ORDINANCE NO. 690
AN ORDINANCE PROVIDING FOR
THE CREATION OF THE OFFICE
OF COORDINATOR OF CIVILIAN
DEEN SE FOR TIIE CITY OF
NATIONAL CITY,
CALIFORNIA
THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY, CALIFORNIA,
do ordain:
Section 1: There is hereby created
the office of coordinator of civilian
defense, for the City of National
City, California.
Section 2: The City Council shall
have the authority to appoint by
resolution a coordinator of civilian
defense. It shall be the duty of such
coordinator to increase and promote
proper coordination between the ac-
tivities of the government and
private agencies cooperating in the
defense effort, and to provide for
the planning of a major disaster pro-
gram, and he shall be in charge of
all branches of promotion and opera-
tion of a civilian defense plan.
Section 3: In the event of invasion
or air attack, the coordinator of
civilian defense is hereby given
power and authority to call to his
assistance the fire department, the
police department. the street superin-
tendent, and all members of the civil-
ian defense organizations, and is to be
in charge of the corporate areas of
the city of National City for such
period.
Section 4: The city Councilshall
provide a special fund which fund
shall be used for the expenses of the
office of coordinator of civilian de-
fense, and the coordinator shall ex-
pend moneys out of such fund as
may be reasonable and necessary to
carry out the duties of his office and
which are not prohibited by the con-
stitution of the State of California,
subject to approval of the City Coun-
cil.
Section 5: This ordinance is passed
and adopted in the exercise of police
power, vested in the legislative body
in the city of National City, and is
for the preservation of public peace,
health, property, and safety of the
inhabitants thereof, and is an emer-
gency measure and shall therefore
take effect and be in force imme-
diately upon its final passage.
Section 6: The City Clerk is here-
by directed to publish this ordinance
once in the National City News, a
weekly newspaper printed and pub-
lished in National City, California.
PASSED AND ADOPTED by the
City Council of the City of National
City, California, this 7th day of July,
1942, by the following vote, to -wit:
AYES: Councilmen Christman, Cor-
dingly, Fritz, Newberry, Thatcher.
NAYS: Councilmen none.
