WHEREA, DUE to the nresent conditions, many minors are
loitering on the streets in the City of National City and
are on sold streets without the sroter parental control at
lute hours; and

Section 2. It shall be unlawful for any parent,
guardian, or other persons or persons, lawfully entitled to
the care, custody end control of any child under the age of
j7 years, to knowingly suffer such child to be unlawfully
upon the streets or other public place in the city between
the hours of 10:00e,. and 6: Q_A.y.
Section 3. Any person violating section I of this
ordinance shall be taken in the custody of the Police
Department of the City end turned over to the juvenile Court
of San Diego County 'to be dealt with under the laws of the
State of Californio.
section 4. Any person violoting Section 2 of this
Ordinance shall be deemed guilty of misdeomor and shall be
punishable by a fine not exceeding one hundred (100.00)
dollars or by imprisonment not exceeding thirty (30) days,
or both such fine and imprisonment in the discretion of the
Court.
Section 5. The several features, parts, provisions,
sections and terms of this ordinance are hereby declared
independent and severable, and the invalidity, if any, of
any feature, part, provision, section or term thereof, shall
not effect the remainder of this ordinance inoperative or
invalid. tll ordinances or parts of ordinances in conflict
herewith are hereby repealed.

war with several nations, and P. state of emergency exists
and therefore this ordinance is passed as an emergency
ordinance for the immediate preservation of the public
peace, health and for safety end shell be in full force and
effect as and of the date of final passage.
