RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY AUTHORIZING EXECUTION OF PROPOSED UNIFORM FARE
STRUCTURE AGREEMENT EFFECTIVE JULY 1, 1988
BE IT RESOLVED by the City Council of the City of National
City that the City Manager is hereby authorized and directed to
execute the certain proposed Uniform Fare Structure Agreement
effective July 1, 1988 between the City of National City, the
Metropolitan Transit Development Board, the San Diego
Association of Governments and other County transit operators
receiving Article 4.0 TDA funds.

SECTION 1: PURPOSE
1.1 Intent
This Agreement is entered into, between and among the transit operators
listed in Sections 1.1.1 and 1.1.2, the Metropolitan Transit Development
Board (MTDB) and the San Diego Association of Governments (SANDAG) for
the purpose of formalizing the Metropolitan Transit System (MTS) Uniform
Fare Structure by developing a Uniform Fare Structure Agreement and
combining with it previous Ready Pass and Master Transfer Agreements.
The Uniform Fare Structure is intended to lead to public perception that
the operators listed in Sections 1.1.1 and 1.1.2 function as a single
unit.
1.1.1 Fixed Route Operators
Amarillo y Rosa Route 932 (Southwest Coaches, Inc.)
County of San Diego Transit System (CTS)
National City Transit (NCT)
North County Transit District (NCTD)
San Diego Transit Corporation (SDTC)
San Diego Trolley, Incorporated (SDTI)

1.1.2 General Public Dial -A -Ride Operators
El Cajon Express
La Mesa Dial -A -Ride

1.2 Background
1.2.1 In accordance with the requirements of Section 99282.5 of the
Public Utilities Code, the Metropolitan Transit Development
Board (MTDB) of Directors and the San Diego Association of
Governments (SANDAG) Board of Directors adopted Resolutions on

June 23, 1980 and July 21, 1980 respectively, establishing a
Transfer Policy for all operators receiving Article 4
Transportation Development Act (TDA) funds in the MTDB and
SANDAG jurisdictions. As a result of these actions, a Master
Transfer Agreement was originally executed between and among
MTDB area operators and NCTD on July 1, 1981, and subsequently
amended as appropriate, fulfilling the intent of coordinating
transit service within the region.
1.2.2 To further coordinate transit service, the Regional Ready Pass
Agreement was originally executed on July 1, 1981 and renewed
as appropriate to provide for acceptance, administration, sales
and revenue distribution of the regional Ready Pass.
1.2.3 A Uniform Fare Structure was also established in the MTDB
area in July 1981 providing for coordinated base fare levels
for LOCAL, URBAN, EXPRESS and DIAL -A -RIDE services, but no
formal agreement was ever established. The Regional Ready Pass
Agreement and the Master Transfer Agreement are components of
the Uniform Fare Structure and should be combined with and
included in a new Uniform Fare Structure Agreement. In addition,
agreements related to the acceptance, administration, sale and
revenue distribution of $1.00 10-Pack/$1.50 10-Pack tickets and
Day Tripper passes should be incorporated into the Uniform Fare
Structure Agreement.

SECTION 2: RESPONSIBILITY AND DEFINITIONS
2.1 Mutual Agreement
As a result of the background described in Section 1.2, it is mutually
agreed among all operators, MTDB and SANDAG that this Uniform Fare
Structure Agreement is established which incorporates a base fare
structure agreement, a transfer agreement and a regional tickets and
passes agreement.
2.2 Responsibility for Maintenance of Agreement
Maintenance of this agreement shall be the responsibility of each of the
operators and shall be a condition for continued receipt of TDA funds in
accordance with Section 99284 of the Public Utilities Code. Through
cooperative agreement, MTDB and SANDAG shall monitor the implementation
and maintenance of this Agreement.
2.3 Term
This Agreement shall become effective July 1, 1988 and shall be in effect
until amended by MTDB, SANDAG, and each of the operators. NCTD may
withdraw from this Agreement with ninety (90) days notice.

2.4 Changes
Each operator shall give MTDB, in its area of jurisdiction, and SANDAG,
sixty (60) days notice in writing before a desired change to the
agreement may be implemented. No change shall be made without the
consent of MTDB, SANDAG, and each of the operators.
2.5 Service Definitions
The following definitions shall apply to MTDB area operators only:
2.5.1 LOCAL Service - Bus service on local roads serving
neighborhood destinations and feeding transit centers in the
immediate area. National City Transit, County of San Diego
Transit System (Routes 841-864) and SCOOT operate LOCAL services.
2.5.2 URBAN Service - Moderate speed bus service primarily on
arterial streets with frequent stops. Amarillo y Rosa Route
932, San Diego Transit and Strand Route 910 operate URBAN
services.
2.5.3 EXPRESS Service - Service averaging 16 miles per hour or more,
utilizing freeways whenever possible, with stops only at major
transit centers and major residential and activity centers.
San Diego Transit operates EXPRESS service.

2.5.4 DIAL -A -RIDE - Service that does not operate over a fixed route.
The service is dispatched through telephone requests from patrons.
El Cajon Express, La Mesa Dial -A -Ride, Lemon Grove Dial -A -Ride,
Poway Dial -A -Ride (CTS), San Diego Transit Direct Access to
Regional Transit (DART), and Spring Valley Dial -A -Ride (CTS)
operate DIAL -A -RIDE services.
2.5.5 RURAL Service - Scheduled service operated in rural areas over
fixed routes. County of San Diego Transit System -Rural operates
RURAL service.
2.5.6 COMMUTER Service - Scheduled fixed route services limited to
peak -hour trips only. County of San Diego Transit System -Express
Service operates COMMUTER service.
2.5.7 Light Rail Service - Service provided by San Diego Trolley.
The service may fall within the LOCAL, URBAN or EXPRESS service
definitions depending on distance traveled and fare charged per
ride.
2.5.8 Special Services - Special services (such as the Stadium Bus)
operated by an individual operator. Special services are not
subject to the requirements of this Agreement.

2.6 Passenger Definitions
The following shall apply to MTDB area operators and NCTD to determine
eligibility for special fares.
2.6.1 Senior - Any person 60 years of age or older. Acceptable
proof of senior fare eligibility shall be a Medicare Card or
State of California Senior I.D., and a Metropolitan Transit
System I.D. card in the MTDB area or a North County Transit
I.D. card in the NCTD area.
2.6.2 Disabled - Any person with a permanent mental or physical
disability. (NCTD only: Any person with a permanent or
temporary disability.) Acceptable proof of disabled fare
eligibility shall be a Metropolitan Transit System I.D. card,
Medicare Card, NCTD disabled I.D. card or State of California
disabled I.D.
2.6.3 Youth - Any person 18 years or under. Acceptable proof of
youth fare eligibility in the MTDB area shall be a Metropolitan
Transit System Youth I.D. or current year school photo I.D.
through high school only. NCTD shall control youth pass
eligibility at the point of purchase.
2.6.4 Child - Any person age 5 and under.

SECTION 3: BASE CASH FARES
3.1 Scope
This section shall cover base fare levels for MTDB area fixed route
operators. This section does not apply to NCTD.
3.2 Fare Levels
3.2.1 LOCAL route fares shall be 75t.
3.2.2 URBAN route fares shall be $1.00.
3.2.3 EXPRESS route fares shall be $1.25.
3.2.4 Trolley fares shall be as shown in Attachment A.
3.2.5 Senior/Disabled fares on all routes shall be 50t.
3.2.6 There is not a regional youth cash fare.
3.2.7 Children (5 years and under) ride free.
3.3 Special or Individual Operator Fares
3.3.1 Individual operators may set youth cash fares.
3.3.2 Individual operators may set fares for special services, such
as charters, stadium buses and shuttles.
3.3.3 -. County Transit System may set cash fares for the County
Transit System COMMUTER and RURAL services.
3.3.4 DIAL -A -RIDE operators may set individual cash fares for
Dial -A -Ride (including DART) services.
SECTION 4: TRANSFERS
4.1 Scope
This section shall cover transfers between all Article 4 operators,
San Diego Trolley, Inc., and North County Transit District.
4.2 Transfer Specifications
The paper transfer issued by each bus operator shall be honored on the
next connecting bus, Trolley or DIAL -A -RIDE (including DART) vehicle.
(Transfers among DIAL -A -RIDE operators shall be exempt from this require-
ment.)
4.2.1 The paper transfer shall also include the following
information:

4.2.1a identification of operator;
4.2.1b in the MTDB area, designation of service type or
fare level;
4.2.1c the route number of the issuing vehicle (LOCAL AND
URBAN/EXPRESS service only);
4.2.1d the direction of travel of issuing vehicle;
4.2.1e the time of day the transfer expires (or time issued
for NCTD service).
4.2.2 All paper transfers (including transfers issued by
DIAL -A -RIDE operators) shall be punched as appropriate by the
driver, with a unique transit hole -punch.
4.2.3 MTDB shall be responsible for the printing of these paper
transfers in the MTDB area. NCTD shall be responsible for the
printing of paper transfers in the North County area.
4.3 Trolley Single Ride Tickets
San Diego Trolley single -ride tickets shall be honored as transfers
on the next connecting bus. These single ride tickets shall include the
following information:

4.3.1 cash value of the ride for which the ticket is valid;
4.3.2 station of boarding;
4.3.3 the time the ticket expires;
4.3.4 the date the ticket was issued.
4.4 Special Transfers
4.4.1 North County Transit District shall issue separate transfer
forms.
4.4.2 The Ready 2 tickets, Ready 10 tickets, Super Ready 10 tickets,
$1.00 10-Pack ticket books and $1.50 10-Pack ticket books vali-
dated by San Diego Trolley vendomats shall be valid transfers
for all connecting buses.
4.4.3 San Diego Transit DART prepaid tickets shall be valid
transfers for all connecting buses.
4.5 Transfer Charges
4.5.1 Transfer charges shall be calculated based on the
difference between the fare on the first vehicle boarded and
the fare on the connecting vehicle (up to a $0.50 maximum
charge on all systems except CTS COMMUTER and RURAL).

Transfers to equal or lower fare vehicles are free. Any
required transfer upgrade fare shall be paid on either the
original (first) vehicle boarded or on the connecting (second)
vehicle. Transfer fares are as shown on Attachment B. Senior
and disabled riders transfer free of charge on all fixed route
services.
4.5.2 These stipulations will apply to transfers between the
North County Transit District and each other operator, but will
not apply to transfers within the North County Transit District.
North County Transit District has a 25-cent (10-cent senior and
disabled) transfer fee per transfer within the North County
Transit District area of jurisdiction.
4.5.3 The Transfer Formula Matrix (Attachment B) shall guide
all operators in the collection of incremental fares for
transfers between all levels of service. For the purposes of
this Agreement, NCTD service shall be deemed to be equal to
"URBAN" ($1.00) service.
4.6 Transfer Centers and Points
Timetable coordination shall be established at the points shown on
on Attachment C throughout the MTDB area of jurisdiction between all
operators and for as many routes as practicable. A transfer shall be
considered time -coordinated if the scheduled meet.is within six minutes.
SECTION 5: REGIONAL TICKETS AND PASSES
5.1 Scope
This section shall cover Regular, Senior/Disabled and Youth Ready Pass,
Day Tripper pass and $1.00 10-Pack/$1.50 10-Pack ticket administration,
sales, and revenue collection and distribution among MTDB area fixed
route operators and NCTD.
5.2 SANDAG Responsibilities
5.2.1 SANDAG shall see that each operator submits Ready Pass rider
counts (by category, i.e., Regular, Senior/Disabled and Youth)
and $1.00 10-Pack/$1.50 10-Pack ticket counts (by ticket type)
to SANDAG on a monthly basis, using the form shown in Attachment D.
5.2.2 SANDAG shall determine the proportion of revenues from
Ready Pass sales to be allocated to each operator on a County-
wide basis, in accordance with the following formula:
Proportion of Ready Pass = Total number of Ready Pass
Revenue allocated to riders on all routes operated
operator "X" by operator "X"
Total number of Ready Pass
riders on all routes operated
by all operators

This proportion shall be calculated for each category of
Ready Pass and ticket type.
5.2.3 , SANDAG shall submit the Ready Pass summary counts allocation
percentages (by category) and $1.00 10-Pack/$1.50 10-Pack
ticket counts (by type) for each operator to MTDB, instructing
MTDB to disburse the Ready Pass sales revenue collected to the
various operators in accordance with the calculated percentages
and to disburse the $1.00 10-Pack/$1.50 10-Pack ticket sales
revenue collected to the various operators in accordance with
the formula shown in Attachment E. SANDAG shall submit said
percentages and counts for the previous month to MTDB by the
25th day of the month following.
5.2.4 SANDAG shall prepare a yearly summary of Ready Pass and $1.00
10-Pack/$1.50 10-Pack ticket riders (by operator).
5.3 MTDB Responsibilities
5.3.1 MTDB shall fund the regional pre -paid fare program encompassing
the distribution and sales reconciliation of Ready Passes (by
Regular, Senior/Disabled and Youth), Day Tripper passes, $1.00
10-Pack/$1.50 10-Pack tickets, pass -by -mail program, and for
Trolley, Ready 10, Super Ready 10 and Ready 2 tickets, as well
as a pass sales effort directed at major employers. A Pass
Sales Administrator, employed by MTDB, will be the coordinator
of this fare program.

5.3.2
MTDB shall prepare a monthly summary of Ready Pass (by
category), Day Tripper pass, $1.00 10-Pack/$1.50 10-Pack,
Ready 10, Super Ready 10 and Ready 2 sales, and to submit a
copy of this summary to each operator.
5.3.3 MTDB shall determine the Day Tripper pass sales revenue
to be allocated to each operator, based on the percentages
shown in Attachment F.
5.3.4 MTDB shall determine the proportion of Proposition A Local
Transportation Sales Tax subsidy to be allocated to each MTDB
area operator for Senior/Disabled and Youth passes based on the
formula shown in Attachment G.
5.3.5 MTDB shall prepare a monthly summary of Proposition A Local
Transportation Sales Tax subsidies for Senior/Disabled and
Youth passes or any other local jurisdiction subsidy by the end
of the month.
5.3.6 MTDB shall prepare a monthly summary of regional Ready Pass
(by Regular, Senior/Disabled and Youth), Day Tripper pass,
$1.00 10-Pack/$1.50 10-Pack, Ready 10, Super Ready 10 and
Ready 2 revenue distribution, including subsidies, and to
submit a copy of this data and the SANDAG summary counts and
allocation percentages (Section 5.2.3) to each operator, and to
SANDAL when issuing checks as described in Section 5.3.7.

5.3.7
MTDB shall keep a separate fund for all pass and ticket sales
revenues received, to include interest accrued on monies con-
tained in such fund.
5.3.8 MTDB shall issue a check monthly to each operator for its
portion of Ready Pass, Day Tripper pass, $1.00 1-Pack/
$1.50 10-Pack ticket, Ready 10, Super Ready 10 and Ready 2
sales revenues, Proposition A Local Transportation Tax subsidy
(MTDB area operators only) and proportionate accrued interest
which exceeds MTDB costs for Pass Sales Administrator compensa-
tion in accordance with instructions from SANDAG. Checks for
the previous month's revenues shall be issued by the 30th day
of the month following for all funds received by MTDB up to
that date. A reconciling report will be sent to each operator
showing which month the money is from and any adjustments
(e.g., bad checks, theft, error).
5.3.9 MTDB shall bill local jurisdictions monthly for any subsidy
payments that may result from a reduced price monthly pass
program established by that jurisdiction and apportion such
revenue to the appropriate operators.
5.4 Operator Responsibilities
5.4.1 Each Operator shall count Ready Pass riders (by category) and
$1.00 10-Pack/$1.50 10-Pack ticket riders (by type). Buses
shall be equipped to permit operators to maintain a daily count
of each category and type of rider. A record of daily counts
shall be maintained and kept on file for a one-year period.
Such record shall be made available to SANDAG at its request.
Daily Ready Pass, and $1.00 10-Pack/$1.50 10-Pack ticket usage
on the San Diego Trolley and on NCTD routes shall be determined
on a sampling basis as prescribed by SANDAG.
5.4.2 Each operator shall prepare a monthly summary of Ready Pass
riders (by category) and $1.00 10-Pack/$1.50 10-Pack ticket
riders (by type) and to submit the previous month's summary to
SANDAG by the 23rd day of the month following.
5.4.3 Each operator shall permit SANDAG to be the arbiter in case of
any questions on pass counts and SANDAG shall justify its
decision to operator(s) in question. _

PROPOSITION A PASS SUBSIDY ALLOCATION PROCEDURE
OBJECTIVE: To allocate Proposition A pass subsidies in a manner that
ensures each operator receives pass revenue (sales and
subsidies) in an amount equal to pass sales revenue received
prior to Proposition A.
STEPS:
1. Determine individual operator percent of countywide boardings (from
operator counts).
2. Allocate pass sales revenue based on Step 1.
3. Total MTDB area operator percent shares to determine MTDB area share of
countywide boardings (NCTD share = remaining).
4. Determine pass sales attributable to MTDB/NCTD boardings.
(MTDB % x number of countywide passes sold;
NCTD % x number of countywide passes sold)
5. Multiply MTDB passes sold x $10.00 (senior/disabled) or $20.00 (youth)
subsidy/pass = MTDB area Proposition A subsidy pool.
(NCTD Proposition A subsidy pool = NCTD passes x $ determined by NCTD)
6. Recalculate individual operator percent share of boardings for MTDB area
only.
7. Apply operator shares to MTDB Proposition A subsidy pool = individual
operator Proposition A subsidy.
8. Steps 2 + 6 = total operator pass revenue.
