HomeMy WebLinkAboutCC ORD 1953-855 Amends § 8 of Ord. 803, curb and sidewalks (Repealed by 904)855 No. 855 — Page 1 ORDINANCE NO. 855 AN ORDINANCE OF CITY OF NATIONAL CITY, CALIFORNIA, AMENDING ORDINANCE NO. 803 OF SAID CITY BY AMENDING SUBSECTION A OF SECTION 8 OF SAID ORDINANCE AND DECLARING ITS URGENCY FOR THE IMMEDIATE PRESERVATION OF THE PUBLIC WELFARE AND SAFETY The City Council of CITY OF NATIONAL CITY, California, DOES ORDAIN as follows: SECTION 1: That Subsection (A) of SECTION 8 of ORDINANCE NO. 803 of CITY OF NATIONAL CITY is hereby amended to read as follows: "SECTION 8. IMPROVEMENTS. (A) The subdivider shall improve all land dedicated for streets, alleys or other public ways in the following manner: (1) GRADING: All streets and alleys or other public ways shall be graded according to plans and profiles approved by the City Engineer and City Council. (2) CURBS: Curbs shall be constructed on both sides of all streets within the subdivision and on the subdivider's side of all Streets bounding the subdivision where curbs are not already in place. Standard combina- tion curb and gutter shall be mandatory except where otherwise approved by the City Council. (3) SIDEWALKS: All sidewalks shall be installed with a minimum width of five feet and a distance of two feet from the property line on both sides of all streets within the subdivision and on the subdivider's side of all streets bounding the subdivision where sidewalks are not already in place. except where otherwise approved by the City Council. The treated base shall be concrete and shall have n compressive strength of four hundred fifty (450) pounds per square inch at seven (7) days. That where native material cannot be stabilized to meet the foregoing specifications, then and in that event new material shall be imported and said subgrade shall be stabilized to conform to the specifications herein - before set forth. The depth of the imported material shall be equal to the depth of the treated base hereinahove specifically set forth. That on all grades in excess of twelve percent (12 i, ), there shall be used a concrete pa,-ement not less than six (6) inches in depth and said concrete shall have a compressive strength of two thousand five hundred (2500) pounds per square inch at the age of twenty-eight (28) days. That the foregoing subgrading and surfacing requirements are manda- tory provided that any lesser requirement shall be permitted only by resolution of the City Council after a written report thereon by the City Engineer and said report having been filed with said Council. (5) DRAINAGE.: Flow of water in any natural waterways changed or otherwise modified by any improvements within or in connection with the new subdivision shall be provided for with culverts or channels designed in conformity with good engineering practice. Surface drainage accumulat- ed in streets shall be discharged into natural waterways by means of structures or channels satisfactory to the City Engineer." SECTION 2: That this ordinance is hereby declared an urgency matter necessary for the immediate preservation of the public welfare and safety, to take effect immediately following its final passage. The facts constitut- ing the urgency are declared to be as follows: To provide for adequate street improvement and thereby create an order- ly development of streets within City of National City. SF,CTION 3: That before the expiration of fifteen (15) days after its passage, the City Clerk of City of National City, California, shall cause this ordinance to be published once in the National City News, a news- paper of weekly circulation, printed and published in the City of National City, California. PASSED AND ADOPTED by the City Council of the City of National City, California, this Ilth day of December, 1953, by the following vote, to -wit: AYES: Councilmen Campbell, Carrigan, Parchen, Sarn NAYS: Councilmen None ABSENT: Councilmen None FRANK J.
