HomeMy WebLinkAbout1988 CC RESO 15,683RESOLUTION NO. 15683 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DECLARING THAT THE PUBLIC INTEREST OR CONVENIENCE REQUIRES THE DISCONTINUANCE OF "Q" STREET PARK, THAT THE CITY COUNCIL INTENDS TO CALL A SPECIAL ELECTION TO SUBMIT THE QUESTION OF DISCONTINUANCE TO THE CITY ELECTORS, AND FIXING A TIME AT WHICH THE PUBLIC OR PERSONS PARTICULARLY INTERESTED MAY PROTEST WHEREAS, since the development of "Q" Street Park in 1976, the park has been a maintenance problem, has been subject to vandalicm, has been a collection site for trash and debris, and has been a law enforcement problem due to drinking of alcoholic beverages on the site; and WHEREAS, a survey was recently made of residents in the area of the park and it was determined that the park is rarely used and is viewed as a negative element in the neighborhood; and WHEREAS, the Parks and Recreation Advisory Board has recommended that for the above reasons, "Q" Street Park be abandoned. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City as follows: SECTION 1. That the public interest or convenience requires the discontinuance of "Q" Street Park. SECTION 2. The description of the land to be discontinued as a park is as follows: The North 54 feet of the South 323.85 feet of the West Half of the South Half of the West Half of the Southwest Quarter of Quarter Section 129, RANCHO DE LA NACION, in the County of San Diego, State of California, according to Map thereof No. 166 by Morrill, filed in the Office of the County Recorder of San Diego County, May 11, 1869. EXCEPTING THEREFROM the Easterly 30 feet as deeded to the City of National City by deed recorded August 12, 1958 in Book 7209, page 453 of Official Records of San Diego County. ALSO EXCEPTING THEREFROM the Westerly 155 feet thereof. SECTION 3. The common name of the park to be discontinued is "Q" Street Park. SECTION 4. After discontinuance of the "Q" Street Park, it is proposed that the land on which it is located be sold as surplus. SECTION 5. That the City Council intends to call a special election, to be consolidated with the Statewide General Election on November 8, 1988, to submit the question of discontinuance to the electors. SECTION 6. That the City Council does hereby fix August 11, 1988, at 'l.vti fM , as the time, and the City Council Chambers, Civic Center, 1243 National City Boulevard, National City, as the place, at which the public or persons particularly interested in the discontinuance of "g" Street Park may protest.
