A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA
ADOPTING AN AMENDMENT TO THE GENERAL PLAN.
CASE FILE NOS. GP-1-89, GP-2-89
WHEREAS, the City Council oonsidered the recommendation and findings
of the Planning Commission for approval of an amendment to the General Plan
regarding residential and joint residential/commercial development in
commercial zones, and regarding a change to the Combined General
Plan/Zoning Map from CH (Heavy Commercial) to RS-3-PD (Residential, Single -
Family Extendable - Planned Development) for property on the north side of
30th Street, approximately 190 to 300 ft. Past of "A" Avenue, along with
evidence and testimony presented at the duly advertised public hearing held
by the City Council on July 11, 1989; and,
WHEREAS,
held studies
the Planning Commission and City Council have caused and duly
and proceedings for the timely amendment to the General Plan
of the City of National City, pursuant to Title 7, Chapter 3, Article 6 of
the Government Code of the State of California; and,
WHEREAS,
held on June
of The City
presented at
the Planning Commission at a duly advertised public hearing
19, 1989 considered the proposed amendment to the General Plan
of National City, along with all evidence and testimony
said hearing, and along with the proposed Negative Declaration
together with any comments received; and,
WHEREAS, the City Council recognizes the need and desirability to
conduct reviews of, and consider amendments to, the General Plan to
accommodate the changing needs of the community;
NOW, THEREFORE BE IT RESOLVED that the City Council has considered the
proposed Negative Declaration together with any comments received during
the public review process and all evidence and testimony presented at the
hearing and finds that on the basis of the Initial Study and any comments
received that there is no substantial evidence that the project will have a
significant effect on the environment, approves the proposed Negative
Declaration, and authorizes the filing of a Notice of Determination.
BE IT FURTHER RESOLVED that the City Council finds that the public
interest, general welfare, convenience, and sound planning principles
require the proposed General Plan amendment, as described in the reports
prepared by staff for the proposed amendment.
BE IT FURTHER RESOLVED that the City Council finds that the proposed
changes to the General Plan regarding residential and joint
residential/commercial development in commercial zones are consistent with
the existing General Plan policy regarding the provision of the
availability of a broad range of housing types and with the General Plan
policy to protect established neighborhoods from inappropriate non-
residential use by permitting residential development where appropriate in
specified commercial zones.
BE IT FURTHER RESOLVED that the City Council finds that the proposed
amendment from CH to RS-3-PD for property on the north side of 30th Street,
east of "A" Avenue, is consistent with General Plan policies to encourage
the infilling of vacant lots whenever possible in order to piLwte a higher
rate of homeownership and to protect single-family residential areas from
inappropriate non-residential development.
BE IT FURTHER RESOLVED that the City Council hereby amends the text of
the General Plan as follows:
1. Add Policy J to Chapter V. Economic Development (page 27 of the
text of the Update General Plan) to read as follows:
J The City will encourage alternatives to small shopping
center development by allowing mixed use development; i.e.,
residential canbined with commercial use in the same
development or residential in -fill development within
specific commercial zones.
2. Amend the descriptions of the General Commercial, Limited
Commercial and Tourist COmrmercial designations of the General
Plan Map in Chapter V. Economic Development (page 28 of the text
of the Updated General Plan) to read as follows:
General Commercial: intended for high intensity commercial and
complementary development, along major roadways and in community
shopping complexes, and compatible residential development.
Limited Commercial: provide for small scale, limited convenience
retail shopping facilities at the neighborhood level and
compatible residential development.
Tourist Commercial: located near freeway interchanges, to
provide services, goods and accommodations for automobile -
oriented visitors and for compatible residential development.
BE IT FURTHER RESOLVED that the City Council hereby amends the
designations on the Combined General Plan/Zoning Map fr'cxn CH (Heavy
Commercial) to RS-3-PD (Residential, Single -Family Extendable -Planned
Development) for property on the north side of 30th Street, approximately
190 to 300 ft. east of "A" Avenue, as further described by Case File
Exhibit SP-2-89/ZC-2-89/GP-2-89, and as depicted on the map attached hereto
as Exhibit "A".
