HomeMy WebLinkAboutCC RESO 16,064RESOLUTION NO. 16,064 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH HARTSON'S MEDICAL SERVICE BY ADDING A "FIRST RESPONDER TRAINING CHARGE" TO IMPLEMENT THE EMT-D PROGRAM WHEREAS, on October 1, 1987, the City of National City entered into an agreement with Hartson's Medical Services for Basic and Advanced Life Support Services; and WHEREAS, the City wishes to create an Emergency Medical Technician -Defibrillation (EMT-D) Program to enhance firefighters' ability to treat certain types of cardiac abnormalities by allowing them to utilize a defibrillator to deliver a stabilizing electrical shock to the patient; and WHEREAS, in order to implement the EMT-D Program, it is necessary to amend the Agreement with Hartson's Medical Service to add to each ambulance transport billing a "First Responder Training Charge." NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the Mayor is hereby authorized to enter into an Amendment to the Agreement with Hartson's Medical Service to provide for a "First Responder Training Charge" for each ambulance transport billing, in order to implement the Emergency Medical Technician - Defibrillation (EMT-D) Program. A copy of said Amendment is attached hereto as Exhibit "A." PASSED and ADOPTED this 22nd day of AUGUST 1989. Eiser, III City Attorney FIRST AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND HARTSON MEDICAL SERVICE FOR BASIC AND ADVANCED LIFE SUPPORT SERVICES This amends the Agreement of October 1, 1987 (adopted by Resolution No. 15,430) between National City and Hartson's Medical Service for Basic and Advanced Life Support Services. The express purpose of this amendment is to further insure that the citizens of National City receive the highest level of emergency medical transportation services without a direct subsidy from the City of National City to the provider of said services. Therefore, the parties agree as follows: 1. SERVICES Hartson's agrees to add to each ambulance transport billing a "First Responder Training Charge" of $25.00 for each transport beginning October 1, 1989. The City understands and recognizes the that all or a portion of the $25.00 additional charge will not be collected for many transports due to patient non-payment, state and federal regulations and other related factors. The parties agree that a forty percent (40$) collection rate can reasonably be assumed on average for this additional charge. Therefore, Hartson agrees to pay $10.00 for each ALS transport occurring within National City on and after October 1, 1989 regardless of actual collections. The $10 fee per ALS transport shall be payable to the National City Finance Director beginning April 1, 1990 with subsequent payments at the end of each 90 day period thereafter during the term of the Agreement or any extension. 2. FEE ADJUSTMENT The amount of the additional charge shall be automatically increased each time and by the same percentage rate as the Base Ambulance Rate is adjusted pursuant to Section 3 of the Agreement dated October 1, 1987. 3. COMPENSATION This amendment shall not create additional costs for National City. 4. TERM This effective date of this amendment shall be October 1, 1989. The termination date shall be identical with the terms specified in Section #14 of the October 1, 1987 Agreement.
