PUBLIC COMMENT Mayor Morrison summarized the process for acceptance of live public comment allowing three 3 minutes per comment and introduced City Clerk Chapel. Six speakers provided in -person comments and two 2 people provided virtual comment. F i CL M TI IS AND RECOGNITION 6.1 Introduction of New City Employees City Manager Ben Martinez introduced Deputy City Manager Brian Hadley who introduced the new Building Official Sam Marrinan. City Manager Martinez introduced the new Director of Human Resources Lydia Flores -Hernandez. 6.2 Women's History Month Mayor Morrison introduced the item and presented the Proclamation to local business owners Sandy Barajas, Sherry Logue, Vanessa Lopez, Yadira Garcia, and Diana G dine . 7. PRESENTATION Limited to Five 5 Minutes each ,1 Small Business Administration (SBA) Disaster Center Management Analyst III Walter Amedee introduced U.S. Small Business Administration Public Information Officer Javier Caltenco who presented the item. ITEM CONTINUED TO THE MARCH 19, 2024 CITY COUNCIL MEETING 7.2 Annual Report - CPRC . REGIONAL BOARDS AND COMMITTEE REPORTS Limited to Five 5 Minutes each Councilmember Rodriguez had no report. Councilmember Bush reported on his attendance at the Local Agency Formation Commission Board Meeting. Councilmember Molina provided a report on the recent SANDAL Board Meeting and provided information for an upcoming Board retreat. Vice -Mayor Yamane provided an update on the business of the Sweetwater Authority. Mayor Morrison had nothing to report. Port of San Diego Commissioner Sandy Naranjo presented an update on the recent Port Master Plan Update meeting and reported on their Board Retreat. 9. CONSENT T CALENDAR ACTION: : Motion y Councilmember ember Rodriguez, seconded by Vice -Mayor Yamane to approve Consent Agenda items 9.1 through 9.31 and 9.5 through 9.6. Item 9,5 was pulled for discussion by Vice -Mayor Yamane. Motion carried by unanimous vote. 9.1 Approval of Reading by Title Only and Waiver of Reading in Full of Ordinance on this Agenda Motion carried by unanimous vote. .2 Approval of City Council Meeting Minutes. Approve and file. Motion carried by unanimous vote. 9.3 California State Library Lunch at the Library Grant Funds Acceptance Adopted Resolution No. 2 2 -1 . Adopt the Resolution Entitled "Resolution of the City Council of the City of National City, California, Authorizing the City Manager or his Designee to Accept the California State Library Grant in the Amount of $25,000 to Fund the National City Public Library's Lunch at the Library Program for FY 2024 and Authorizing the Establishment of a Library Grants Fund Appropriation of $25,000 and Corresponding Revenue Budget." Motion carried by unanimous vote. Item pulled by Vice -Mayor Yamane. 9.4 Partial Termination of a Notice of Restriction Related to Union Tower for a Conditional Use Permit (CUP) Approved in 2011. Adopted Resolution No. 22-1 4, Assistant Director Community Development Martin Reader reported on the item. Recommendation: Adopt the Resolution Entitled, "Resolution of the City Council of the City of National City, California, Authorizing the Partial Termination of a Recorded Notice of Restriction for Conditional Use Permit 2011-27 Cup for Public Assembly at 541 East 24th Street in Association with the Union Tower Project" ACTION: Motion by Vice -Mayor Yamane, seconded by Co oily ember Rodriguez to adopt the resolution. Motion carried by unanimous vote. 9.5 Warrant Register #28 for the period of 1/5/24 through 1/11124 in the amount of $3,$3,063,912.04. Ratify Warrants Totaling $3,063,912.04 Motion carried by unanimous vote. 9.6 Warrant Register #29 for the period of 1 /12124 through 1 1 24 in the amount of $440,639.82. Ratify Warrants Totaling $440,63982 . Motion carried by unanimous vote. 1. PUBLIC HEARING 10.1 Ordinance for Introduction — Prevailing Wage Requirement for Traffic Control Workers Assistant Director of Engineering/Public Works Martha Juarez presented the item. Assistant City Attorney Richard Romero was present and addressed the Council. Mayor Morrison declared the Public Hearing open at 7:21 p.m. One virtual public comment was received from Kelvin Barrios. ACTION: Motion by Vice -Mayor Yamane, seconded by Councilmember Rodriguez to close the public hearing. Motion carried by unanimous vote. Mayor Morrison closed the Public Hearing at 7:22 p.m. Recommendation: Introduce Ordinance by First Reading, entitled, "Ordinance of the City Council of the City of National City, California, Adding Chapter 2.78 Traffic Control Worker Prevailing Wage to Title 2 of the National City Municipal Code to Establish a Traffic Control Worker Prevailing Wage." ACTION: Motion by Councilmember ember Molina, seconded by Mayor Morrison to introduce the Ordinance with the amendment to add language to include the installation and removal of traffic control devices. Motion carried by unanimous vote. Councilmember Rodriguez left the dais at '35 p.m. and returned at : .m. 11 a STAFF REPORTS 11.1 Discussion and Direction Regarding a Temporary Local Emergency Ordinance Prohibiting Evictions and Rental Increases, Providing Relocation Assistance, and a Right to Return During the Local Emergency Related to the Recent Floods. City Attorney Barry Schultz presented the PowerPoint Presentation. Director of Community Development Carlos Aguirre addressed the Council. One virtual public comment was received from Molly Kirkland. in -person comment was received from Dave Gillingham, Edward Nieto, George Ching, and Melanie Woods. Mayor Morrison released the translators at 8:02 p.m. Recommendation: 1. Direct City staff to prepare a Local Emergency Ordinance with specific provisions as outlined in the Agenda Report. . Take no action and rely on existing San Diego County ordinance. ACTION: Motion by Councilmember Bush, seconded by Councilmember Rodriguez to move forward with an Ordinance. Substitute motion by Councilmember Molina, seconded by Vice -Mayor Yamane for the City to hold on enacting a City Ordinance in order to obtain more information on the current County Ordinance, and to direct staff to contact landlords to determine their needs to rebuild units. Friendly amendment by Mayor Morrison for the item to return to Council before the expiration of the current County moratorium' Amended motion by Councilmember Molina, seconed by Vice -Mayor Yamane for the item to return at the March 19, 2024, City Council Meeting to allow staff to obtain more information on the current County Ordinance and to contact landlords to determine their readiness to rebuild units.
