The City Council of •the City of National City California, DOES Olt- DAIN as follows: SECTION 1. (a) The office of City &Tanager for the City of National City is hereby established. The City Mfanager shall be appointed by the City Council solely on the basis of executive and administrative quali- fications. and shall hold office (luring the pleasure of the City Council. No person elected to membership on the City Council shall, subsequent to such election, be eligible for appointment as City Manager until one year has elapsed following the expiration of the last term for which he was elected. (b) During the absence or disabil- ity of the City Manager the Council may designs tea some properly qualified person to perform the duties of the office of City Manager. sEcr1ON 2. The City 'tanager shall he the administrative head of the City Government under the di- rection and control of the ('ouncil. except as otherwise provided hy Or- dinance. The City Manager .shall be responsible to the City Council for the efficient administration of all the affairs of the City which are under the City Manager's control. In addition to the City Manager's gen- eral powers as administrative head. and not as a limitation thereon, it :;hail he the duty and the City Man- ager shall have power: 1. To see that all laws and ordi- nances are duly enforced. 2. Tu employ, discipline or remove all heads of departments and all sub- ordinate officers and em PI ogees of the City. to transfer employees from one depart went to allot her; and to ,consolidate or combine offices, posi- tions, departments, or units under the City Manager's jurisdiction with the approval of the City Council in each instance. Nothing herein con- tained shall apply, however, to the City Clerk, City Attorney. or City. Treasurer. 3. To exercise control over all de- partments and divisions of the City - Government and over :+11 appointive officers and employees thereof sub- ject to the approval of the City Council, except as herein provided. 4. To attend all meetings of the Council and it committees unless ex- cused therefrom by Ole Council or the committee and except when the re- moval of the City Manager is under consideration hy the Council. 3. To recommend to the Connell for adoption such measures and or- dinances as are deemed necessary or expedient. C,. To keep the City Council at all tames advised as to the financial con- ditions and needs of the City. 7. To prepare and submit to the City Council the annual budget. F. '1'o prepare and recommend to the City Council a salary plan. 9. To purchase all supplies for all of the departments or divisions there- of, and no expenditure shall be sub- mitted or recommended to the City Council except upon report or ap- proval of the City Manager. 10. 'ro make Investigations into the affairs of the ('Icy or any department or division thereof or any contract, or the proper performance of any ob- ligation running to the City. 11. To investigate all complaints in relation to all matters concerning .the administration of the government of the City and in regard to the service maintained by public utilities in the City, and to see that all franchises, Permits and privileges granted by the City are faithfully observed. 12. To exercise general supervision over all public buildings, public parks, streets and other public property which are under the control and juris- diction of the City Council. 13. 'ro prepare and submit to the City Council an organization chart showing the organization plan for all departments of the City government. 14. To issue on behalf of the Coun- cil all licenses and permits not oth- erwise provided for by ordinance. 15. To superintend the construction of all public work within the City. 18. To develop and organize neces- sary Public improvement projects and assist the City Council and the vari- ous departments in carrying the sante through to successful conclusion. 1.7. 'I'o serve as public relations of- ficer of the City government and to follow through and endeavor to ad- just all just complaints filed against any employee, department, division. or service thereof.
