Home My WebLink AboutCC RESO 15,661RESOLUTION NO. 15,661 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ESTABLISHING THE ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR 1988-89 WHEREAS, the voters of California on November 6, 1979, added Article XIII-B to the California Constitution placing various limitations on the appropriations of the State and local governments; and WHEREAS, Article XIII-B of the California Constitution provides that appropriations made by State and local governments shall be changed annually by a factor comprised of the change in population and the change in the U.S. Consumer Price Index or California per capita income, whichever is less; and WHEREAS, Article XIII-B of the California Constitution provides that the appropriations limit of an entity of government may be changed by the electors of such entity, and WHEREAS, the electors of the City of National City on June 7, 1988, approved the adoption of an ordinance chancing the City of National City's appropriations limit for fiscal years 1987-88 through 1990-91 to allow the use of all existing tax revenue sources by the City. WHEREAS, the calculations for making these adjustments for the City of National City are shown in Exhibits "A", "B" and "C" attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the appropriations limit for fiscal year 1988-89 shall be $14,650,328. EISER,III-CITY ATTORNEY NOTICE OF POSTING CITY OF NATIONAL CITY APPROPRIATIONS LIMIT FISCAL YEAR 1988-89 Section 7910 of the Government Code provides that each year the governing body of each local jurisdiction shall, by resolution, establish its appropriations limit for the following fiscal year pursuant to Article XIII-B at a regularly scheduled meeting or noticed special meeting and that fifteen days prior to such meeting, documentation used in the determination of the appropriations limit shall be made available to the public. In accordance with the above, the following documents are hereby posted at the BULLETIN BOARD - CITY HALL, 1243 NATIONAL CITY BLVD.: 1. Resolution Establishing the Annual Appropriation Limit for Fiscal Year 1988-89. 2. Exhibit "A" - Appropriations limit calculation. 3. Exhibit "B" - Price factor. 4. Exhibit "C" - Population factor. Price Factor: Section 7901 of the Government Code specifies that the percentage change in the lesser of the March to March U.S. All Urban Consumer Price Index (CPI) or California 4th Quarter per capita personal income is to be used as an annual percent change in determining the appropriation limit. The percent change to be used in setting the 1988-89 limit is: U.S. Consumer Price Index: 3.93 B. Population Percentage Change: The attached city and county population percentage changes were prepared pursuant to Sections 2227 and 2228 of tne Revenue and Taxation Code and are calculated as of January 1. The change from January 1, 1987 to January 1, 1988 is used in setting tne 1988-89 appropriation limit. C. Example using the factors for the State's appropriation limit: Price: 3.93; Converted to a factor 1.0393 Population: 2.51; Converted to a factor 1.0251 Ratio of change: 1.0393 X 1.0251 = 1.0654 The change factor of 6.54 is applied to the 1987-88 appropriation limit to obtain the 1988-89 limit.
