- tempt to direct traffic by voice, hand or other signal (except that persons may operate when and as herein provided any mechanical pushbutton signal erected by order of the city traffic engineer). SECTION l:i. Public Employees to Obey Traffic Regulations. The provisions of this ordinance shall apply to the driver of any vehicle owned by or used in the service of the United States Government, this state, any county or city and it shall be unlawful for any said driver to violate any of the provisions of this ordinance except as otherwise per- mitted in this ordinance or by state statute. SECTION 20. Exemptions to Cer- tain Vehicles. (a) The provision& of this ordinance regulating the opera- tion, parking and standing of vehicles shall not apply to any vehicle of the police or fire department. any public ambulance. or public utility vehicle or any private ambulance, which pub- lic utility vehicle or private ambu- lance has qualified as an authorized emergency vehicle, when any vehicle mentioned in this section Is operated in the manner specified in the Ve- hicle Code In response to an emer- gency call. (b) The foregoing exemptions shall not. however, protect the driver of any such vehicle from the con- sequences of his wilful disregard of the safety of others. (c) The provisions of this ordin- ance regulating the parking or stand- ing of vehicles shall not apply to any vehicle of a city department or public uti ity while necessarily In use for construction or repair work or any vehicle owned by the United States while in use for the collec- tion, transportation or delivery of United States mail; or during pe. lolls of proclaimed national emergency to any vehicle owned or operated by tt.e Department of the Army, Navy or Air Force. (.1) The provisions of this ordin- ance regulating overtime parking shall not apply to any vehicle owned it nil operated by a permanently physically incapacitated person, as hereinafter defined, when said per- son parks said vehicle in a per- mitted parking space other than a loading, passenger or bus zone during all hours when It is otherwise law- ful to park in the same space, sub- ject to the following requiremems; (I) Such person shall make appli- cation to the City Manager for a person:a identification card for use of tie pc rson to whom Issued. Said application shall set forth suffi• tent facts to show that applicant is a Permanently physically incapacitated person. as determined from time to time by resolution of the City Council. (2) Upon approval of the applica- tion by the City Manager, the Chief of Police shall issue said identifica- tion card. (3) Said identification card shall be displayed to any police officer upon request. (4) Abuse of privileges, or non- compliance with the above conditions, or, conditions hereafter imposed by the City Council shall constitute suf- ficient grounds for revocation by the City Manager of the privileges here- in granted. SECTION 27. Report of Damage to Certain Property. (a) The driver of a vehicle or the person in charge of any animal involved in any accident resulting to damage to any property publicly owned or owned by a public utility, including but not limited to any fire hydrant, orna- mental lighting post, telephone pole, electric light or power pole, or re- sulting in damage. to any ornamental shade tree, traffic control device, or other property of a like nature locat- ed In or along any street, alley or other public place, shall within twenty-four (24) hours after such accident make a wr4tten report of such accident to the police depart- ment of this city. (b) Every such . span t shall state the time when and the place where the accident took place, the name and address of the person owning and of the person driving or In charge of such vehicle or animal, the license number of every such vehicle, and shall briefly describe the property damaged in such accident. (c) A driver involved in an aoci- dent shall not be subject to the re- quirements or penalties of thin sec- tion if and during the time such driver is physically Incapable of making a report, but in such event said driver shall make a report as required In subdivision (a) within 24 hours after regaining ability to snake such report. ARTICLE IV TRAFFIC CONTROL DEVICES SECTION 28- Authority to Install Traffic Control Devices. (a) The city manager shall cause to be placed and maintained official traffic control devices when and as required by resolution or ord4nances of this city. (b) Whenever the Vehicle Code of this state requires for the effective- ness of any provision thereof that traffic control devices be installed to give notice to the public of the application of such law the City Manager is hereby authorized to cause to be installed the necessary devices subject to any limitations or restrictions set forth in the law applicable thereto. SIXT'l'ION 29. When Traffic Con- trol Devices Required for Enforce- ment Purposes. No provision of the Vehicle Code or of this ordinance for which signs are required shall be enforced against an alleged viola- tor unless appropriate signs are in place and sufficiently legible to be seen by an ordinarily observant per- son, giving notice of such provisions of the traffic laws. SECTION 30. Obedience to Traffic Control Devices. The driver of any vehicle shall obey the instructions of any official traffic control device applicable thereto placed in accord- ance with the traffic ordinances of this city unless otherwise directed by a po- lice officer subject to the exceptions granted the driver of an authorized emergency vehicle when responding to emergency calls. SECTION 31. Installation of Traffic Signals. (a) When directed by resolution or ordinance of the City Council the City Manager shall cause to be installed and maintained offi- cial traffic signals at those inter- sections and other places where traf- fic conditions are such as to require that the flow of traffic be alternately Interrupted and released in order to prevent or relieve traffic congestion or to protect life or property from exceptional hazard. (b) The city traffic engineer shall ascertain and determine the loca- tions where such signals are re- quired by resort to field observation, traffic counts and other traffic in- formation as may be pertinent and his determinations therefrom shall be made to accordance with those traffic engineering and safety stand- ards and instructions set forth in the California Maintenance Manual issued by the Division of Highways of the State Department of Public Works, (c) 'Whenever the city manager causes to be Installed and maintain- ed an official traffic signal at any intersection, he shall likewise cause to be erected and maintained at such M intersection street name signs visible to the principal flow of traffic unless such street name signs have pre- viously been placed and are main- tained at any said intersection. SECTION 32. Lune Markings. The city traffic engineer is hereby auth- orized to mark center lines and lame lines upon the surface of the roadway to indicate the course to be traveled by vehicles and may place signs temporarily designating laths to be used by traffic mo•. Mg in a particu- lar direction, regardless of the center line of the highway. When author- ized signs have been placed designat- ing off -center traffic lanes, no person shall disoba y the instructions gh en by such signs. SECTION :I3. Until removed or re- located by the City Council, all traf- fic control devices heretofore installed by the Clty of National City and in place on the effet tive date of this ordinance is hereby approved. SECTT ON 34. Traffic Control De- .‘ ices —Hours of OPe rat ion. The c i:y traffic engineer shall determine the hours and days during which any traffic control device shall be in op- eration or be in effect. except in those cases where such hours or days are specified in this ordinance. ARTICLE V TURNING MOVE11TNTS SECTION 35. Authority to Place end Obedience to Turning ?la ricers. Intersection Multiple Lanes. (b) When authorized :Harker, but- tons. or other inilctt hats are placed within an intersection indicating the course to be traveled by vehicles turning thereat, no driver of a ve- hicle shall disobey the directions of such Indications. SECTION 30. Authority to I'tnce Restricted Turn Signs. The city tra pile engineer is hereby authorize.] to determine those In7 erect t i ons at which drivers of vehicles shall not make a right, left, or Ci turn, and shall place proper signs at such in- tersections. The making of such turns may be prohibited between certain (ours of any day or permit- ted at other hours, in which event the sumo shall be plainly indicated on the signs or they may be re- moved when such turns are Per- mitted. SECTION 37. Obedience to No -Turn Signs R-henever authorized signs are erected indicating that no right or left or 1: turn is permitted. no driver of a vehicle shall disobey the directions of any such sign. SECTION 35. Authority to Prohib- it Right Turns Against Traffic! Stop Signal. The city traffic engineer is hereby authorized to determine those intersections within any business or residence district at which driver of vehicles shall not make a right turn against a red or stop signal and shall erect proper signs giving notice of such prohibition. No driver of a vehicle shall disobey the directions of any such sign. ARTICLE VI ONE-WAY STREETS AND ALLEYS SECTION 39. The City Manager to Erect Signs on One -Way Streets and Alleys. Whenever any ordinance or resolution of this city designates any one-way street or alley, the City Manager shall place and maintain signs giving notice thereof, and no such regulations shall he effective unless such signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited. ARTICLE VII SPECIAL STOPS REQUIRED SECTION 40. The City Manager to Ere. t Stop Signs. Whenever any ordinance or resolution of this city designates and des ribes any street or portion thereof as a through street. or any intersection at which vehicles are required to stop at one or more entrances thereto, or any railroad grade crossing at which ve- hicles are required to stop, the Ci1Y Manager shall erect and maintain stop signs as follows: stop sign shall be erected on each and every street intersecting such through street or portion there- 'as\of so designated and at those en- voi--itrances of other intersections where 2 stop is required and at any rail- road grade crossing so designated. Every such sign shall "inform with a aci shall be Placed as provided in Section 471 of the Vehicle Code. SECTION 41. Stop at Through Street or Stop Sign. Whcn stop signs are erected as herein provided at the entrance to any intersection u:- at any railway grade crossing. every driver of a vehicle shall stop as re- quired by the Vehicle Code. SECTION 42. Emerging froth AIRY or 1'ri :ate Driveway. The dri v.r of a vehicle emerging from an alley, drh ew ay, private property or hilnd- ing, shall step such vehicle imme- diately prior to driving onto a side- walk or into a sidewalk area ex- tending across any alley way. ARTICLE VIII MISCELLANEOUS DRIVING RILES SECTION 43. Driving Through Fu- neral Processions. No driver of a ehiele shall drive between vehiciee comprising a funeral procession while they arc in motion and when the %c- hides in such processions are con- spicuously So designated. SI•:CT10N 44. Clinging to Moving Vehicles. Any person riding uMcn any bicycle, notorcycle, coaster, roll- er skates or any toy vehicle shall not attach tare same or himself to any moving vehicle upon any road- way. SECTION 45. Vehicles Shall N.-. be Driven on the Sidewalk. The driver of a vehicle shall not drive within any sidewalk area or any parkway except at a permanent or temporary driveway. SECTION 46. New Pavement. No person shall ride or drive any animal for any vehicle over or across atn5 newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign la in place stating that the street or any portion thereof is closed. SECTION 47. Restricted Access. No person shall drive as vehicle amto or from any limited access roadway except at such entrances and exits as are established by public author- ity. SECTION 4S. Restrictions on Use of Freeways. No person shall drive or operate any bicycle, or any vehicle which is not drawn by a motor vehicle upon any street established as a freeway, as defined by Section 1t04.5 of the Vehicle Code, nor shall any pedestrian walk across or along \a^lj. Cr. ells A C t-\ any such street so designated and described except in space set aside for the use of pedestrians, provided official signs are In place giving notice of such restrictions SECTION 49. It shall be unlawful for any person to tear down. damage, mutilate or destroy any sign, sign- board. notice, or traffic signal placed or affixed by the Clty of National City. which sign is intended to dir- ect or regulate traffic within the City of National City. SECTION 50. No person shall stop, stand or park any vehicle in a pri- vate driveway or on private property without the direct or implied consent of the owner or person in lawful possession of such driveway or pro- perty. ARTICLF) IX PE:DES-latIANS SECTION 51. The City Traffic Engineer to F..stablish Crosswalks. The city traffic engineer shall establish, designate and maintain cross walks at intersections and other places by appropriate devices, !narks or lines upon the surface of the roadway as follows: (a) Crosswalks shall be establish- ed and maintained at all intersections within the central traffic district and at such intersections outside such distict, and at other places within or outside said district where the city traffic engineer determines that there is particular hazard to pedes- trians crossing the roadway subject to the limitation contained in (b) of this station. (b) Other than crosswalks at in- tersections no crosswalk shall be established in any block which is less than four hundred (400) feet ir. length. Elsewhere not more than one additional crosswalk shall be established In any one block and such crosswalk shall be located as nearly as practicable at mid -block. SECTION 52. When Pedestrians Must Cse Crosswalks. No pedestrian shall cross a roadway other than by a crosswalk in the central traffic <tisiriet or in any business district, or on a through street when the re- quired signs are erected, giving notice thereof. SECTION 33. Crossing at Right Angles. No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opPu- site curb except in a marked cross- walk. SECTION 54. Standing in Road- ways. No person shall stand in any roadway other than in a safety zone or in a crosswalk 1f such action in- terferes with the lawful movement of traffic. This section shall not ap- ply to any public officer or employee, or employee of a public utility when necessarily upon a street In line of duty. SECTION 55. No person shall stop or stand on a sidewalk except as near as it is physically possible to the building or curb line at any place in the Central 'Traffic District or busi- ness district. ARTICLE X STOPPING, STAN DI NG AND 1'AELKI N G SECTION 56. Application of Reg- hlations. (a) The provisions of this ordinance prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop u vehicle to avoid conflict with other traffic or in com- pliance with the directions of a po- lice officer or official traffic control des ice. 7;7 (b) The provisions of this ordi- nance imposing a time limit on stand- ing or parking shall not relieve any person from the duty to observe oth- er and more restrictive pro 'skins of the state Vehicle Code or the ordi- nances of this city, prohibiting or limiting the standing or parking of vehicles in specific places or at si,eci fled times. S}7CPrION 57. Standing in Parkways Prohibited. No person shall stop. stand or park a vehicle within any parkway. SECTION li`t. Use of Streets for orage of Vehicles Prohibited. (a) No person who owns or has posses- sion, custody. or control of any ve- hicle shall park such vehicle upon 'sly; any street or alley for more than a consecutive period of 120 hours. SECTION 60. Parking for Certain Purposes Prohibited. No person shall pa; k a vehicle upon any roadway for the principal pttrpose Of: 1. Displaying such vehicle for Tale cr trade. 2. R"asning, greasing. or repairing such vehicle except repairs necessi- tated by an emergency. SECTION 61. Parking Parallel with Curb. (a) Subject to other and more restrictive limitations, a vehicle may be stopped or parked within 1s inches of the left-hand curb facing in the direction of traffic movement upon any oneway street unless signs are in place prohibiting such stopping or standing. (b) In the event a highway in- cludes two or inure separate road- ways and traffic is restricted to one direction upon any such roadway, no Pei son shall stand or park a vehicle upon the left-hand side of such one- way roadway unless signs are in place permitting such standing or parking. (e) The city traffic engineer is authorized to determine when stand- ing or parking shall be prohibited upon the left-hand side of any one- way street or when standing or park- ing may be permitted upon the left- hand side of any one-way roadway of a highway having two or more separate roadways and shall erect signs giving notice thereof. SECTION 62. Permit for Loading or Unloading at an Angle to the Curb. The oity traffic engineer is author- ized to issue special permits to per- mit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permit may be issued either to the owner or lessee of real property or to the own- er of the vehicle and shall grant to such person the privilege as therein stated and authorized herein. and it shall he unlawful for any permittee or other person to violate any of the special terms or cr.ndl l ion: of any such permit. SECTION 63. Parking Adjacent to Schools. (a) The city traffic engineer Is hereby authorized to erect signs Indicating no parking upon that side of any street adjacent to any school property when such parking would. in his opinion. interfere with traffic ur create a hazardous situation. (b) When official signs are erected indicating no parking upon that side of a street adlatent to any school property, no person shall park a vehicle in any such designated place. SECTION 64. Parking Prohibited on Narrow Streets. (a) The city traffic engineer is hereby authorized to glace signs or markings indicating no parking upon any street when the width of the roadway does not exceed 20 feet, ur upon one side of a street as indicated by suet) signs or markings when the width of the road- way dues not exceed 30 feet. (b) When official signs or mark- ings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marling. SECTION 11.5. 1'at king on Hills. No Person shall park or leave standing any vehicle unattended on a highway when upon any grade exceeding 3% within any business or residence dis- trict without blocking the wheels of said vehicle by turning them against the curb or by other means. SECTION t6. Stopping or Parking Prohibited- -Signs Required. Within twenty-five (25) feet of the approach to any traffic signal. boulevard stop sign, or off!. Sal electric flashing device. 4. At any place whe':e the city traff is engineer determines that It is necessary in order to elimin- ate unusual traffic hazard. SF,CTION 67. Unlawful Parking— Pediers. Vendors. (a) Except as otherwise provided to this section no person shall stand or park any vehicle, wagon or push -cart from which goods. wares. merchandise, fruits, vegetables or food stuffs are sold, displayed. solicited or offered for sale or bartered or exchanged. or any lunch wagon or eating car or vehicle, on any portion of any street within this city, except that such vehicles, wagons or push -carts may stand or park only at the request of a bona fide purehaaser for a period of time not to exceed ten (10) min- utes at any one place. The provisions of this subsection shall not apply to Persons delivering such articles upon order of, or by agreement with a customer from a store or other fixed place of business or distribution. (b) No person shall park or stand on any street, any lunch wagon, eating cart or vehicle, or push -cart from which tamales, peanuts, pop- corn, candy or other articles of focal are sold or offered fur sale without first obtaining a written permit to do so from the legislative body which shall designate the specific location in which such cart shall stand. (c) No person shall park or stand any vehicle, or wagon used or In- tended to be used In the tranaporta- tioe, of property for hire on any street while awaiting patronage for such vehicle or wagon without first obtaining a written permit to do so from the legislative body which shall designate the specific location where such vehicle may stand. (d) Whenever any permit Ls granted under the provisions of this section and a particular location to park or stand is specified therein, no person shall park or stand any vehicle, wagon, or push -cart on any location other than as designated in such permit. In the event that the holder of any such permit is c:on- viMed in any court of competent jurisdiction for violating any of the provisions of this see:tion, such per- niit shall be forthwith revoked by the legislative body upon the filing of the record of such conviction with the legislative body, and no permit shall thereafter be issued to such Verson until six (6) months have elapsed from the date of such re&,A-� vocation. (a) Whenever the city traf- fic engineer shall determine that an emergency traffic cangestion is likely to result from the holding of public or Private assemblages, gatherings or functions. or for other reasons, t'ie city traffic engineer shall have power and authority to order tem- porary signs to be erected or posted italics tine that the operation, parking or standing of vehicles Is prohibited on such streets and alleys as the city traffic engineer shall direct dur- ing the time such temporary signs are in place. Such signs shall re- main in place only during the exist- ence of such emergency and the city traffic engineer shall cause such signs to be removed promptly there- after. (b) When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and pro- visions of such signs. SECTION 60. Curb Parking, Right of Way. (a) For the purpose of this section, a "limited curb parking space" shall mean an area open for la wful parking alongside of and ad- jacent to a curb, which area is not of sufficient length to permit two or more vehicles to freely move for parking therein at the same time. (b) Any person seeking to park has vehicle in a limited curb park- ing space whose vehicle arrives at said parking space prior to any other vehicle, and who proceeds be- yond said space a distance not to exceed ten feet for the purpose of backing his vehicle therein, shall have the right of way over any per- son driving or attempting to drive any other vehicle directly Into such limited curb parking space or who in any manner obstructs such limited curb parking space and the driver of such other vehicle shall immediate- ly yield the right of way to the driver who first arrived at said 'sc., parking space. (a) The city traffic engineer is hereby authorized to determine and to mark loading zones and passenger loading zones as follows: 1. Any place in the central traffic district or any business district. 2. Elsewhere In front of the en- trance to any place of business or in front of any hall or pla..c used for the purpose of public assembly. (b) In no event shall more than one-half of the total Curb length in any block be reserved for loading zone purposes. (c) Loading zones shall be indicat- ed by a yellow paint line .stenciled with black letters, "LOADING ONLY". upon the top of all curbs within such zones. (d) Passenger loading zones shad be inn is at ed by u white line stenciled with black letters "PASSENGER 1 ,OA.DING ONLY". upon the tops of all curbs In said zones. SECTION 71. Curb murkings to Indicate No Stopping and Pa: king Resuiations. (a) The city traffic engineer is hereby authorized, sub- ject to the provisions and limitations of this ordinance to place, and when required herein shall place, the fol- lowing curb markings to indi. ate parking or standing regulations, and said curb markings shall have toe meaning as herein set forth. 1. Red shall mean no stoPpirg, standing or parking at any time exeept as permitted by the Vehicle Code, and except that a bus may stop in a red zone mark- ed or signed as a bus zone. 2. Yellow shall mean no stopping. standing or parking at any time between 7:W a.m. and e:tx) of any day except Sundays and holidays for any purpose ether than the loading or unloading of passengers or materials, pro. ided that the loading or unloading of passengers snail not consume more than three (3) rninu.c.s nor the loading or unloading of materials more than twenty (20) minutes. 3. CC hue shall mean no stopping, standing or parking for any pur- pose other than loading or un- loading of passengers which shall not exceed three (3) minutes and such restrictions shall apply be- tween 7 :00 a.m. and 6:00 p.m. of any day except Sundays and holidays and except as follows: When such zone Is in front of a hotel or hospital, the restrictions shall apply at all times. When such zone Is in front of :t theater the restrictions shall apply at all times except when such theater Is closed. 4. Green shall mean no standing or parking for longer than fifteen (15) minutes at any time between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays and shall be specifically designat- ed by resolution of the City Council. (b) When the city traffic engineer as authorized under this ordinance. has caused curb markings to be placed, no person shall stop. stand or park a vehicle adjacent to any such legible curb marking In violation of any of the provisions of this section. and it shall be unlawful for any person not duly authorized, to paint or cause said curbs to be painted. SECTION 72. Effect of Permission to Load or Unload. (a) Permission herein granted to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than twenty (20) minutes. (b) The loading or unloading of materials shall apply only to com- mercial deliveries. and the delivery or pickup of express and parcel post packages and United States mail. (c) Permission herein granted to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of persona: baggage but shall not extend beyond the time necessary therefor and in no event for more than three (:1) minutes. (d) Within the total time limits above specified the provisions of this section shall be enforced au as to accommodate necessary and reason- able loading or unloading but wltn- out permitting abuse of the prfcilege.. hereby granted. SECTION 73. Standing for Load- ing or Unloading Only. No person shall stop, stand or inirk a vehicle in any yellow loading zone fur any purpose other than loading or un- loading passengers or material for such time as is Permitted 1n sea ton 72. S1:CTION 74. Standing in Pas- senger Loading Zone. No person shall stop, stand or park a vehicle In any passenger loading zone for any purpose other limn the loading or unloading of passengers fur such time as is specified In section 72. SECTION ;'. Standing In Any Alley. No person shall stop, stand or park a vehie.e far any purpose other than the loading or unloading of persons or materials In ally a.ley, and shall not exceed such time as specified in S. c:ion 72. SECTION 76. Itus 'hones to be Established. (a) The city trap:!.: engineer is hereby authorized to establish bus zom s opposite curb space fur the loading and unloading of buses of common carriers of pas- sengers and to determine the loca- tion thereof subject to the directives and limitations set forth herein, (b) The word "bus" as used in this se,lion shall ocean any rnotur bus, motor coach, trackless trolley coach. or passenger stage used as a common carrier of passengers. (c) No bus zone shall exceed SO feet hn length, except that when satisfactory evidence has been pre- sented to the city traffic engineer showing the necessity therefor, the city tea fflc engineer may extend bus zones not to exceed a total length of 12,1 feet. (d) Bus zones shal. normally be established on the far side of an intersection. (e) No bus zone shall be estab- lished opposite and to the right of a safety zone. (f) The city traffic engineer shall cause to be painted a red line and stenciled with white letters "NO S'rANDI NG". together with the words "BUS ZONE" upon the top or side of all curbs and places specified as a bus zone. (g) No person shall stop. stand or park any vehicle except a bus in a bus zone. SECTION 77. 'Taxicab Stands to be Established. (a) The city traf- fic: engineer is hereby authorized to establish taxicab stands opposite curb space for the standing of taxi- cabs duly licensed by the City of National City, and to determinet the location and number thereof. SECTION 79. Parking Time Limit- ed in Other Business Districts. When authorized signs are in place giving notice thereof no person shall stop, stand or park any vehicle within a business district outside of the cen- tral tr aftic district or secondary traffic district between the hours of 7:00 a.m. and 6:00 p.m. of any day. except Sundays and holidays for a period of time longer than 2 hours. unless and until changed by resolution of the City Council. SPX'TION SO. Parking Time Limit- ed on Certain Enumerated Streets. When authorized signs are In place giving notice thereof no person shall stop, stand or park any vehicle with- in the secondary traffic district for a (cried of time longer than two (2) Lours at any time between the hours of 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays, un- less and until changed by resolution cf the City Council. SECTION al. Stopping, Standing or Parking Prohibited During Certain Hours on Certain Streets. When authorized signs are in place giving j` notice thereof nu person shall stop, stand or park any vehicle upon any b.,l street in the central traffic district c7.a.G between the hours of 4 :30 p.m. and 6:00 p.m. of any day except Sundays and holidays for any purpose other than the loading or unloading of passengers or materials subject to the limitations of section 72. SECTION S2. Parking Prohibited at all 'Times on Certain Streets. When signs are erected giving notice thereof no person shall park a vehicle at any time upon any street hereinafter designated by resolution of the City Council. SECTION 63. it shall he unlawful for any person to stop, stand or park any vehicle on any street in the City of National City, not more re- strictively posted as in this article provided for a period of time longer than twenty-four (24) consecutive hours. SECTION 64. Signs provided in this article shall be authorized by r esnlution of the City Council, and shall be erected on the street or streets set forth in such resolution. ARTICLE XIII RESTRICTED USE OF CERTAIN STREETS SECTION Sa. Certain Vehicles Prohibited in Central Traffic Dis- trict (a) Except on State High- ways, no person shall operate any of the following vehicles In the cen- tral traffic district between the hours 7:00 a.m. and 0:00 p.m. of any day. 1. Any freight vehicle more than t`sirx, eight and one-half (S1/2) feet in width, with load, or any freight vehicle so loaded that any part of Its load extends more than twenty (20) feet to the front or rear of said vehicle. 2. Any vehicle carrying building material that has not been load - or park any vehicle except a cab, duly licensed by National in a taxicab stand. h1h n J, Cn "47 ed, or 1s not to be unloaded. at some point within the central traffic district. 3. Any freight vehicle with a trailer. 4. Any vehicle conveying refuse, rubbish, garbage or dirt. a Any vehicle carrying crude or fuel oil. (b) Provided that the Chief of Pollee may by written permit auth- orize the operation of any such vehicle for the purpose of making necessary emergency deliveries to or from points within the central traf- fic district. SECTION SG. Advertising Vehicles. No person shall operate or drive any vehicle used for advertising purposes or any advertising vehicle equipped with a sound -amplifying or loud - speaking devise upon any street or alley at any time within the central traffic district. SECTION S7. Ilorse-Drawn Veh- icles. No person shall drive any animal -drawn vehicle into or within the central traffic district between the hours of 4;30 p.m. and 0:00 pan. of any day. ARTICLE XIV TRANS SECTION SS. Trains not to block streets. No person shall operate any train or train of cars, or permit the same to remain standing so as to block the movement of traffic upon any street for a period of time longer than five (5) minutes. ARTICLE XV SPECIAL SPEED • ZONES SECTION 89. Regulation of Speed by Traffic Signals. The city traffic engineer is authorized to regulate the timing of traffic signals so as lu permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at interesectlons, and shall erect appropriate signs giving notice thereof. ARTICLE XVI MI SCELLAN 1?0i; S SECTION 00. Whenever in this ordinance, signs or other notices arc authorized, it shall be the duty of the City Manager to install and to maintain said signs or other notices. ARTICLE XVII PENALTIES ANI) EFFECT OF ORDINANCE SECTION 91. Penalties. Any per- son violating any of the provisions of this ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be punished by imprison- ment in the city jail or in the county jail for not exceeding six months, or by a fine of not to exceed five hundred (5500.00) dollars, or by both such fine and imprisonment. SECTION 92. Effect of Ordinance. If any section, sub -section, sentence. clause or phrase of this ordinance is for any reason held to be uncon- stitutional, such decision shall not affect the validity ea the remaining portions of this ordinance. The legis- lative body hereby declares that It would have passed this ordinance and each section, subsection, sentence, clause and phrase thereof, irrespec- tive of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared un- constitutional. SECTION 03. Repeal. SECTION 94. Effective Date. This ordinance shall be in full force and effect on the thirty-first day after its passage. SECTION 95. Publication of Ordin- ance. Before the expiration of 15 days after Its passage, the City Clerk of the City of National City, California, shall cause this ordinance to be published once in the National City News, a newspaper of weekly circulation, printed and published in the City of National City, California.
