ORDINANCE NO. 766
AN ORDINANCE OF THE CITY OF
NATIONAL CITY, CALIFORNIA,
REGULATING THE USE OF A
SEWER SYSTEM IN THE CITY
OAF NATIONAL CITY, AND DE-
CLARING THE EMERGENCY
THEREOF.
The City Council of the City of
National City, DOES ORDAIN, as
follows:
SECTION 1. It shall be unlawful
for any person, firm or corporation
to discharge waste or sewage into
any or all of the sewers, including
laterals of the City of National City
that does not meet the following re-
quirements or is otherwise detriment-
al to the operation of a Sewage
Treatment Plant.
1. Total suspended solids shall not
exceed 500 parts per million.
2. Oils, fats, or grease shall not
exceed 200 parts per million.
3. Range of hydrogen ion concen-
tration shall be between 6.5 and
9.0.
4. Temperature shall not exceed
100° F.
5. Dilutions with added water to
come within the maximum con-
centration shall not be permit-
ted.
SECTION 2. In addition to any
other penalty provided herein, any
person, firm or corporation violating
the provisions of this' ordinance may
be denied the use of the sewage sys-
tem in the City of National City.
SECTION 3. Any person, who for
himself, or for any other person, shall
violate any of the provisions of this
ordinance, shall for each violation
thereof, be deemed guilty of a mis-
demeanor and upon conviction by
any court having jurisdiction thereof,
shall be fined in the sum of not
more than Three Hundred Dollars
($300.00) or by imprisonment in the
City Jail not exceeding ninety (90)
days, or by both such fine and im-
prisonment.
SECTION 4. It is hereby declared
that the passage of this ordinance is
an emergency measure and is neces-
sary for the immediate preservation
of public peace, health and welfare,
and that this ordinance shall be in
full force and effect immediately up-
on its passage and publication.
The facts constituting the emer-
gency are these:
That the sewage front the City of
National City is discharged into the
Sewage Treatment Plant owned and
operated by the City of San Diego,
pursuant to an agreement therefor.
The City of San Diego in said agree-
ment with the City of National City
has provided for certain requirements
that shall not be exceeded for the use
of said Treatment Plant. If said re-
quirements are not met, the said
agreement is subject to termination,
and the City of National City has
no Sewer Treatment Plant of its
own, and therefore, no outlet for the
disposal of sewage.
SECTION 5. That the City Clerk
of the City of National City shall
cause this ordinance to be published
once in the National City News, a
weekly newspaper of general circu-
lation printed and published in the
City of National City, California.
SECTION 6. This ordinance shall
take effect and be in force on the
day of its final passage.

City Council of the City of National
City, California, this 6thday of
September, 1949, by the following
vote, to -wit:
AYES: Councilmen Adams, Curry,
Matthews, Thatcher, Fritz.
NAYS: Councilmen None.
ABSENT: None.
