A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA
ADOPTING AN AMENDMENT TO THE GENERAL PLAN
REGARDING THE MAXIMUM NUMBER OF UNITS ALLOWED BY THE
RM-1 (MULTI -FAMILY RESIDENTIAL) LAND USE DESIGNATION
CASE FTTF NO. GP-1-89
WHEREAS, the City Council considered the recommendation of the
Planning Commission that the General Plan not be amended regarding the
maximum number of units allowed on property in the RM-1 (Multi -Family
Residential) zone, along with evidence and testimony presented at the duly
advertised public hearing held by the City Council on August 22, 1989, and,
WHEREAS, the Planning Commission and City Council have caused and duly
held studies and proceedings for the timely amendment to the General Plan
of the City of National City, pursuant to Title 7, Chapter 3, Article 6 of
the Government Code of the State of California; and,
WHEREAS, the Planning Commission at duly advertised public hearings
held on June 19, 1989 and July 24, 1989 considered the proposed amendment
to the General Plan of the City of National City, along with all evidence
and testimony presented at said hearing, and along with the Negative
Declaration together with any comments received; and,
WHEREAS, the City Council recognizes the ncod and desirability to
conduct reviews of, and consider amendments to, the General Plan to
accommodate the changing needs of the coranunity;
NON, THEREFORE BE IT RESOLVED that the City Council has considered
previously adopted Negative Declaration No. IS-89-13 together with any
comments received during the public review process and all evidence and
testimony presented at the hearing and finds that on the basis of the
Initial Study and any comments received that there is no substantial
evidence that the project will have a significant effect on the environment
and that the adopted Negative Declaration adequately addresses the
amendment and authorizes the filing of a Notice of Determination.
BE IT FURTHER RESOLVED that the City Council finds that the public
interest, general welfare, convenience, and sound planning principles
require the proposed General Plan amendment, as described in the reports
prepared by staff for the proposed amendment.
BE IT FURTHER RESOLVED that the City Council finds that the proposed
changes to the General Plan regarding the maximum number of units allowed
on property in the RM-1 (Multi -family Residential) zone are consistent with
the existing General Plan policies to provide for the availability of a
broad range of housing types to preserve the affordability, supply and
quality of the existing housing stock, since several existing apartment
buildings in areas designated R1,1--1 will conform to the proposed density
provision but do not conform to current density provisions, and new
apartment development will be permitted on typically sized parcels in RM-1
designated areas.
BE IT FURTHER RESOLVED that the City Council hereby amends the text of
the General Plan as follows:
1. Amend the description of Multi -Family Extendable designation of
the General Plan Map in Chapter I. Introduction (page 4 of the
text of the Updated General Plan) to read as follows:
Multi -Family Extendable (1 unit pr 1,900 ft2 lot area)
2. Amend the description of the Multi -Family Extendable designation
of the General Plan Map in Chapter IV. Housing (page 24 of the
text of the Updated General Plan) to read as follows:
Multi -family Extendable: Permits constructions of single
family, duplex or multi -family housing at a density of 1 unit for
each full 1,900 square feet of lot area. (Equivalent to a
maximum potential yield of 22.9 units per net acre.)
