HomeMy WebLinkAboutCC RESO 15,937RESOLUTION NO. 15,937 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING REQUEST FOR PROPOSALS TO CONDUCT A PARKING STUDY ON THE WESTSIDE OF THE CITY AND AUTHORIZING THE CITY ENGINEER TO SOLICIT PROPOSALS FOR SAID STUDY BE IT RESOLVED by the City Council of the City of National City that the City Council does hereby approve the Request for Proposals (RFP) to Conduct a Parking Study on the West Side of the City, a copy of which RFP is attached hereto as Exhibit "A". BE IT FURTHER RESOLVED that the City Council does hereby authorize the City Engineer to solicit proposals for said study. PASSED and ADOPTED this 11th day of April, 1989. Although the Westside is now zoned for industrial/commercial uses, there are still many residential areas remaining. Residential Permit Parking Districts have been established in certain areas, but due to increasing demands from the local residents, it apLpars that the area is leaning toward a Plaster Parking District for the entire Westside. To help us in implementing the most appropriate mitigation measures, we are in need of a comprehensive parking study which will guide us in selecting the most cost effective solutions. SCOPE OF WORK This study shall include the following work items as a minimum: TAS (S 1. An inventory of parking signs and curb markings on all streets in the study area (see Attachment 1). 2. A full inventory of available on -street and off-street parking. 3. Parking occupancy counts for all streets in the Westside, 6:00 a.m. to 6:00 p.m., average weekday and Saturdays. 4. Aerial photographs and reproducible mylars at a scale of 1 "=100' for the study area. -1- c. 5. The consultant shall provide the City with five copies of a draft report for review, within sixty calendar days of the notice to Proceed. The City's review should be completed, and the draft report comments returned to the Consultant within fifteen calendar days from the receipt of the draft report. A final draft report should be submitted to the City within 20 Calendar days of the receipt of the City's comments. Upon approval by the City of the final draft Report, the Consultant shall provide twenty (20) hound copies of the final report to the City along with the loose leaf masters. jr'ISCEi L7\ :'O US To assist in our evaluation of the proposals, please include a list of the proposed staff, (including the Project .tanager) with a summary showing how much tine each person will he contributing to the project. The proposal should provide the proposed hourly fees, and a not -to -exceed fee cost. The proposal should be suamitted in a format which specifies the various costs of the different components of the study which can be added or deleted without affecting the integrity of other study components. Also attached for your use, is a copy of National City's Circulation Element (Attachment 2) .
