HomeMy WebLinkAboutCC RESO 16,088RESOLUTION NO. 16,088 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY SUPPORTING THE METRO SEWER TASK FORCE RECOMMENDATION FOR CONSTRUCTION OF A RECLAMATION DRIVEN SEWER SYSTEM UTILIZING SECONDARY AND TERTIARY TREATMENT AT NEW FACILITIES, AND CONVERTING THE POINT LOMA PLANT FROM ADVANCED PRIMARY TO SECONDARY TREATMENT AS A FINAL ELEMENT, AND SUPPORTING A CHANGE IN THE FEDERAL LAW WHEREAS, recent disclosures in the scientific field lead to serious doubts as to the necessity for secondary treatment for sewer discharges at San Diego; and WHEREAS, the implementation of secondary treatment would result in significantly higher sewer rate increases, with no fiscally offsetting benefits; and WHEREAS, a reasonable lternative appears to be available that will provide an equal degree of protection to the ocean environment while providing supplemental benefits to this arid region; and WHEREAS, the alternative is within the constraints of the Federal Clean Water Act. NOW, THEREFORE, BE IT RESOLVED that City Council of the City of National City that the City expresses its support for a reclamation driven system utilizing secondary and tertiary treatment at new facilities, and converting the Point Loma plant to secondary treatment as a final element of the program, as a plan that will maximize the present investment in and useful life of the Point Loma plant, and will minimize the burden to local rate payers while properly protecting the ocean. BE IT FURTHER RESOLVED that the City Council of the City of National City does support a change in the federal law that would recognize differences between deep water ocean discharges and river discharges and would not require treatment above advanced primary at San Diego.
