RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY SUPPORTING LEGISLATION TO PROHIBIT OR FURTHER
RESTRICT THE MANUFACTURE AND SALE OF CERTAIN
FORTIFIED WINE PRODUCTS
WHEREAS, the sale and consumption of low-cost, high -
alcohol content, fortified wines have created problems of public
inebriation and encouraged an unacceptable level of disorderly
and violent acts, litter, vandalism and criminal activity in
California's inner city neighborhoods; and
WHEREAS, the bottles containing certain fortified wines
are often small and easily fit into a pocket are green in color
to allow for easy identification, and come with a cap rather than
a cork to allow for ease of opening; and
WHEREAS, certain fortified wines with names including,
but not limited to "Thunderbird," "Night Train Express," "Wild
Irish Rose," and "M/D 20-20," are produced with a high -alcohol
content in the range of seventeen (17) to twenty (20) percent,
aged two (2) years or less, and sold for a very low price; and
WHEREAS, these fortified wines are distributed almost
exclusively in inner city, low-income neighborhoods; and
WHEREAS, these fortified wines are manufactured
primarily for the poor, the homeless, and the skid -row
individual; and
WHEREAS, these fortified wines have no socially
redeeming values; and
WHEREAS, the sale of these fortified wines contributes
to the degradation of inner city neighborhoods; and
WHEREAS, eliminating the availability of these wines
will assist citizens in improving the quality of life in inner
city, and low-income neighborhoods; and
WHEREAS, eliminating the availablity of these products
will assist recovering alcoholics in preventing relapse; and
WHEREAS, eliminating the availablity of these products
will increase demand for comprehensive alcohol detoxification,
recovery and rehabilitation programs which address the many
problems associated with public inebriation and alcoholism.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of National City that we support the legislation to
prohibit or further restrict the manufacture and sale of certain
fortified wine products, and concurrently support strengthening
comprehensive alcohol detoxification, prevention, recovery and
rehabilitation programs.
