That it is hereby declared to be unlawful for any person, firm or corporation to slaughter any animal, or to erect, maintain or use, or cause to be erected, maintained or used, any house, shed or other building as a slaughter house, or to dress or clean any slaughtered animal within that portion of the City of National City, California, described as follows: All that portion of the City of National City, California, Vying North of the Northerly line of 20th Street in said City, produced :+esterly to an intersection with the line of ordinary high tide in the bay of c,an Diego, and East of the .:esterly line of National Avenue in said City. 3ECTIuN 2. That each day in which any building is maintained or used as a slaughter house within that portion of said City of National City, described in erection 1 of this ordinance shall be deemed a separate violation of this ordinance and punishable as hereinafterprovided. SECTION 3. That any ;:erson, firm or corporation violating any of the provisions of this ordinance, shall upon conviction thereof, be deemed guilty of a misdemeanor and shall be punished by a fine not exceeding the sum of Three Hundred and No/100 Dollars, (300.00) or by imprisonment in the County Jail of the County of San Diego for o term not exceeding sixty days or by both such fine and imprisonment. 3ECTi0N 4. That the slaughtering of animals or the main— tenance of any slaughter house within that portion of the City of National City described in Section 1 of this Ordinance, is hereby declared to be a public nuisance. 6ECTION 5. That this is an Ordinance for the 1m1ediate 51. preservation of the public peace, health and safety and one of urgency, and shall take effect on and after the date of its final passage and approval. That a statement of the urgency of this measure is as follows: That the slaughtering of animals :.nd the mai(Ltenance and operation of slaughter houses are accompanied by obnoxious odors highly distasteful to human beings, and inasmuch as the prevailing winds in this locality are from the Northwest, .lest and Southwest, said City Council hereby finds as a fact, that the slaughtering of animals and maintenance of slaughter houses in the westerly portion of said City of National City would subject the residents and inhabitants of a large portion of said City to the constant dis- comfort occasioned by such obnoxious odors emanating from such slaughter house bei::3 blown across said City by said prevailing winds, thereby causing such inhabitants great discomfort, and interfering with the peaceful enjoyment of their homes andpro- perti es. SEC. ION 6.
