RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
AN AGREEMENT WITH ROBERT B. CLARK FOR ROBERT B. CLARK
TO PROVIDE GROUP INSURANCE CONSULTING SERVICES
WHEREAS, the City of National City has contracted with the EPLER Company
for Group Insurance Consulting services since 1977;
WHEREAS, there is a continuing need for such services;
AND WHEREAS, Robert B. Clark has submitted a proposal to provide such
services at a lower cost and that such proposal was determined to be more responsive
to the needs of the City.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the
City of National City hereby awards a contract for GROUP INSURANCE
CONSULTING SERVICES TO:
ROBERT B. CLARK
BE IT FURTHER RESOLVED by the City Council of the City of National City,
California, that the City Manager is hereby authorized to execute on behalf of the
City, a contract between ROBERT B. CLARK and the City of National City to
provide group insurance consulting services.

Dear Mr. Schulman:
This letter constitutes my proposal to provide group insurance
consulting services to the City of National City for the period
April 15, 1988 to April 15, 1989.
BACKGROUND
Since 1978, I have provided group insurance consulting services to
the City of National City while associated with The Epler Company,
the last five years as an independent contractor. Those services
have included evaluating renewal actions proposed by The Travelers
Insurance Company (and negotiating for rate modifications),
solicitation of competitive bids in 1983, implementation of a
Preferred Provider Organization (PPO) in 1986, and negotiating for
a premium waiver in 1987.
As noted in my letter to you of February 12, 1988, I have ended my
association with The Epler Company, and am establishing an
independent consulting practice. In addition, I will be associated
with Mr. Phillip D. Nico of Nico Insurance Services; Mr. Nico and
his staff will be available to provide any necessary services in
my absence.
PROPOSED CONSULTING SERVICES
It is proposed that the following consulting services be provided:
1. Review the plan of benefits, make recommendations regarding
any advisable or necessary revisions, and advise regarding the
cost of the revisions.
2. Monitor the cost-effectiveness of the PPO.
3. Meet with City management and employee representatives as
required.
4. Review financial results for the plan years ending July 1,
1987 and July 1, 1988, and ensure that the City is properly
credited with all funds.
5. Analyze The Travelers' proposed renewal action effective
July 1, 1988, and negotiate for a renewal more favorable to the
City and employees.

6. Assist with any problems with administation or claims
adjustment.
7. Advise regarding the effect on the City's group insurance
plans of state and federal legislation (such as COBRA).
8. Advise regarding the implications of adopting a flexible
benefits program.
9. Advise regarding the potential savings of adopting an
Employee Assistance Program (EAP).
10. Solicit and evaluate quotations from The Travelers and
other insurance companies for an employee paid supplemental life
insurance plan.
FEES
The annual fees for the above services will be $3000, including
expenses.
QUALIFICATIONS
My background includes 12 years' experience as a group underwriter
with three major insurance companies, as well as 10 years'
consulting experience. As a consultant, I have provided services
to some of the largest employers in San Diego County, such as the
City of San Diego, Sea World, the San Diego Zoo, Grossmont
District Hospital, and Scripps Memorial Hospitals.
If this proposal is accepted, please sign the enclosed copy of
this letter and return it in the envelope provided.
I have enjoyed very much working with you and other members of
City management, and look forward to continuing to be of
assistance to the City of National City.
