ORDINANCE no. 58.
AN ORDINANCE ESTABLISHITM FIRE LIITS IN
ThE CITY OF NATIONAL CITY, CALIFORNIA, RE-
GULATING TiE CO'JSTRUCTION AND EQUIPMENT OF
BUILDINGS THEREIN APTPROVIDING PENALTIES
FOR THE VIOLATION THEREOF.
The Loard of Trustees of the City of National (,ity,
California, do ordain as follows:
SECTION 1. That there Le and there is hereby established

Map No. 585; thence Westerly along the Southerly line of said
Block land along said line produced Westerly to the Southeasterly
corner of Block 12, Map of National City, Wap No. 348, said
Southeasterly corner being on the Westerly line of National Ave-
nue; thence Southerly along the Westerly line of National Avenue
to the Southeasterly corner of Block 13, Map of National City,
Map No. 348; thence eesterly along the Southerly line of said
Block 13 to the Southwesterly corner of said Block 13, the
-place of beginning. Whenever numbers. of 'Jape are mentioned
herein, they refer to the numbers thereof recorded in the office
of the County ecorder of the County of San Diego, State of Calf-
ornia.
SECTION 2. Every butiding hereafter erected within said
fire limits, shall be enclosed on all sides with walls constructed
only of stone, well -burned brick, terra cotta, concrete, or other
equivalent incombustible materials, except as herein otherwise pro-
vided, and shall have the roof, top and all sides of all roof
structures, including dormer windows, covered with incombustible
materials. All cornices shall be of incombustible materials.
All enlargements, aeditions or remodeling of buildings
and structures within said firo limits, shall meet the same

requirements as provided for new buildings built within said
fire limits. This paragraph shall not beconstrued to prohibit
ordinary repairs, the replacing of any defective structural
member, the remodeling of store fronts which improve the con-
ditions or lessen the fire hazard, or similar approved improve-
ments.
SECTION 3. No frame or wooden structure shall hereafter be
built within the fire limits as herein described, or within the
fire limits ashereafter established, except the following*
1. Family residences built upon a concrete or brick
foundation and covered with stucco or similar approved fire
resisting material.
2. Temporary one-story frame buildings, for the use of
builders.
3. Small out-houes and garages, if covered with stucco
or other approved fire resisting material, and no wooden floors
will be allowed in garages.
SECTIeN 4. For every public Garage, coffee roaster, bakery,
or dry cleaning establishment there shall be maintained therein
one three (3) gallon chemidal fir extinguisher for each two
thousand (2000) square feet of floor space or freetion thereof.
SECTION 5. The ends of all floor, ceiling or roof beams,
entering a party or fire wall from opposite sides, than be
separated by at least 4 inches of solid masonry*
SECTION 6. The total openings in a fire wall shall not
exceed twenty-five (25) per cent of the area of the wall.
SECTION 7. In all buildings hereafter erected, which are
used for business purposes or for public assemblage, or for any
purpose whatever, if over Chao (3) stories high, except private
dwellings, tho Qtair shafts shall be separately and continuously
enclosed by incombustible portitions therein. Elevator shafts in
all buildings hereafter erected shall be enclosed in the.same
manner. The partition° shall be constructed of brick and not

less than eight (8) inches thick or of hollow or solid partition
blocks not less than three (3) inches thick set in Portland cement
mortar; or four (4) inch stud pertitions covered on each side with
not less than one-half (i) of an inch of Portland cement plaster
on metal lath; or by two (2) inch solid metal lath and Portland
cement plaster partition; or other fire resisting material approved
by the Fire Marshal. The metal frame work of such partitions shall
be securely fastened to both flther and ceiling. All lath used for
such partitions shall be of galvanized steel weighing not less
than fifty-four (54) ounces per square yard. Wire lath shall be
not less than No. 20 gauge, and sheet metal lath not less than
No. 24 gauge.
SECTION 8. Where stairway, elevator or dumb -waiter shafts
extend through the roof and are covered by a skylight, the sky.
light shall be covered with incombustible frame and sash glazed
with wire glass, and shall be protected with a galvanized wire
screen with a mesh not exceeding one (1) inch, and the wire not
smaller than 20 gauge. The screen shall have metal supports and
be placed not less than six (6) inches above the skylight. In-
stead of akylight, a window may be placed in the side of the
shaft above the roof which is farthest removed from the property
line. The window shall have incombustible frame' and sash, and be
glazed with thin glass.
SECTION 9. In every building hereafter eoetod or altered,
all walls or partitions forming interior light and vent shafts
shall be built in accordance ith the requirements of stair and
elevator shafts of new buildings as specified in Section 7 of
this Ordinance.
Where a dumb -waiter shaft does not extend through the
roof the top of the shaft shall be of fire resisting construction
of the same thickness as the walls of the ahaft.
The walls of all light and vent shafts hereafter erected
shall extend not less than two (2) feet above the roof level.

SECTION 10. All openings in roof' for the admission of light
or air, other than these specified in Sections 8 and 9 hereof
Shall have incombustible frames and eash glazed with wire glass;
if protected above and below by galvanized steel wire screens
with a mesh not exceeding one (1) inch and not smaller than
No. 12 gauge.
SECTION 11. In every building hereafter erected or altered
within said fire limits, expept private dwellings, each flops,
area above the first floor shall be provided with at least two
means of egress remote from. each other, one• of which shall be an
enclosed stairway. No portion of any floor shall be more than
100 feet from a place of egress. Elevators shall not be con-
sidered as a means of egress as specified in this Section. All
ezita in schools, hospitals, theatres and other placed of public
assemblage shall open outward.
SECTION 12. No open flame heating or lighting device shall
be used in any room where gasoline or other volatile, inflammable
fluids are stored or handled.
SECTION 13. No permit shall be issued for any new building
or for any enlargenent, addition or renedeling ofeaxisting build-
ings or structures within said fire limits, until plans and
specifications therefor have been approved by the Engineering
Department or the Board of Trustees of said City.
SECTION 14. Any and all persons who shalJ violate any
of the provisions of this ordinance or fail to comply therewith
or who shall violate or fail to comply with any order or regulae
tion thereunder or who shall build in violation of any detailed
statement of specifications or plans submitted or approved there-
under, or any certificate or permit issued thereunder, shall
severally and for each and every such violation and non-compliance
respectively, be guilty of a misdemeanor and upon conviction
thereof shall be punished by e fine of not exceeding three
hundred ($300.00) dollars, or by Imprisonment in the county jail

of San Diego County, California, or in the City Jail of said
City of National City, for not exceeding three (3) months, or
by both such fine and imprisonment. The imposition of ono
penalty for any violation of this ordinance shall not excuse said
violation, or pernit it to continue; and all such persons shall
be required to correct or remedy such violations or defects
within a reasonable time; and each ten (10) days such prohibited
conditions are mainte,ined shall constitute a separate offense.
SECTION 15. All ordinances and parts of ordinances in-
consistent herewith are hereby repealed.
SECT/ON 16. That the City Clerk be and he is hereby
directed to cause this ordinance to be published once in The
National City News, a nowepaper printed, and published in said dity
and .L general circulation therein.
SECTION 17. This Ordinance shall ffect on the 31st
day after its passage and approval.
