A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA
ADOPTING AN AMENDMENT TO THE GENERAL PLAN.
(CASE FILE NOS. GP-1-87/ZC-1-87 AND GP-2-87/ZC-2-87
WHEREAS, the City Council considered the recommendation and findings
of the Planning Commission for approval of an amendment to the General Plan
to change the land use designations on the Combined General Plan/Zoning
Map, along with evidence and testimony presented at the duly advertised
public hearing held by the City Council on February 9, 1988; and,
WHEREAS, the Planning Commission and City Council have caused and duly
held studies and proceedings for the timely amendment to the General Plan
of the City of National City, pursuant to Title 7, Chapter 3, Article 6 of
the Government Code of the State of California; and,
WHEREAS, the Planning Commission at a duly advertised public hearing
held on December 21, 1987 considered the proposed amendment to the General
Plan of The City of National City, along with all evidence and testimony
presented at said hearing, and along with the proposed Negative Declaration
together with any comments received; and,
WHEREAS, the City Council recognizes the need and desirability to
conduct reviews of, and consider amendments to, the General Plan to
accommodate the changing needs of the community;
NOW, THEREFORE BE IT RESOLVED that the City Council has considered the
proposed Negative Declarations together with any comments received during
the public review process and all evidence and testimony presented at the
hearings and finds that on the basis of the Initial Studies and any
comments received that there is no substantial evidence that the amendment
will have a significant effect on the environment, approves the proposed
Negative Declarations, and authorizes the filing of the Notices of
Determination.
BE IT FURTHER RESOLVED that the City Council finds that the public
necessity, general welfare, convenience, and sound planning principles
require the proposed General Plan amendment, as described in the reports
prepared by staff for the proposed amendment.
BE IT FURTHER RESOLVED that the City Council hereby amends the land
use designations of the General Plan on the Combined General Plan/Zoning
Map as follows:
1. From RT-PD, Two -Family Residential -Planned Development, to RS-2,
Single -Family Residential, for approximately 4.6 acres of property
located north and south of 7th Street, west of Palm Avenue, extending
to approximately 635 ft. west of Palm Avenue.
2a. Flom CG (General Commercial) to RS-2 (Single -Family Residential) for
approximately 1.26 acres, including properties on the west side of
Highland Avenue, approximately 109 feet or more north of 2nd Street
and 113 feet or more south of Division Street; and
b. From CG (General Commercial) to RS-3-PD (Residential, Single -Family
Extendable -Planned Development) for approximately 14.4 acres,
including properties in the following areas:
1. Area bounded by I Avenue on the east and 7th Street on the south,
extending approximately 1/2 block west of I Avenue, and extending
1/2 block north of 5th Street (426 through 620 I Avenue, 831, 839
and 839A 7th Street, 824 through 835 6th Street, and 822 5th
Street).
2. Area on the south side of 2nd Street, 160 ft. to 290 ft. east of
Highland Avenue (840 through 904 2nd Street);
3. Area on the north side of 2nd Street, 142 ft. to 309 ft. east of
Highland Avenue (835 and 839 2nd Street);
4. Area on the north side of Melrose Street, east of Highland
Avenue, extending approximately from 200 to 300 ft. east of
Highland Avenue, (839 and 843 Melrose Street);
5. Area on the south side of Melrose Street, east of Highland
Avenue, extending approximately 150 to 275 ft. east of Highland
(830 and 838 Melrose Street);
6. Area on the north side of 2nd Street, approximately 50 ft. to 290
ft. west of Highland Avenue (703 through 735 2nd Street);
7. The approximately 1/2 block wide area, extending east from G
Avenue, between 2nd Street on the north and 7th Street on the
south (720 2nd Street, 704 through 723 3rd Street, 710 through
719 4th Street, 708 through 734 6th Street, 707 through 715 7th
Street, and 209 through 631 G Avenue).
