WHEREAS, the City Council of
the City of National City, California
come and deem it for tie best in-
terest of said City and its inhabi-
tants. that a fund be established
and created for the purpose of im-
provine the harbor and wet cr front
of said City:
NOW, THEREFORE THE CITY

9'IONAI. CITY DOES ORDAIN AS
FOLLOWS:
SECTION 1. That there is here-
1y created and esIublish cd a muni-
cipal fun'. It is established and
I,•=ignn loci as the "Harbor Im-
nrnvennit Fond" of said City of
Xrtional City.
SECTION 2. That all rentals
and leases hereafter collected from
tide -land lensed by the said City of
Notional City. shall he paid in and
credited to the Harbor Improve-
ment Fund of sal) City of National
city. All funds credited to and
Impounded in said Harbor Fund
shall be used exclusively for the
purpose of construction. mainte-
nance and renal!' of bulk heads,
Piers, docks and wharves construct_
ed upon the tide -hinds within the
corporate limits of said City, and
for the dredging of channels and
turning basins, and providing for
a nc hnrage of vessels within that
portion of the hay of San Diego ly-
ing within the proluni ation of the
northern and southern boundary
line of said City of National City
fur such other purposes of City
Cnuneil of said City as shall be
from time to time deemed neces-
sary for the Improvement of the
water front and harbor of said
('its of National City.
SECTION 3. The City Council
of the said City of National City
may, at its option, from time to
tirne, by Ordinance or Resolution.
add to said Harbor Improvement
Fund, by the transfer of unallocat_
ed and unused municipal fund from
the i4enerul fund, or from any other
municipal fund that may be used
for the general expense of said city.
SECTION 4. That this Ordi-
nance shall take effect. an:) he en-
forced on the thirty-first day from
and after the date of its final
pto-vt go.

certify in the passage of this Ordi-
nance and shall cause the saute to
be published in a weekly newspa-
per published in a general circula-
tion in the City of National (city
or the State of California within
fifteen (15) days from and after
its final passage.
