ORDINANCE NO. 732
AN ORDINANCE PROVIDING FOR
THE INSTALLATION AND REG-
CLATION OF TRAFFIC CONTROL
DEVICES AT INTERSECTIONS
WITHIN THE CITY OF NATION-
AL CITY, CALIFORNIA.
THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY does or-
dain:
SECTION 1: That the City Coun-
cil may by resolution cause to be in-
stalled and maintained official traf-
fic signals at such intersections and
at such other places as they deem
necessary for the regulation of traf-
fic; may establish safety zones of
such kind and character and at such
places as they may deem necessary
for the protection of pedestrians.
SECTION 2: (a) That the driver
of any vehicle and the person in
charge of any animal, and the motor-
man of any street car, shall obey the
instructions of any official traffic;
control device applicable thereto
placed in accordance with this or-
dinance unless otherwise directed by
a police officer, subject to the ex-
ceptions granted by section 5.
(b) That the driver of any vehicle
and the person in charge of any ani-
nzai,.and the motorman of any street
ear, shall obey the instructions of
any barrier or sign erected pursuant
to the provisions of this ordinance, or
any ordinance of National City, or
by any of the public departments or
public utilities of the City of Na-
tional City or any other person pur-
suant to law.
SECTION 3: Whenever traffic is
controlled by traffic control signals
exhibiting the words, "GO", "CAU-
TION" or "STOP", or exhibiting
different colored lights successively,
one at a time, the following colors
only shall be used, and said terms
and lights shall indicate as follows:
(a) Green alone or "GO".
1. Vehicular traffic facing the sig-
nal shall proceed either straight
through or turn right or left unless
a sign at such place prohibits either
such turn, except that;
2. Vehicular traffic shall yield the
right-of-way to other vehicles and to
pedestrians lawfully within the in-
tersection or adjacent crosswalks at
the time such signal is exhibited.
3. Pedestrians facing the signal
may proceed across the roadway
within any marked or unmarked
crosswalk.
(b) Yellow alone or with green or
"CAUTION" when shown following
the green or "GO" signal.
1. Vehicular traffic facing the
signal shall stop before entering
the nearest crosswalk at the inter-
section, but if such stop cannot be
made in safety a vehicle may be
driven cautiously through the inter-
section.
2. No pedestrian facing such sig-
nal shall enter the roadway until
green or "GO" is shown alone.
(c) Red alone or "STOP".

signal shall stop before entering the
nearest crosswalk at an intersection
or at such other point as may be
indicated by a clearly visible line,
and shall remain standing until green
or "GO" is shown alone.

2. No pedestrian facing such sig-
nal shall enter the roadway until
green or "GO" is shown alone.
(d) the ringing of a bell in con-
nection with any official traffic sig-
nal shall indicate preparation for
a change in the direction of traffic
movement. When such bell is sound-
ed no traffic shall enter an inter-
section until a green or "GO" signal
is shown.
(e) The motorman of any street
car shall obey the above signals as
applicable to vehicles except that a
street car shall be stopped in obe-
dience to a red or stop signal and
shall remain standing until green or
"GO" is shown alone.
(f) No person shall disobey the
directions of this section except when
it is necessary to stop for the pur-
pose of avoiding an accident or in
Lase of other emergency or when
otherwise directed by a police offi-
cer.
SECTION 4: When a yellow lens
is illuminated with rapid intermit-
tent flashes, drivers of vehicles may
proceed through the intersection or
past such signal only with caution.
SECTION 5: (a) The provisions
of tins ordinance, or any ordinance
of National City, regulating the op-
eration, parking and standing of ve-
hiores, shall not apply to any ve-
hic.e of the Polite or Fire Depart-
ment, any public ambulance, or any
private ambulance, or any public util-
i.y vehicle, which private ambu-
lance or public utility vehicle has
qualified as an authorized emer-
gency vehicle, when any vehicle men-
t_oned in this Section is operated in
ti:e manner specified in the Vehicle
Code in response to an emergency

(b) The foregoing exemptions shall
not, however, protect the driver of
any such vehicle from the conse-
quences of his wilful disregard of
the safety of others.
SECTION (i: This ordinance shall
to in full force and effect on the
3ist day after date of final passage.
SECTION 7: The City Clerk is
hereby directed to publish this or-
dinance once in the National City
\ens, a newspaper of weekly circu-
lation, printed and published in the
City of National City, California.

City Council of the City of National
City, Ca.ifornia, this 15th day of
April, 1947, by the following vote
to -wit:

NAYS: Councilmen None.
