HomeMy WebLinkAboutCC ORD 1941-684 Emergency defense council (Repealed by 1366)684 ORDINANCE NO. 684 AN ORDINANCE CREATING A NATIONAL CITY EMERGENCY DEFENSE COUNCIL AND PRE- SCRIBING ITS POWERS AND DUTIES. The City Council of the City of National City, California, does or- dain as follows: SECTION 1. For the purposes of providing a co-ordinating organiza- tion and to be prepared to meet the needs of the Citizens of the City of National City in the event of some major disaster, emergency or catas- trophe, this Ordinance is enacted. SECTION 2. There is hereby created an Emergency Defense Council which shall consist of the members of the City Council of the City of National City to perform the duties herein con- tained. SECTION 3. It shall be the duty rf the Emergency Defense Council to undertake to co-ordinate all resources of the City of National City and the various nit_zens of said City, together with tl,e resources of various cor- toration3, business houses, and also era;rons ding business in NA:the:al C y an i b:' means of mutual coopera- tion and effort create a plan which would permit an effective and effi- cient method of utilizing all resources and materials for relief of and the general welfare of the City of Na- tional City in the event, some major disaster, catastrophe or emergency occurs. SECTION 4. The Mayor of the City of National City shall be Chairman of the Emergency Defense Council and in the event of his absence the said Emergency Defense Council shall appoint one of its members to act as Cha.iranan. The Chairman shall have the power, in his discretion, to de- clare when an emergency disaster ex- ists and it shall be the duty of the Emergency Defense Council and the City Council of the City of National City to confirm and ratify the acts of the said Chairman, acting in the capacity as Chairman of the Emer- gency Defense Council during such an emergency. The Ernergency Defense Council shall have the power, in the event of such emergency, to obligate the City of National City for the pro- curement of any and all supplies, equipment, materials, food and all necessities of life which may be nec- essary for the purpose of alleviating suffering of the citizens of this City and for the purpose of protecting said citizens from the hardships an- ticipated in case such condition ar- ises. SECTION 5. There is hereby creat- ed the following Committees and such other committees as may be deemed necessary by the Emergency Defense Council to function under the direction of the Ernergency Defense Council in the event of such emer- gency: Law Enforcement Transportation Public Relations and Information Fire Emergency Street Power and Water Necessities of Life Supplies Medical Rescue 6ECTIO(N 6. Each and all of the Committees hereinabove referred to shall be under the control of a Chairman, who shall be appointed by the Chairman of the Emergency De- fense Council, to perform the duties to be prescribed for said Committee and each of them by the Emer- gency Defense Council. SECTION 7. The Emergency De- fense Council shall authorize a badge as a means of identification, the said badge shall be recognized by all law enforcing agencies as authority to pass in devastated areas in time of disaster or emergency. SECTION 8. This is an emergency Ordinance for the immediate preser- ve tion of the public peace, health, safety and morals and shall take effect immediately upon its passage. PASSED AND ADOPTED by the City Council of the City of of Nation- al City, California, this 11 day of Dec., 1941, by the following vote, to - wit: AYES: Councilmen Fritz, Newberry, Thatcher.
