RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY URGING THE CALIFORNIA LEGISLATURE
TO AMEND THE SAN DIEGO UNIFIED PORT DISTRICT ACT
TO PROVIDE SHARING OF REVENUES WITH DISTRICT
CITIES FOR PUBLIC SAFETY PURPOSES
WHEREAS, formation of the San Diego Unified Port
District (herein "District") was authorized by an act of the
California Legislature (codified as Harbor and Navigation
Code, App. 1, Section 1 et seq.); and
WHEREAS, the District was approved by the electorate
and consists of the cities of San Diego, Chula Vista,
Coronado, National City and Imperial Beach; and
WHEREAS, the District and member cities share common
goals and objectives in respect to the safety and environ-
mental well being of the respective constituencies; and
WHEREAS, the provision of sufficient level of public
safety by district cities to combat crime and ameliorate
environmental well being is of great concern and affects all
of the specified agencies, cities and district alike; and
WHEREAS, all properties within District fall within
the geographical boundaries of the cities in the District and
all revenues generated by District are generated from those
properties within such geographical boundaries; and
WHEREAS, the matter of public safety is considered
by the respective agencies to be of such urgency and
importance to the area in general and specifically the
constituencies therein, that the sharing of revenue to provide
public safety services is deemed appropriate and necessary;
NOW, THEREFORE, BE IT RESOLVED by the Council of
the City of National City that the California Legislature be
and it is hereby urged to amend the San Diego Unified Port
District Act (Harbors and Navigation Code, App. 1, Section 1
et seq.) by amending Section 4 (Purposes; Use of Powers) and
other sections as may be appropriate, to permit sharing of net
revenues with district cities for purposes of public safety.
