ORDINANCE NO. 647
AN ORDINANCE CALLING A
SPECIAL ELECTION IN THE
CITY OF NATIONAL CITY,
('lAI-IFOJt.NIA, FOR THE PUR-
POSE OF SUBMITTING TO
THE QUALIFIED ELECTORS

WHEREAS. on the 7th day of
Jaly, 1939, the City Council of the
l'ity of National City, California,
did adopt by a two-thirds vote of
all of its members that certain Re-
solotion tion No. 1823 entitled "Resolu-
t'on Determining that the Public
Interest and Necessity of the City
o: National City demand the Acqui-
<:•tion, Construction and Comple-
t'on of a certain Municipal Im-
provement necessary and conven-
ient to carry out the Objects, Pur-
poses and Powers of said City, the
o::t of which will be too great to
paid out of the ordinary, annual
income and revenue," and
WIIEREAS, it was by said Reso-
lution determined that the public
h terest and necessity of the City
of National City, and of Lhc in-
habit,nts thereof, demanded the
acquisition, construction and com-
pletion of that certain municipal
improvement described in said Re-
solution, and as hereinafter set
forth. and determined that said
municipal improvement was neces-
sary find convenient to carry out
th- object==, purposes and powers
o1' the municipality, and further
determined that the cost of said
municipal improvement was esti-
mated to be the sum of Twenty
Thousand (820,000.00) Dollars and
that such cost was too great to be
id out of the ordinary annual
income and revenue of said City;
and
WHEREAS. thih being the next
regular meeting of said City Conn-
ell after the adoption of the afore-
said Resolution, and in accordance
with the provisions of an Act of
the Legislature of the State of Cali-
fornia entitled "An Act authoriz-
ing the incurring of indebtedness
by cities, towns, and municipal.
corporations for municipal im-
provements and regulating the
acquisition, construction or com-
pletion thereof," Statutes 1901,
page 27, as amended,
NOW THEREFORE
The City Council of the City of
National City, California, DO OR-
DAIN as follows:
Section I. That a Special Elec-
tion be and the same is hereby
called and ordered. to be held for
the purpose of submitting to the
qualified electors in said City the
proposition of incurring a bonded
indebtedness. for the purposes set
forth in said Resolution, as follows,
to -wit:
FRO PO SITION
Shall the City of National City
incur a bonded indebtedness in
the sum of Twenty Thousand
($20.000.00) Dollars for the ac-
quisition, construction and com-
pletion of a certain municipal
improvement, to -wit: The ac-
quisition, construction and com-
pletion of a public building to he
used for a City Hall and general
municipal purposes including
tae furnishing and equipment of
sa me.
PURPOSE OF PROPOSED IN-
DEBTEDNESS.
Section 2. That the objects and
purposes for which said indebted-
ness is proposed to be incurred are
for the acquisition, construction
and comrletion of a public build-
ing to be used for a City Hall and
general municipal purposes includ-
ing the furnishing and equipment
of same.
ESTIMATED COST
Section 3. That the estimated
cost of said proposed public im-
provement is the sum of Twentv
Thousand ($20,000.00) Dollars.
AMOUNT OF PROPOSED IN-
DEBTEDNESS.
Section 4. That the amount of
the principal of the indebtedness
proposed to be incurred therefore is
the sum of Twenty Thousand ($20,-
000.03) Dollars all in lawful money
o: the United States, which indebt-
edness, if incurred, shall bear in-
terest at a rate not to exceed 41
per centum (4% %) per annum
payable semi-annually, in like law
fuI money of the United States.
DATE OF ELECTION.
Section 5. That said Special
Election shall ke held upon the
17th day of September, 1930, and
that the polls therefor, as herein-
after specified, shall be opened upon
raid day at the hour o' 8:00 o'clock
A. M. and remain open until the
hour of 7:00 o'clock P. M., at which
lime they shall be closed.
MANNER OF HOLDING ELEC-
TION AND VOTING ON PROPO-
SITION.
Section 6. That the manner of
holding said Special Election and
the voting for cr against the in-
curring of said indebtedness, shall
be as follows:
The ballot provided for said Spe-
cial Election shall be so printed as
to state the said proposition set out
in Section 1 hereof, in manner and
form as follows:

In addition to the directions
which are required by law to be
printed on the ballot, it shall con-
tain the following directions to the
voters, to -wit:
"Electors voting at said elections
shall indicate their choice on the
proposition contained on this
ballot by stamping a cross (x) in
the voting square after the word
"Fes" or after the word "No."
To vote for the proposition stamp
a cross (x) in the voting square
at the right of the word "yes."
To vote against the proposition
stamp a cross (x) in the voting
square at the right of the word
All marks except the cross (x)
aro forbidden, and all distin-
guishing marks or erasures are
forbidden and make the ballot.
void.
If you wrongly stamp, tear or
deface this ballot, return it to
the inspector of election and ob-
tain another."
In all particulars not recited in
this ordinance, such Special Elec-
tion shall be held and conducted
in the manner provided by law for
holding municipal elections in cities
or the Sixth Class.
ELECTION PRECINCTS, POLL-
ING PLACES AND OFFICERS.
Section 7. That there is hereby
established Five (5) voting pre-
cincts for the purpose of holding
said Special Election, consisting of
a consolidation of the regular elec-
tion precincts established by the
Board of Supervisors of the County
or San Diego, State of California,
for holding State or County elec-
tions, as follows:
(1) Consolidated Voting Precinct
"A" comprising State and
County National City Pre-
cincts Numbers One (1),
two (2) and three (3).
And the polling place thereof
and officers o. said election ap-
pointed for such precinct are as
follows:
Polling Place, Garage, 1224 Na-
tional Avenue.
Inspector, J. C. Ball.
Judge, Mrs. Julia McCleese.
Clerk, Mrs. Ethel T. Wassner.
Clerk, Airs. Pearl H. Stewart.
(2) Consolidated Voting Pre-
cinct "B" comprising State
and County National City
Precincts Numbers Six (6).
Seven (7) and Eight (8.)
And the polling place thereof
and officers of said election ap-
pointed for such precinct are as
follows:

rage, rear of 228 E. 1st St.

Section 8. That the City Clerk
is hereby ordered and directed to
procure and have printed the requi-
site number of ballots and such
other supplies and printed matter
as may be necessary or required
in order to hold said election.
Section 9. That the City Clerk is
hereby ordered and directed to
cause this ordinance to be publish-
ed once a week for two weeks in
the National City News, being a
newspaper published less than six
days a week-, and a newspaper of
general circulation published and
circulated in said City.
Section 10. That this ordinance
shall 'become effective thirty-one
(31) days after the date of final
passage.
PASSED AND ADOPTED by the
City Council of the City of National
City, California, this 27th day of
July, 1936, by the following vote.
