' HEREA.S, the City Council of the City of National City, California, deem it for the best interests of said uity and its inhabitants, that a fund be established and created for the purpose of improving the harbor and water front of said City,-ra0'.•,, TH .r;.".',_-v''E,- •.the City Council of the City of National City do ordain as follows: SECj1U:c 1. That there is hereby created and established a municipal fund to be known and designated as the ''Harbor Improve- ment rand" of said City- of National City. SECTION 2. That all rentals and monies hereafter collected from tide land leases lc;ssed by said city of relational City, shall be paid in and credited to the Harbor Improvemment i'und of said City of National uity. A11 funcs credited to and impounded in said Harbor Improvement Fund shall be used exclusively for the purpose of the construction, maintenance and repair of bulkheads, piers, docks, and wharves constructed upon the tide lands within the cor- porate limits of said City, and for the dredging of channels and turning basins, and providing for anchorage of vessels within that portion of the i3ay of San Diego lying between the prolongation of the Northern and Southern boundary linos of said City of National City, and for such other purposes as the City Council of said City may from time to time deem necessary for the improvement of the water front and harbor of said City of National City. SECTION 3. The City Council of said City of National City may, at its option, from time to time, by Ordinance or Resolution, add to said Harbor Improvement fund, by the transfer of unallocated and unnused municipal funds from the General Fund, or from any other municipal fund that raay be used for the general expenses of said City. 128. SECTION 4. This is an ordinance for the immediate preser- vation of the public peace, health and safety and one of urgency, and shall take effect from and after the date of its final passage and approval. That a statement of the urgency of this measure is as fol- lows: There has been appropriated by the Federal the United States, certain funds to be used for a channel in the iDay of San Diego opposite the v of the Cities of ;national city and Chula Vista, Government of the dredging of :titer front provided the Cities of National City and Chula Vista v:ill appropriate the sum of THOUSAND DOL ::RS (: 5000.00) each toward the ex- pense of the dredging of said channel, and this ordinance is passed in order that a fund may be created and monies impounded in order to raise s•zid sum of FIT THOUSAND DOLLARS (N50UC.00), and such other monies as nay from time to time be necessary for the improvement of the rater front and harbor of said City of National ::ity. SECTION 5. That the pity Clerk of the City of National City be, and she is hereby directed to cause this ordinance to be published once in the National City News, a weekly newspaper published and of general circulation within said City of National City.
