ORDINANCE NO. 692
AN ORDINANCE OF THE CITY OF
NATIONAL CITY, CALIFORNIA
AMENDING ORDINANCE NO. 052
OF SAID CITY, ENTITLED AN OR-
DINANCE REGULATING THE COST
AND MAINTENANCE OF THE
SAME, ESTABLISHING PROCED-
URE FOR THE REGULATION OF
PUBLIC CAMPS, REGULATING
LOCATION OF CAMP CARS, AND
TRAILERS, AND PROVIDING
AGAINST TRESPASS ON PRIVATE
PROPERTY, BY amending Sections 1
and 3 of said Ordinance and adding a
certain section thereto establishing a
licensing fee for maintenance of auto-
mobile trailers and providing a meth-
od for the collection of such license
fee.
The City Council of the City of
National City, California do ordain:
Section 1. That Ordinance No. 652
of the City of National City, Califor-
nia, entitled AN ORDINANCE R.:GU-
LATING THE COST ANT) MAIN-
TENANCE OF PUBLIC CAMPS, PRO-
VIDING FOR THE SANITATION OF
THE SAMP, ESTABLISHING PRO-
CEDURE FOR THE REGULATION
OF PUBLIC CAMPS, REGULATING
LOCATION OF CAMP CARS, AND
TRAILERS, AND PROVIDING
AGAINST TRESPASS ON PRIVATE
PROPERTY, duly adopted on the 17th
day of May, 1937, is hereby amended
by amending Section 1 and Section 3
-and by adding at the end of Section
11, and immediately following said
section 11, a new section to be known
as Ila.
"Section 1. For the purpose of this
ordinance, the following terms shall
be construed to have the meaning here-
in given:
CAMP CAR AND/OR TRAILER:
is any unit used for living or sleep-
ing purposes and which is or was
equipped with wheels or similar de-
vices used for the purpose of trans-
porting said unit from place to place,
whether by motive power or other
means.
PERSONS: Any person, firm or
corporation.
PUBLIC CAMP: An approved area,
lot or parcel of land regularly used
or intended regularly to be used for
temporary camping in tent or tents,
camp car and/or trailer or otirar
portable shelters; provided, however,
that an occasional and temporary use
of an area, lot or parcel of land for
camping by a single camping party
shall not be construed as a public
camp within the ?meaning of :.he or-
dina.me.
TRESPASSER: Any person, firm
or corporation who uses, crosses or
stands upon real property of an-
other without the permission of the
owner or person in Possession."
"Section 3. It shall be unlawful for
any person to camp on any property
belonging to or under the control of
the City of National City without
having first secured from the Chief
of Police a written permit so to do.
Camping permits may be issued by
the Chief of Police upon such terms
and conditions and for such periods
of time as in his judgment shall be
proper, and shall be revocable by him
at any time. The Chief of Police shall
charge and collect the sum of Fifty
cents ($.50) per week per trailer for
said temporary permit. Provided,
however, that no permits to camp
upon tidelands under the jurisdiction
of the City Council shall be issued by
the Chief of Police without the ap-
proval of the City Council."
"Section lla. There is hereby im-
posed a license fee of Fifty Cents
($.50) per week or portion of week
per trailer at each trailer camp licens-
ed hereunder. The owner or operator
as licensee of a trailer camp here-
under shall have the duty of collecting
the license fee from each occupant
of said licensed trailer camp, and
have the duty of paying said fee to
the City Treasurer on or before the
10th day of each month following the
month in which such fee Is due. In
the event the fee is not paid the in-
dividual occupants of trailers are li-
able therefor. Failure upon the part
of any licensee of any trailer camp
to collect and pay the fee as afore-
said, shall be grounds for immediate
revocation of his license."
Section 2. This ordinance shall take
effect and be in force on the 3lst day
from and after its final passage.
Section 3. The City Clerk is here-
by directed to publish this ordinance
once in the National City News, a.
weekly newspaper printed and pub-
lished in National City, California.
PASSED AND ADOPTED by the
City Council of the City of National
City, California, this 4 day of Aug-
ust, 1942, by the folowing vote, to -
wit:
AYES: Councilmen Christman, Cor-
dingly, Frits, Newberry, Thatcher.
NAYS: Councilmen None.
ABSENT: None.
