RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AUTHORIZING THE INSTALLATION OF
PEDESTRIAN SIGNALS, SCHOOL ZONE SIGNAGE AND OTHER
MISCELLANEOUS ITEMS AT THE FOLLOWING SCHOOL AREAS:
A) CENTRAL SCHOOL; B) EL TOYON SCHOOL;
C) IRA HARBISON SCHOOL; D) PALMER WAY SCHOOL
(T.S.C. ITEM NO. 86-120 AND 87-77)
BE IT RESOLVED by the City Council of the City of
National City, California, that the public health, safety and
welfare will be best protected by authorizing the installation of
pedestrian signals, school zone signage and other miscellaneous
items at the following school areas: A) Central School; B) El
Toyon School; C) Ira Harbison School; D) Palmer Way School in
National City, California, all as more specifically set forth in
the attached Exhibit "A".
PASSED and ADOPTED this 12th day of April, 1988.

EXPLANATIEN
The Traffic Safety Committee at its meeting of March 9, 1988 adopted the
following recommendation to reduce traffic congestion and increase
pedestrian safety at each of the subject schools:
A. Central School
Recommendations "a" through "d" below were approved by the Traffic
Safety Committee for providing a safe pedestrian crossing:
a. Relocation of the existing "school-xing" signs (State No. W66 and
W66A) on the south side of 8th Street to the proximity of the
school crosswalk at the intersection of "E" Avenue and 8th
Street.
b. Installation of school composite sign "SCHOOL, SPEED LIMIT 25
WHEN CHILDREN ARE PRESENT" (State No. W65, R2 and R72) on the
north side of 8th Street between "E" and Highland Avenues for the
westbound traffic.
c. Continuation of adult crossing guards on 8th Street and "E"
Avenue intersection at the existing crosswalk.
d. Removal of the school crosswalk on Plaza Boulevard at its
intersection with "E" Avenue and installation of new pedestrian
crosswalks and signal heads at signal controlled intersection of
Plaza Boulevard and "D" Avenue.
This is due to the following:
1. Low volume of pedestrians crossing at Plaza and "E".
2. To encourage students to use controlled intersection of
Plaza and "D" for crossing.
NOTE: The installation of pedestrian signal heads at Plaza and "D°was
included in the five signal project previously approved by City
Council and is expected to be completed by September 1988.
Recommendations "e" through "h" below were approved by the Traffic
Safety Committee to reduce parking and traffic congestion problem:
e. Installation of a passenger zone on the west curb of "E" Avenue
between 9th Street and Plaza Boulevard.
f. Removal of the existing "NO Parking 6:00 a.m. to 4:00 p.m." signs
on the north side of Plaza Boulevard, east of "E" Avenue. This
is to provide additional parking spaces.

Implementation of additional Police enforcement, being strongly
recommended, to reduce congestion on "E" Avenue.
h. Extension of the existing 115 ft. red zone on north side of Plaza
Boulevard, east of "E" Avenue by 50 ft. easterly to allow
stopping for three school busses.

B. El Toyon School
Recommendations "a" through "d" below were approved by the Traffic
Safety Caminittee for reducing red and passenger loading zones
violations:
a. Installation of two "No Parking - Passenger Loading Zone" signs
at both ends of the existing white zone on the south side of
Division Street between "T" and "U" Avenues.
b. Limiting the school bus zone on south side of Division to the
east of the school crossing at intersection of Division Street
and "T" Avenue by the installation of "No Stopping - School Bus
Zone" signs at both ends of the 100 ft. red zone.
NOTE: These signs should have a left and a right arrow showing
limit of the zone.
c. Additional Police enforcement.
d. Removal of the existing "No Stopping During School Hours" signs
at the red zone on south side of Division, west of "T" Avenue
because of the conflict in messages.
Recommendations "e" and "f" below were approved by the Traffic Safety
Committee for controlling irregular parking and hazardous unparking
maneuvers:
e. Installation of "Park Parallel" signs on south side of Division
Street, between I-805 and "S" Avenue. (State No. R24)
f. Installation of no parking signs on the south side of Division,
at the transition area westerly of the driveway to the school
parking lot, east of "S" Avenue.
Recommendations "g" through "j" below were approved by the Traffic
Safety Committee to provide a safer pedestrian crossing:
g. Installation of school area traffic signals at the intersection
of Division Street and "T" Avenue; or
h. Replacement of the existing student patrols with adult crossing
guards to provide gaps in traffic at the school crossing at
Division and "T" or the following:
i. Installation of flashing yellow beacons on Division for both
directions of traffic and
j Periodical police enforcement.

C. Ira Harbison School
Installation of pedestrian signal heads at the controlled intersection
of 8th Street and Harbison Avenue to supplement the existing
crosswalks. This is to encourage students to use the subject location
for crossing and thus eliminate the use of the midblock crosswalk on
8th Street in front of the school due to its unsafe location.
D. Palmer Way School
- Installation of a school crosswalk at the northerly leg of Palmer Way
at its intersection with Palmer Street. This is to minimize
pedestrian -vehicular conflicts during peak school hours.
The above recommendations were reviewed and approved by the National School
District on January 21, 1988 at the meeting held between Traffic Safety
Committee members and the School District Superintendent.
Items B (g), (i), and C, above, are proposed for C.I.P. budget committee
review for F.Y. 89-90
