ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
AMENDING THE DOWNTOWN SPECIFIC PLAN
WHEREAS, pursuant to the terms and provisions of the California Government
Code, proceedings were duly initiated for the amendment of the Downtown Specific Plan; and
WHEREAS, on October 16, 2017, a noticed public hearing was held by the
National City Planning Commission and all persons interested were given the opportunity to
appear and be heard before the Planning Commission; and
WHEREAS, the Planning Commission has regularly and duly certified its report
to the City Council of National City and has recommended approval of amending the Downtown
Specific Plan with the addition of a provision allowing schools to be located in the Downtown
Area, subject to a Conditional Use Permit and requiring Planning Commission recommendation
to the City Council of all discretionary permits in the Downtown Specific Plan area; and
WHEREAS, pursuant to a published 10-day notice of the adoption of said
ordinance, a public hearing was held by the City Council on November 7, 2017, and at said
public hearing, all persons interested were given the opportunity to appear and be heard before
the City Council.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
National City that the oral and documentary evidence presented to the City Council at the public
hearing held on November 7, 2017, support the following Findings of Fact:
FINDINGS FOR ADOPTION OF THE PROPOSED AMENDMENT
TO THE DOWNTOWN SPECIFIC PLAN
1. That the proposed amendment to the Downtown Specific Plan is consistent with the
General Plan. The Specific Plan proposes a comprehensive land use, parking, and
circulation plan along with design guidelines that support the Specific Plan's goals,
polices, and will guide future public and private development.
2. That the proposed amendment has been reviewed to be in compliance with the
California Environmental Quality Act (CEQA). The Amendment to the Downtown Specific
Plan tiers off the 2012 General Plan Environmental Impact Report, CEQA Findings, and
Traffic memorandums.
NOW, THEREFORE, the City Council does ordain as follows:
Section 1. All protests, if any, against said amendment to the Downtown Specific
Plan and each of them shall be and hereby are denied and overruled.
Section 2. That the City Council of the City of National City has reviewed and
considered the proposed Downtown Specific Plan, as amended, and based on the findings set
for the herein, hereby approves and adopts said proposed Downtown Specific Plan,
incorporated herein by reference and on file in the Office of the City Clerk.

Passed and adopted by the Council of the City of National City, California, on
November 7, 2017 by the following vote, to -wit:
Ayes: Councilmembers Cano, Mendivil, Morrison, Rios, Sotelo-Solis.
Nays: None.
Absent: None.
Abstain: None.

I HEREBY CERTIFY that a Notice of Public Hearing was given pursuant to Government
Code Section 65090 and Section 65094 in accordance with Government Code Section
6061 by publication in a newspaper of general circulation within the jurisdiction of
National City on October 27, 2017.
FURTHER CERTIFY THAT said Ordinance was read in full prior to its final passage or
that the reading of said Ordinance in full was dispensed with by a vote of not less than
a majority of the members elected to the Council and that there was available for the
consideration of each member of the Council and the public prior to the day of its
passage a written or printed copy of said Ordinance.
FURTHER CERTIFY that the above and foregoing is a full, true and correct copy of
ORDINANCE NO. 2017-2441 of the City Council of the City of National City, passed
and adopted by the Council of said City on November 7, 2017.
