HomeMy WebLinkAboutCC RESO 16,024RESOLUTION NO. 16,024 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ESTABLISHING THE ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR 1989-90 WHEREAS, the voters of California on November 6, 1979, added Article XIII-B to the California Constitution placing various limitations on the appropriations of the State and local governments; and WHEREAS, Article XIII-B of the California Constitution provides that appropriations made by State and local governments shall be changed annually by a factor comprised of the change in population and the change in the U.S. Consumer Price Index or California per capita income, whichever is less; and WHEREAS, Article XIII-B of the California Constitution provides that the appropriations limit of an entity of government may be changed by the electors of such entity; and WHEREAS, the electors of the City of National City on June 7, 1988, approved the adoption of an ordinance changing the City of National City's appropriations limit for fiscal years 1987-88 through 1990-91 to allow the use of all existing tax revenue sources by the City; and WHEREAS, the calculations for making these adjustments for the City of National City are shown in Exhibits "A", "B" and "C" attachered hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the appropriations limit for the fiscal year 1989-90 shall be $15,682,648. Price Factor: Section 7901 of the Government Code specifies that the percentage change in the lesser of the March to March U.S. All Urban Consumer Price Index (CPI) or California 4th quarter per capita personal income is to be used as an annual percent change in determining the appropriation limit. The percent change to be used in setting the 1989-90 limit is: U.S. Consumer Price Index: 4.98 B. Population Percentage Change: The attached city and county population percentage changes were prepared pursuant to Sections 2227 and 2228 of the Revenue and Taxation Code and are calculated as of January 1. The change from January 1, 1988 to January 1, 1989 is used in setting the 1989-90 appropriation limit. C. Example using the factors for the State's appropriation limit: Price: 4.98; Population: 2.41; Converted to a factor 1.0498 Converted to a factor 1.0241 Ratio of change: 1.0498 X 1.0241 = 1.0751 The change factor of 7.51 is applied to the 1988-89 appropriation limit to obtain the 1989-90 limit.
