No. 715 AN ORDINANCE OF THE CITY COUNCIL OF TIIE CITY OF NATTONAL CITY, CALIFOR- NIA, ORDERING, C A L L I N G, PROVIDING FOR, AND GIVING NOTICE OF A. SPECIAL ELEC- TION TO RE HELD IN THE CITY OF NATIONAL CITY ON THE 26th DAY OF FEBRUARY, 1946, FOR THE PURPOSE OF SUB- MITTING TO THE QUALIFIED VOTERS OF SAID CITY A PROP- OSITION TO INCUR BONDED INDEBTEDNESS BY SAID CITY FOR A CERTAIN MUNICIPAL IMPROVEMENT. WHEREAS, the City Council of the City of National City, California, did, on the 2nd day of January, 1946, by a vote of more than two-thirds of the members of said City Council, adopt Resolution No. 3079 entitled "Resolution determining that the public interest and necessity of the City of National City demand the acquisition, construction and comple- tion of a. certain municipal improve- ment necessary- and convenient to carry out the objects, purposes and powers of said city, the cost of which will be too great to be paid out of the ordinary, annual income and rev- enue of said city," which said reso- lution was duly signed and approved by the Mayor of said city and at- tested and certified by the City Clerk of said city; NOW THEREFORE, the City Council of the City of National City, California DOES ORDAIN as fol- lows : Section 1.—T'hat a. special election be held, and the same is hereby called to be held, in the City- of National City, California, on the 26th day of February, 1946, for the pur- pose of submitting to the qualified v otcr's of said city the proposition of incurring indebtedness and issuing bonds of said city therefor, in the amount hereinafter set forth, and for the objects and purposes set forth in said resolution and herein- after stated. Section 2. That the objects and pur- poses for which said indebtedness is proposed to be incurred and bonds issoal therefor are as follows: The acquisition and construc- tion of a trunk sewer system in said city including the ac- quisition of all equipment, easements and other property necessary or convenient there- for. Section 3. That the estimated cost of the proposed municipal improve- ment described in Section 2 hereof is the sum of 8375,000; thatthe amount of the principal of the in.. debtedness to be incurred therefor is the sum of $375,000; that the max- imum rate of interest to be paid on said indebtedness shall not exceed four and one-half per cent (4r/a%) per ammrn. payable semiannually. That if the proposition for the in- curring of said indebtedness so sub- mitted receives the requisite number of yoga, to wit. two-thirds of the votes of the qualified voters voting on said proposition bonds of said city in not exceeding the principal arnount stated in such proposition shall be issued and sold for the ob- jects and purposes set forth herein. Section 4. That the polls for said election shall be opened at eight o'clock, A.M., of the day of said election, and shall remain open con- tinuously from said time until seven o'clock. P.M.. of the same day, when said polls shall be closed, except as provided in Section 5734 of the Elec- tions Code of the. State of California. Thaton the ballots to be used at said special election, in addition to any other matters required by law, there shall be printed substantially the following: Mark cross (X) on ballot ONLY WITH RUBBER STAMP; never with pen or pencil. (ABSENTEE. BALLOTS may be marked with PEN AND INK OR PENCIL) INSTRUCTIONS TO VOTERS To vote on any measure, stamp a cross (X) in the vot- ing square after the word "Yes" or after the word "No." All marks, except the cross (X), are forbidden. All dis- tinguishing marks or erasures are forbidden and make the ballot void. If you wrongly stamp, tear, or cleface this ballot, return it to the inspector of election and obtain another. On absent voter's ballots mark a cross (X) with pen or pencil. PROPOSITION: Shall the City of National City incur a bonded in- debtedness in the prin- cipal sum of $375,000.00 for the purpose 'of the YES acquisition and son- I struction by said city of a certain municipal improvement to wit: The acquisition and construction of a trunk sewer system in said I city including the ac- quisition of all equip- I NO meat, easements and other property neces- sary or convenient; therefor? A cross (X) stamped in the voting square after the word "Yes' shall be counted in favor of the adoption of the question or proposition. A cross (X) stamped in the voting square after the word "No" snail be counted against the adoption of the question or proposition. Section 5. That for the purpose of holding said election, there shall be a.nd are hereby established seven election precincts, designated as hereinafter stated; that. the polling places for the respective precincts shall be the places hereinafter desig- nated, and that the persons herein- after named, being competent and qualified electors and residents of said city and of their respective elec- tion precincts, are hereby appointed officers of election for their respec- tive election precincts, and they shall hold said election and make return thereof in the manner provided by law. Voting Precinct A shall consist of regular election precincts Nos. 1, 2, and 3 in the City of National City as now established for the holding of state and county elections. Gage Voting Precinct C shall consist of regular election precincts Nos. 7, 10, and 11 in the City of National City as now established for the holding of state and county elections. Polling Place: Central School on the cast side of E Avenue between Sth Street and loth Street. Inspector: George Mead Judge: Charles L. Brown Clerk: Mrs. Ruth M. .Tames Clerk: Mrs. June Fales Voting Precinct D shall consist of regular election precincts Nos. 12, 13, and 21 hi the City of National City as now established for the holding of state and county elections. Polling Place: Junior High School Auditorium, 16th Street and D Avenue Inspector: Mrs. Mae Kilcrease Judge: Mrs. Gladys E. Choate Clerk: Mrs, Myrtle Tyre Clerk: Mrs. Velma L. Vincent Voting Precinct E shall consist of regular election precincts Nos. 14, 15, and 16 in the City of National City as now established for the holding of state and county elec- tions. Polling Place: Kimball School Auditorium, West 18th Street Inspector: Mrs. Pearl Stewart Judge: Mrs. Rosemary Bolin Clerk: Mrs. Elva Walchel Clerk: Miss Beatrice Alexander Voting Precinct F shall Consist of regular election precincts Nos. 17, 18, 19, and 20 in the City of Na- tional City as now established for the holding of state and county elec- tions. Polling Place: Room 34, Sweet- water Union High School, 2900 Highland Avenue Inspector: Mrs. Gladys A. Har- bison Judge: 1tirs. Grace L. Boulette Clerk: Mrs. Sue M. Fosselman Clerk: Mrs. Mabel Gould Voting Precinct G shall consist of regular election precincts Nos. 22, 23, 8, and i) in the City of National City as now established for the hold- ing of state and county elections. Polling Place: Paradise Valley Sonata rium, Paradise Valley Inspector: J. A. Fritz Judge: Mrs. Aida K, Gundry Clerk: Mrs. Gwendolyn De Lucia Clerk: Mrs. Alice C. Pepper Section 6. That in all particulars not recited in this ordinance, said election shall be held and conducted as provided by law for holding mu- nicipal elections in said city. Section 7. That the City Council of said city shall meet at its usual place of meeting in the City- Hall on Tuesday, March 5, 1946, at 7:30 o'clock, P.M., of said day, and pro- ceed to canvass the election returns and declare the result of said elec- tion. Section 8. Thn.t the City Clerk shall certify to the passage a. rid adop- tion of this ordinance by a vote of more than two-thirds of all of the members of the City Council of said city at an adjourned regular meet- ing of said council, and its approval by the Mayor of saki city, and shall cause said ordinance to be published once a week for two (2) weeks in the NATIONAL CITY NEWS, a weekly newspaper of general circu- lation in said city. No other notice of such election need be given. Section 9. This ordinance shall take effect upon its passage. ADOPTED, SIGNED AND AP- PROVED this 22 clay of January, 194(i. CILBERT E.
